Business Review covering:

1. Legal and Administrative Information and the Report of Trustees of the CIO

and

1. Accounts covering: Statement of Financial Activities, Balance Sheet and Notes forming part of the financial statement

Aims and objectives of the CIO are as follows:

1. To advance the Christian religion for the public benefit in Keighley, West Yorkshire;

2. To develop the capacity and skills of the members of the socially and economically disadvantaged community of Keighley, West Yorkshire, in such a way that they are better able to identify, and help meet, their needs to participate more fully in society;

3. To provide community meeting facilities in the interests of social welfare for recreation and leisure time occupation with the objective of improving the conditions of life for the residents of Keighley.

The trustees met on six (6) occasions during the year to conduct essential business of the CIO. Business covered two areas: (i) Policy and Procedures and (ii) Strategy.

Governance

Policy and Procedures saw the creation and adoption of: Procedure for the Recruitment of New Trustees; Financial Management Policy; and Money Laundering Policy. Creation and adoption of the Risk Management Policy remains an outstanding task for the trustees.

Strategy, Activities and Future Plans

Strategy centred around laying down plans for the CIO’s work in 2022, including the recruitment of another Trustee with specific skills in marketing and fundraising. Planning focussed on communication, through ongoing internal and external consultation, relating to the perceived requirements of the church buildings intended for re-development, along with associated outreach facilities.

During the year a feasibility study was received from Messrs. Pearce Bottomley, a firm of architects, to enable the Trustees understand any technical difficulties that might be expected in relation to the proposed building project and to provide initial sketches of alternative design concepts.

The Trustees were conscious throughout 2021 that their vision will only be realised when the specific requirements for a building which is “fit for purpose” for its charitable objects are re-tested and re-confirmed postpandemic. Only then can a final design be agreed upon following further consultation, fundraising begin and a project construction team engaged.

Outreach and delivering public beneft

The progress of the CIO during the year was severely impacted upon by the Covid-19 pandemic, with ongoing health regulations resulting in materially restricted physical corporate worship, as well as a brake on the disadvantaged community of Keighley being able to meet together in church to pursue social and leisure activities.

Notwithstanding the above, volunteers were able to maintain contact with the community through the limited service of the Welcome Cafe, engagement with them at external locations (in the community) and the introduction of the “GrubsUp” external food point for the homeless.

Collective worship for the public benefit in Keighley was maintained via Zoom and, later, by socially distanced gatherings.

Financial Review

Against the backdrop of limited resources and insecurities over giving, it has continued to be difficult to proactively plan and budget funds for the year. As a newly set up charity, our funds are not yet independently held by a financial institution, but kept within the parish of Keighley under its funds accounting system. 2022 will see the opening of a separate bank account for the CIO.

The financial statements of the Parish of Keighley have been prepared under the Charities Act 2011 and in accordance with the Church Accounting Regulations 2006 governing the individual accounts of the parish, together with applicable accounting standards, the current Statement of Recommended Practice Accounting and Reporting by Charities (Charities SORP), and FRS102 with the Regulations' "true and fair" provisions.

During 2021 the activities covered in these financial statements were at all times under the oversight of the Parish of Keighley, a registered Charity following the guidelines of the charity commission in Great Britain.

Income

There was no donation received in 2021 (2020: £5,333). The net income for the year was the delayed Gift Aid receipt from 2020 for a total value of £1,400 and a contribution of £2,000 received from the parish investment funds (Oscar Moore funds) to help the CIO cover its expenses.

Expenditure

The total expenditure was £8,125, incurred to pay for the ground survey and the feasibility study conducted by Pearce Bottomley, architects.

Reserves
