## **CYLCH MEITHRIN TWTIL ANNUAL REPORT 2024 – 25** Ysgol Santes Helen, Twthill East, Caernarfon, LL55 1PF. ## **Registered Charity Number: 1192795** _The Trustees of Cylch Meithrin Twtil Charity present their Annual Report and audited accounts for the period 06/04/2023 to 05/04/2024. We confirm they comply with the requirements of the Charitable Act 2011._ ## **Aims and Objectives** Cylch Meithrin Twtil operates with a Charitable Incorporated Foundation Constitution with Trustees. A Management Committee maintains the smooth running of the service and compliance with regulations. Cylch Meithrin Twtil is a not-for-profit Pre-school Playgroup delivering childcare and education to children aged 2 – 4 years. Our aim is to provide opportunities to develop physical, intellectual, emotional and social skills through play. Activities are organized according to the New Curriculum for Wales where children become independent, knowledgeable and confident citizens. Various resources are available to encourage the children to have freedom of choice and develop skills at their own pace within a safe and stimulating environment. The objective of the service is to prepare children to integrate into school with confidence and familiar peers, with whom they will most likely be throughout their school age. The service also gives parents an opportunity to return to work, find employment or attend College to gain qualifications knowing their children are safe and developing life skills. ## **Registered Bodies** To comply will legal requirements Cylch Meithrin Twtil is registered with Care Inspectorate Wales and follows the National Minimum Standards and is inspected regularly. The service is registered to deliver Nursery Education to 3 – 4-year-olds who are not eligible to attend school. We are inspected by ESTYN to ensure compliance with delivering education and are helped by a Support Teacher from Gwynedd Council to maintain high standards. The service is also registered with Mudiad Meithrin who help with policies, committee procedures and all aspects of pre-school childcare. A Development Officer is allocated to consult with us to ensure we comply with all regulations. 1 ## **Locality** Cylch Meithrin Twtil is situated within Caernarfon and is easily accessed from the center of the town. The staff regularly take the children on outings to visit their locality, so they are familiar with their surroundings. Such visits include the library, the park, local shops and exploring nearby streets. The service moved to the local primary school, Ysgol Santes Helen, in April 2024 when the previous premises was deemed not fit for purpose. There is a large grassy area and a concrete yard with various equipment to develop gross motor skills, social interaction, team building and cooperation with peers. Outdoor equipment includes a mud kitchen, a sand shed, and the area is enclosed to ensure the children stay safely within the playground. ## **Future** We aim to continue to promote the setting through advertising and encourage parents to recommend our service to others. The Facebook page has been very successful in recruiting children and is a quick and easy method of contacting parents when necessary. We are hoping to move to a larger classroom in the school. The Headteacher and Governors of Ysgol Santes Helen are in the process of preparing a submission to apply for grant funding to alter the room. We hope this will be completed during 2025-2026. ## **Policies** Policies are adopted by the Management Committee from Mudiad Meithrin in compliance with National Minimum Standards and legal requirements. All policies are available at the setting, on our Facebook page or by email if requested. ## **Finance** A Statement of Accounts for years ending 2023– 24 has been audited and is available to see. Children’s fees are our main source of income. Education grants and free childcare are also important income sources. A small regular income from Your School Lottery has been helpful towards fundraising and it has been recommended by the committee to try to promote this to increase members to gain more funds. 2 The 30 Hours Free Childcare Grant for 3 – 4-year-olds, Extra Hours Free Childcare for 2 – 3-year-olds and the Nursery Education Fund are our main income sources. These have helped increase numbers and enabled us to employ extra staff to comply with ratios and for staff training courses. ## **Staff** Staff are employed to comply with regulations and are paid according to their role within the setting. DBS checks are completed for each member of staff, contracts agreed and signed, and wages are paid monthly by bank transfer. The wages are compiled by a professional Payroll Provider who ensures PAYE, National Insurance and holiday pay are accurate according to legal requirements and hours worked. Following the annual increase in wages the staff were enrolled on a Pension Scheme with NEST, as per legal requirements. The Responsible Individual retired in September 2024, and Mrs Eirian Bradley-Roberts the headteacher of Ysgol Santes Helen was appointed before the end of the summer 2024 term. ## **Grants** Grants have been provided by the Government, local authority and and addysg Feithrin enabling the staff to develop the Cylch in its new setting and also to develop the children’s skills and learning. These grants have also ensured consistency for the children and have helped with further enriching the leqrning areas. ## **Trustees** Trustees are voted on the committee for a period of two years and have received information about guidance on public benefit issued by the Charity Commission. Two of the Trustees retired by the end of August 2024, therefore replacements have been found.
