## **The Terrys Cross Trust** 

## **Administrative Information** 

The Terrys Cross Trust was established as a registered Charity in 1992 to take over the operation of the House and flats from the Chichester Diocesan Housing Association.  In 2020 a Company (with the same name) Limited by Guarantee was formed to take over from the original Trust.  The Charitable Company is registered with the Charity Commission and from 1[st] June 2021 took over the operation of the Registered Care Home at Terrys Cross House. There are also 6 flats for independent living: 4 in Bramwell Lodge adjoining the House and 2 in the Gatehouse.

## **Structure Governance and Management** 

**The Terrys Cross Trust** is a Company Limited by Guarantee and was formed on 1st April 2020.  It was registered with the Charity Commission in December 2020.  It became registered provider with the Care Quality Commission on 1[st] June 2021, when the Charitable Trust was deregistered.  It operates from Terrys Cross House under a Lease (21 years from 1 June 2013, now extended to 2055) from the Diocese of Chichester at an annual peppercorn rent.  The House was first registered with the Care Quality Commission in 2015.  The original Trust was set up to provide accommodation for retired clergy, missionaries and their dependants.  Applications are now open to all, but accommodation and care for retired clergy and missionaries and those associated with the Church of England are given priority. 

The Trustees/Directors, with the Registered Manager, plan and oversee the care of the residents in the House and the management of the House and Flats. 

New Directors/Trustees are appointed by the existing Directors/Trustees. 

During The period 1[st] May 2024 to 30[th] April 2025 the Directors/Trustees met five times.  All meetings took place at Terrys Cross House, 

The Directors/Trustees confirm that in accordance with their duties as stated in section 17(5) of the 2011 Charities Act, guidance provided by the Charity Commission in regard to public benefit has been considered.

Day to day management of the House and Flats is conducted by the Registered Manager who consults the Chairman, Treasurer and other trustees about any immediate decisions that need to be made. 

Hyde Housing own and manage eight retirement bungalows (shaded on the plan) which lie within the curtilage of Terrys Cross House.

## **Safeguarding, Health and safety and Data Protection (GDPR)** 

The Directors/Trustees, the Registered Manager and the Staff recognise the duty of care that they have towards the residents in the House and Flats; the protection of vulnerable adults is taken very seriously. 

Disclosure and Barring Service (DBS) checks are carried out for all staff before they commence working at the House and are renewed as necessary.  The staff undertake safeguarding training as part of their induction and renew this annually. The Directors/Trustees, too, have DBS checks and are aware of the Trust Safeguarding Policy.  Safeguarding concerns would be reported to the Registered Manager and/or the Chairman. 

The Registered Manager and care staff keep the residents’ Care Plans up to date and carry out appropriate risk assessments as necessary.  There is an electronic Care Plan system. 

The appropriate weekly and monthly Health and Safety checks are carried out and any work required is attended to. 

The Directors/Trustees and the Registered Manager regularly review the Safeguarding, Health and Safety and Data Protection (GDPR) Policies. 

## **Aim and Purposes** 

The Directors/Trustees, with the Registered Manager, share the responsibility for delivering care to the residents of the House.  The Trustees are also responsible under the terms of the Lease for the maintenance and repair of the buildings (The House, Bramwell Lodge, The Gatehouse and the garages) together with the upkeep of the grounds. In 2023, the Lease was extended until 2055. 



The Directors/Trustees also ensure that the Parish clergy (and retired clergy with permission to officiate) celebrated Holy Communion twice each month on Thursdays in the Chapel on the ground floor of the House.  The Parish clergy also provide Pastoral Care for the residents and staff.

## **Objectives and Activities** 

The Directors/Trustees, Registered Manager and staff are committed to caring for the residents in the House with respect and dignity.  They also, when necessary, support those who live in the flats.  Each resident shares with the Manager the writing and updating of his or her Care Plan. 

Residents’ families and friends are welcome to visit at any time.  Some of those who live in the flats and in the neighbouring Bungalows (Hyde Housing) like to come into the House for Chapel services and/or Sunday lunch and are made very welcome. 

Monthly talks are arranged by the Manager in consultation with the residents.  It is hoped to resume these as regular events. 

In December residents and staff were delighted to hold their Christmas party to which families, friends, Directors/Trustees and local residents were, invited. 


## **Achievement and Performance** 

For most of the year all nine rooms in the House and the four flats in Bramwell Lodge were occupied. 

Celebrations of Holy Communion were held twice each month in the chapel.  The Revd Christina Bennett and the Revd Joe Padfield presided at these during the year. Several of the residents regularly attend these services.  The clergy take Communion to their rooms for any not able to get to chapel if they wish this. 

Residents and staff enjoy the atmosphere and ethos of Terrys Cross.

The latest CQC Report, dated 27[th] August 2022, graded the House GOOD in all five categories  (Safe, Effective, Caring, Responsive and Well-led).  The report can be read on the Trust’s website www.terryscross.co.uk 

## **Review of the Year** 

##  **Residents** 

During the year most rooms in the house were occupied.  When rooms become vacant they are cleaned and refurbished.  At 30[th] April 2025 two rooms were vacant 

In Bramwell Lodge, the two one-bedroom flats and the two studio flats were all occupied until March 2024 when one tenant moved out.  The flat required refurbishment and was relet. 

The occupant of the ground floor flat in the Gatehouse has been there for some years.  The upper flat was let again from January 2024. 

##  **Staff** 

**Lynn Knowelden** (appointed as Registered Manager in August 2018) continues to manage the House and Flats most efficiently.  It is due to her efforts and those of the other staff that the House achieved the GOOD CQC inspection report in August 2022.  The Directors/Trustees are very grateful to Lynn and all the staff for their hard work and for their continued care and respect for the residents 

**Jo Gaston** continues her role as Senior Carer.  With Lynn she ensures that new members of staff receive a full induction following their appointments.

**Carers.** At 30[th] April 2025 there were six additional Care staff all of whom have NVQ level 2 or 3.  One is working towards level 4.  There are Care staff on duty 24/7.  All new staff have a two week induction which gives them time to get to know the residents and staff.  The Care Certificate is part of this induction. 

**Cooks** There are two part-time Cooks 

**Housekeeper** The Housekeeping is done very efficiently by a Cleaning Company. 

- **The Life of the House** 

Celebrations of Holy Communion took place in the chapel twice each month.. Residents appreciate this and the pastoral care provided by the clergy. 

The Manager, in consultation with the residents, hoped to resume arranging monthly talks followed by tea. This has not yet been possible.  In the past, these talks were given by residents and others. 

One of the residents has his own car; others use the bus to travel, when appropriate, to Henfield, Horsham, Burgess Hill or Brighton.   All make use of the gardens and grounds. 

During the year residents from the Hyde Bungalows were able to join the House residents for Sunday lunch. 

There was a Christmas party for residents, staff, trustees, families and neighbours.  The Henfield Church choir came to lead the singing of Christmas carols 


##  **Property Maintenance** 

The grounds are maintained by gardeners on an annual contract. General Maintenance of the House and Flats was carried out throughout the year 

.

## **Financial Review** 

The financial statements have been prepared in accordance with applicable Charity Law, Financial Reporting Standards and the current Statement of Recommended Practice, Accounting and Reporting by Charities SORP (FRS102), effective 1st January 2015. 

## **Income and expenditure** 

The incoming resources for the year amounted to £445,759 (compared to £398,810 in the previous year) and with expenditure of £476,526 (£415201 in 2023-24) resulted in a deficit of £30,529 

## **Loan** 

A loan of £300,000 was obtained from the Charity Bank to help pay for the renewal of the roof and associated works.  This is secured by a charge on the Lease and with the consent of the Diocese of Chichester) on the Freehold of the property. 

## **Reserves Policy** 

The Directors/Trustees have established a policy whereby the rent from one room should be held in a sinking fund specifically for major repairs The policy that unrestricted funds should be equal to at least 2 months of normal operation costs is being increased to 6 months, but it will take time to achieve this. 

## **Risk Review** 

The Directors/Trustees have conducted a review of risks and have put in systems and taken action to mitigate any risks and have public liability cover. During 2025/26 the Directors/Trustees will continue to undertake a comprehensive review of risks and will complete a new Risk Register 

## **Future Plans** 

## **Publicity** 

The Directors/Trustees updated the website in 2021. The Advertisement in the Parish Magazine and in The Diocesan Magazine were also updated.  A new leaflet/brochure has been prepared. 

## **Building Maintenance** 

As stated above the roof has now been renewed. 

When a room in the House becomes vacant it is redecorated before being reoccupied.  The programme of converting the bathrooms to wet rooms was continued.

## **THE TERRYS CROSS TRUST NOTES TO THE ACCOUNTS** 

## **1 Accounting Policies** 

## **1.1 Basis of Preparation** 

The accounts are prepared under the historic cost convention. 

The accounts have been prepared in accordance with the Charities Act 2011, and the Charities' Statement of Recommend Practice for the Financial Reporting Standard 102 

These accounts have been prepared on an accruals basis, with the assumption that the Trust's activities will continue in operation for the foreseeable future. 

## **1.2 Income** 

All income is accounted for as and when it is due, except for Donations, which are accounted for as and when they are received. 

## **1.3 Expenditure** 

All expenditure is accounted for on the Accruals basis.  Depreciation is provided on major repairs and items of equipment and furniture where the cost is over £2000.  Such costs are written off over 5 years on a straight line basis. 

## **1.4 Roof** 

The Trust has borrowed £300,000 from Charity Bank to help pay for the complete renewal of the roof of the main house.  The cost was £348,423, including legal and project management costs.  This has all been capitalised and will be written off over the life of the loan, i.e.25 years.  This also included legal costs for extending the lease with the Diocese of Chichester beyond the loan period. 

## **1.5 Designated Fund** 

At a meeting on 6th May 2016, the committee resolved to set up a Designated Fund for major maintenance.  Currently this is to hold monies for major maintenance projects. e.g. Roof repairs.  Currently £3,300 per month is transferred from the General A/c to this fund.

## **4 Hyde Martlet Contribution** 

Eight bungalows in the grounds share the cost of garden maintenance and the sewage plant upkeep. 

## **5 Staff costs including agencies** 

Staff numbers, including part-time staff, average 10 full time employees.  There are no administrative staff and administration costs are minor, consisting mostly of CQC registration, internet broadband and printing and stationary.  Registration with the Care Quality Commission has led to an increase in the amount of paperwork. 

All staff who are eligible have been enrolled with a Workplace Pension Scheme.  In the current year this cost an additional £3,325 

## **6 Council tax and rent** 

Council tax is paid on the house and on any empty flats.  A nominal rent of one peppercorn per year is paid to Chichester Diocesan Board of Finance 

## **7 Fixtures & Fittings** 

In 2024/2025 The Trust spent £6,300 on a wet room bathroom in the main house.  This expenditure was capitalised. 

## **8 Trustees Remuneration and Expenses** 

No renumeration or expenses were paid to the trustees in the past year.

## **Examiners Report** 

## **Independent Examiner’s Report to the Trustees of Terrys Cross Trust.** 

I report on the accounts of the Trust for the year ended 30/04/2025. 

## **Respective responsibilities of trustees and examiner.** 

The Trust’s trustees are responsible for the preparation of the accounts.  The Trust’s trustees consider that an audit is not required for this year (under section 144(2) of the Charities Act 2011 (the 2011 Act)) and that an independent examination is needed. It is my responsibility to: 

- Examine the accounts under section 145 of the 2011 Act: 

- To follow the procedures laid down in the General Directions given by the Charity Commissioners (under section 145(5)(b) of the 2011 Act: and 

- To state whether particular matters have come to my attention. 

## **Basis of independent examiner’s report** 

My examination was carried out in accordance with the general directions given by the Charity Commission.  An examination included a review of the accounting records kept by the charity and a comparison of the accounts presented with those records.  It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters.  The procedures undertaken do not provide all the evidence that would be required in and audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below. 

## **Independent examiner’s statement** 

In connection with my examination, no matter has come to my attention: 

- 1) which gives me reasonable cause to believe that in any material respect the requirements 

   - to keep accounting records in accordance with section 130 of the 2011 Act; and 

   - to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act have not been met; or 

- 2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
