The Trustees have pleasure in presenting their report and the unaudited financial statements of the charity for the year ended 31 December 2024. 

## **OBJECTIVES AND ACTIVITIES** 

The objects of the charity are to promote the efficiency and effectiveness of charities and the effective use of resources for charitable purposes in the area of Grassmoor and Hasland and surrounding area of north eastern Derbyshire (‘the area of benefit’) for the public benefit, by assisting in the administration of funding programmes to charities and voluntary organisations, monitoring for grants, recommending grants, assisting in applications for grants. 

The charity shall also promote urban and rural improvements, particularly in Grassmoor and Hasland, and north-eastern Derbyshire, by all or any of the following means: 

a) the relief of those in need, by reason of youth, age, ill-health, disability, financial hardship or other disadvantages. 

b) the relief of unemployment. 

c) the advancement of education and training, particularly among unemployed people, and providing unemployed people with work experience. 

d) the provision of financial assistance, technical assistance or business advice or consultancy in order to provide training and employment opportunities for unemployed people in cases of financial or other charitable need through help: (i) in setting up their own business, or (ii) to existing businesses. 

e) the creation of training and employment opportunities by the provision of workspace, buildings, and/or land for use on favourable terms. 

f) the provision of housing for those who are in conditions of need and the improvement of housing in the public sector or third sector provided that such power shall not extend to relieving any local authorities or other bodies of a statutory duty to provide or improve housing. 

g) the maintenance, improvement or provision of public amenities, including the advancement of arts, culture, heritage and science. 

h) the preservation of buildings or sites of historic or architectural importance. 

i) the provision of recreational facilities for the public at large or those who by reason of their youth, age, infirmity, or disablement, financial hardship or social and economic circumstances, have need of such facilities. 

j) the protection or conservation of the environment. 

k) the provision of public health facilities and childcare.

n) the promotion of any other recognised charitable purpose, through such other means as may from time to time be determined subject to the prior written consent of the Charity Commissioners for England and Wales. 

This is in accordance with the charity’s governing document, the Memorandum and Articles of Association as approved on 29[th] October 2020. 

## **SUMMARY OF THE MAIN ACTIVITIES UNDERTAKEN FOR THE PUBLIC BENEFIT IN RELATION TO THESE OBJECTS** 

In planning our activities for the year we kept in mind the Charity Commissions guidance on public benefit at our Trustees meetings. 

The Company shall at all times take into consideration the principles of equality of opportunity irrespective of age, disability, gender re-assignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex and sexual orientation. 

## **ACHIEVEMENTS AND PERFORMANCE** 

## **Overview:** 

Grassland Hasmoor Futures is a ‘Not for Profit’ organisation, established as a local regeneration agency and community anchor to take forward neighbourhood renewal and community development opportunities across Hasland and Grassmoor. 

Following the close-down of the Grassland Hasmoor Big Local (GHBL) Partnership and Programme in February 2024, Grassland Hasmoor Futures completed its role as the Locally Trusted Organisation (LTO) and received a final tranche of Big Local funds to support its community renewal work, in line with its Legacy Plan. It also facilitated and supported the GHBL Partnership Board to transform itself into a Resident Network for Grassmoor and Hasland.

## **Governance:** 

The Board of Grassland Hasmoor Futures has met 8 times in 2024, as well as meeting at the Annual General Meeting in June 2024 as Members of the Company. Trustees have ensured that all relevant decisions have been discussed and agreed, within this period. Grassland Hasmoor Futures has sought to expand its membership, with 4 new Trustees/Directors being appointed. 

Grassland Hasmoor Futures set out in its annual business plan its mission statement, its governance arrangements, its agreed operating model, its planned business services, its staffing requirements, its financial plan, its key indicators of performance, along with a robust risk assessment. In many respects, this business plan has been delivered. 

## **Big Local Close-down:** 

At the end of February 2024, Grassland Hasmoor Futures completed its role as the Locally Trusted Organisation (LTO) for the Grassland Hasmoor Big Local (GHBL) Partnership and for the Local Trust. Since 2020, Grassland Hasmoor Futures has successful overseen a Big Local Programme which invested over £750k into Grassmoor and Hasland. To facilitate this, it serviced and supported the GHBL Partnership, producing monthly Programme Management Reports and providing up-to-date financial and performance management information. Working with Derby Community Accountancy Service, it has ensured all the relevant financial controls were in place. 

As part of the last tranche of Big Local funding, Grassland Hasmoor Futures was able to access and receive a grant of £62,621 to deliver a Legacy Plan that supported 2 key projects – The Let’s Connect Project and the Hasland Community Hub. 

## **Project Delivery:** 

The Let’s Connect Project continued the community development work that had taken place over the last 10 years in Grassmoor and Hasland. With Big Local funding secured for a further 8 months, this Project: 

- Supported local community groups by developing and expanding their capacity and capability to attract and access small grant funds; 

- Shared community information across various mediums and enabled people to be more connected; 

- Improved local publicity and promotion of activities, especially through the website, social media and an ‘online’ presence; 

- Supported local community activities, especially related to activities for children and young people, including a Holiday Activity & Food Programme, and senior citizens, through community-based activity sessions; and 

- As part of the GHLB Partnership close-down, the Let’s Connect Project facilitated and supported the partnerships transformation into a local Resident Network, with a new Terms of Reference and a new role going forward. 

As a result of this track record and through a successful application process with the National Lottery Community Fund, Grassland Hasmoor Futures was awarded a further £188k, via the Reaching Communities strand. A first tranche of £28k of grant was received December 2024. This new funding stream from the National Lottery Community Fund will enable Grassland Hasmoor Futures to deliver the Let’s Connect Project up until January 2028.

Grassland Hasmoor Futures has also continued to work in partnership with the Hasland Club and the Friends of Hasland Community Hub on the successful management of The Hub @ The Club as Haslands Community Hub. It has played a leading role in: 

- Supporting the Management Committee, 

- Overseeing the improvements to the internal space, 

- Approving and revising key policies and procedures, 

- Operating a booking system with a comprehensive risk assessment; and 

- Creating a new Strategic Prospectus setting out the Vision, Mission Statement, Values, Guiding Principles and key Targets. 

As in previous years, Grassland Hasmoor Futures has taken the lead role in managing the bookings of the Hub space from 9am to 5pm, Monday to Friday. The net income generated from renting the space out of The Hub @ The Club has been designated towards the funding the space in future years. 

This year also saw Grassland Hasmoor Futures sign up to  be part of the Derbyshire Community Hub Network, operated by Derbyshire Voluntary Action. With 4 years of experience of managing The Hub @ The Club, this level of knowledge and expertise can help to support the development of community hubs across the locality. 

Grassland Hasmoor Futures has also accessed other external grants from other funders, such as Derbyshire County Council, Chesterfield Borough Council and Derbyshire Voluntary Action. In partnership with local groups, it has supported and delivered complementary community activities, such as : 

- The Community Connected Project to increase volunteering, locally; 

- The Warm Spaces Initiatives to support open access to The Hub @ The Club; 

- The Let’s Chat project to support mental wellbeing; and 

- Womens Health Sessions to raise awareness of health issues affecting women. 

## **FINANCIAL REVIEW** 

## **Reserves** 

The results for the year, and the charity's financial position at the end of the period, are shown in the attached financial statements. 

The Charity has a reserves policy to accumulate income in order to set aside funds for special purposes or as reserves against future expenditure.

## **Trustee selection methods** 

The Charity undertakes, when the need arises, a skills audit to determine the requirements of the trustee body. If a skill shortage is identified, approaches are made to specific people identified as having these skills. 

## **Risk management policy** 

The trustees examine the major risks that the charity faces each financial year when preparing and updating the strategic plan.  The charity has developed systems to monitor and control these risks to mitigate any impact that they may have on the charity in the future.

I report on the accounts for the year ended 31 December 2024 which are set out on pages 8 to 17. 

## **Respective responsibilities of the trustees and examiner** 

As the charity trustees of the Trust, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”). 

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner’s statement** 

I have completed my examination.  I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect: 

- accounting records were not kept in accordance with section 130 of the Act or

## **1. Accounting policies** 

The principal accounting policies adopted, judgements and key sources of estimation uncertainty in the preparation of the financial statements are as follows: 

## **a. Basis of preparation** 

The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard for Smaller Entities published on 16/07/14, the Financial Reporting Standard for Smaller Entities (effective January 2015) and the Companies Act 2006.  Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy notes. 

## **b. Income recognition policies** 

Items of income are recognised and included in the accounts when all of the following criteria are met: 

- the charity has entitlement to the funds; 

- any performance conditions attached to the item(s) of income have been met or are fully within the control of the charity; 

- there is sufficient certainty that receipt of the income is considered probable; and 

- the amount can be measured reliably. 

For legacies, entitlement is taken as the earlier of: 

- the date on which the charity is aware that probate has been granted; 

- the estate has been finalised and notification has been made by the executor(s) to the Trust that a distribution will be made; or 

- when a distribution is received from the estate. 

Receipt of a legacy, in whole or in part, is only considered probable when the amount can be measured reliably, and the charity has been notified of the executor’s intention to make a distribution.  Where legacies have been notified to the charity, or the charity is aware of the granting of probate, and the criteria for income recognition have not been met, then the legacy is treated as a contingent asset and disclosed if material. 

Income received in advance or provision of other specified services are deferred until the criteria for income recognition are met.

## **c. Donated services and facilities** 

Donated services or facilities are recognised as income when the charity has control over the item, any conditions associated with the donated item have been met, the receipt of economic benefit from the use by the charity of the item is probable and that economic benefit can be measured reliably.  On receipt, donated services and facilities are recognised on the basis of the value of the gift to the charity which is the amount the charity would have been willing to pay to obtain services or facilities of equivalent benefit on the open market; a corresponding amount is then recognised in expenditure in the period of receipt. 

## **d. Interest receivable** 

Interest on funds held on deposit is included when receivable and the amount can be measured reliably by the charity; this is normally upon notification of the interest paid or payable by the Bank. 

## **e. Fund accounting** 

Unrestricted funds are available to spend on activities that further any of the purposes of the charity.  Designated funds are unrestricted funds of the charity which the trustees have decided at their discretion to set aside for use for a specific purpose. Restricted funds are donations which the donor has specified are to be solely used for particular areas of the charity’s work or for specific projects undertaken by the charity. 

## **f. Expenditure and irrecoverable VAT** 

Expenditure is recognised once there is a legal or constructive obligation to make a payment to a third party, it is probable that settlement will be required and the amount of the obligation can be measured reliably.  Expenditure is classified under the following activity headings: 

- Expenditure on charitable activities includes the costs undertaken to further the purposes of the charity and their associated support costs. 

- Other expenditure represents those items not falling into any other heading. 

Irrecoverable VAT is charged as a cost against the activity for which the expenditure was incurred.

## **g. Tangible fixed assets** 

Individual fixed assets costing £1,000 or more are capitalised at cost and are depreciated over their estimated useful economic lives on a straight line basis as follows:-

## **h. Debtors** 

Trade and other debtors are recognised at the settlement amount due after any trade discount offered.  Prepayments are valued at the amount prepaid after taking account of any trade discounts due. 

## **i. Cash at bank and in hand** 

Cash at bank and cash in hand includes cash and short term highly liquid investments with a short maturity of three months or less from the date of acquisition or opening of the deposit or similar account. 

## **j. Creditors and provisions** 

Creditors and provisions are recognised where the charity has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably.  Creditors and provisions are normally recognised at their settlement amount after allowing for any trade discounts due. 

## **k. Financial instruments** 

The charity only has financial assets and financial liabilities of a kind that qualify as basic financial instruments.  Basic financial instruments are initially recognised at transaction value and subsequently measured at their settlement value.
