TRUSTEES' REPORT FOR THE YEAR ENDED 31 MAY 2024

The trustees present their annual report and financial statements for the year ended 31 May 2024.

The financial statements have been prepared in accordance with the accounting policies set out in note 1 to the financial statements and comply with the charity's CIO foundation (registered 26 November 2020), the Charities Act 2011 and "Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).

Objectives and activities.

The charity's objects are for the benefit of the public to relieve the suffering of cats and kittens in need of care and attention and, in particular, to provide rescue and rehoming for the reception, care and treatment of such cats and kittens.

The trustees have paid due regard to guidance issued by the Charity Commission in deciding what activities the charity should undertake.

Achievements and performance

During the period ending 31 May 2024, we have rescued and rehomed 636 cats from various different circumstances, including surrenders, abandoned cats and ones that have been straying for some time. The number of cats we help has grown substantially over the last 2 years with the cost-of-living crisis also lowering our donations. The charities name, profile and reputation has also grown, and, in a number of cases, we have been the first charity called by people who are concerned about cats that they have seen. This last year has seen a huge increase of kittens in and out of kitten season. We have also completed 64 TNRs (trap, neuter, return – this includes vaccination, chip and ear tip) and the time spent on each of these can vary depending on the circumstances. For example, we have managed to trap cats within half an hour of arrival at site but have also spent numerous times overnight sleeping in vehicles, to ensure success, all of which is done by volunteers and trustees of the charity. The willingness of our volunteers and trustees to help any cat, means that rescues have often been carried out in less-than-ideal circumstances in the foulest of weather and surroundings. In addition to those less than happy stories, we have helped to reunite 34 cats with their owners, which included cats missing for up to 8 years. We have started another TNR program which has resulted in the rescue and rehabilitation of queens with litters in Bemerton Heath, Cholderton & Chilbolton. We have continued to attempt to raise funds which has been much harder this year as well as the vets’ bills growing rapidly. The chair of the charity, Marnie Buckland, was also nominated for BBC Wiltshire Radio – Make A Difference Award and was given a certificate of achievement by the local governing body. The charity has been the subject of articles in 2 local newspapers as well as being on BBC Radio along with many other online media. Helping to raise the profile of the charity and also increasing our social media footprint meaning we are often mentioned when people are looking for help regarding cats.

Financial review

The charitable company ended the year with a deficit of £4,719. The charitable companies’ total funds as at 31 May 2024 were £65,156, which are made up of £51,315 of unrestricted funds and £13,841 of restricted funds. It is the policy of the charity that unrestricted funds which have not been designated for a specific use should be maintained at a level equivalent to between three- and six-month’s expenditure. The trustees consider that reserves at this level will ensure that, in the event of a significant drop in funding, they will be able to continue the charity’s current activities while consideration is given to ways in which additional funds may be raised. This level of reserves has been maintained throughout the year. The trustees have assessed the major risks to which the charity is exposed and are satisfied that systems are in place to mitigate exposure to the major risks.

Structure, governance and management

The charity is a charitable incorporated organisation. The trustees who served during the year and up to the date of signature of the financial statements were: M Buckland, J Buckland, M Best, S Vranch RVN, G Simpson, L C Irish, S B Gosden and P Jones. The trustees are generally recruited through the charities existing volunteers and agreed at a general meeting.

The Chairperson is responsible for the day to day running of the rescue shelter.

Independent examiner’s report to the trustees of Cat Watch Rescue Shelter

I report to the trustees on my examination of the accounts of Cat Watch Rescue Shelter (the Charity) for the year ended 31 May 2024.

Responsibilities and basis of report

As the charity trustees of the Charity, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of the Charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner’s statement

Your attention is drawn to the fact that the charity has prepared financial statements in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) in preference to the Accounting and Reporting by Charities: Statement of Recommended Practice issued on 1 April 2005 which is referred to in the extant regulations but has now been withdrawn.

I understand that this has been done in order for financial statements to provide a true and fair view in accordance with Generally Accepted Accounting Practice effective for reporting periods beginning on or after 1 January 2015.

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. Accounting records were not kept in respect of the Charity as required by section 130 of the Act; or

  2. The accounts do not accord with those records; or

  3. The accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

Note 2 Accounting policies 2.2 INCOME

This standard list of accounting policies has been applied by the charity except for those ticked "No" or "N/a". Where a different or additional policy has been adopted then this is detailed in the box below.

Recognition of income
Donated services and facilities that are consumed immediately are recognised as income
with an equivalent amount recognised as an expense under the appropriate heading in the
SOFA.
The cost of any stock of goods donated for distribution to beneficiaries is deemed to be the
fair value of those gifts at the time of their receipt and they are recognised on receipt. In
the reporting period in which the stocks are distributed, they are recognised as an expense
at the carrying amount of the stocks at distribution.
Donated services and
facilities
Donated services and facilities are included in the SOFA when received at the value of the
gift to the charity provided the value of the gift can be measured reliably.
Income from interest,
royalties and dividends
This is included in the accounts when receipt is probable and the amount receivable can be
measured reliably.
These are included in the Statement of Financial Activities (SoFA) when:
• the charity becomes entitled to the resources;
· it is more likely than not that the trustees will receive the resources; and
• the monetary value can be measured with sufficient reliability.

Grants and donations
Grants and donations are only included in the SoFA when the general income recognition

and gifts
Gift Aid receivable is included in income when there is a valid declaration from the donor.
Any Gift Aid amount recovered on a donation is considered to be part of that gift and is
treated as an addition to the same fund as the initial donation unless the donor or the
terms of the appeal have specified otherwise.
Gifts in kind for use by the charity are included in the SoFA as income from donations when
receivable.
Support costs
The charity has incurred expenditure on support costs.
Volunteer help
Donated goods for resale are measured at fair value on initial recognition, which is the
expected proceeds from sale less the expected costs of sale, and recognised in 'Income
from other trading activities' with the corresponding stock recognised in the balance sheet.
On its sale the value of stock is charged against 'Income from other trading activities' and
the proceeds from sale are also recognised as 'Income from other trading activities'.
Goods donated for on-going use by the charity are recognised as tangible fixed assets and
included in the SoFA as incoming resources when receivable.
The value of any voluntary help received is not included in the accounts but is described in

2.4 ASSETS
Intangible fixed assets
Heritage assets
Support costs include central functions and have been allocated to activity cost categories
on a basis consistent with the use of resources, eg allocating property costs by floor areas,
or per capita, staff costs by the time spent and other costs by their usage.
They are valued at cost.
Investments
Fixed asset investments in quoted shares, traded bonds and similar investments are valued
at initially at cost and subsequently at fair value (their market value) at the year end. The
same treatment is applied to unlisted investments unless fair value cannot be measured
reliably in which case it is measured at cost less impairment.

charitable activities.

Liability recognition
Liabilities are recognised where it is more likely than not that there is a legal or constructive
obligation committing the charity to pay out resources and the amount of the obligation can
be measured with reasonable certainty.

The charity accounts for basic financial instruments on initial recognition as per paragraph
11.7 FRS102 SORP. Subsequent measurement is as per paragraphs 11.17 to 11.19,
FRS102 SORP.

Governance and support
costs
Support costs have been allocated between governance costs and other support.
