Epsom Christian Fellowship Trust
Report of the Trustees for the Year Ended 5 April 2024
The trustees present their report with the financial statements of the charity for the year ended 5 April 2024. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).
OBJECTIVES AND ACTIVITIES
Significant activities
ECFT was established by members of the Epsom Christian Fellowship (ECF) with the following principal objects: to hold upon trust the Epsom Christian Fellowship Hall, 22 West Hill, Epsom and to permit the same to be used for religious purposes for the advancement of the Christian faith; for the advancement of the Christian faith through:
-
Evangelism and teaching of the Christian doctrine;
-
Support of Christian missionaries operating in Great Britain or elsewhere;
-
Relief of people in special poverty or need;
-
Support of itinerant Christian preachers and expositors of the Bible;
-
Printing and distribution of the Bible and Christian literature;
-
Other charitable acts necessary for the aforesaid purposes.
These objects are in part achieved by the use of the hall for Christian worship, prayer, meetings, clubs and activities and are funded predominately by the contributions of members of ECF.
ECFT aims to use a substantial part of its income in order to make grants to individuals and organisations which share the objects of the charity. The effectiveness of the grants is monitored by direct contact with the recipients. Where the recipients are abroad, written communications are encouraged and individuals from the ECF make overseas visits from time to time.
ECFT enjoys links with other churches in the Epsom area and many long-standing connections with Christians and Christian groups overseas.
Public benefit
The trustees have considered the guidance of the Charity Commission on public benefit. The provision of public benefit is given at no charge and is made available to all people including those on low incomes. During the year ECFT has maintained its core values of the supremacy of Jesus Christ and the priority of the apostles' teaching and fellowship, the breaking of bread and prayer as set out in the Bible - Acts Chapter 2 verse 42.
The Review of Activities below shows the benefit that the wider community gains from ECFT initiatives. The Christian Faith has been promoted by gatherings in the Epsom Christian Fellowship Hall and in homes, for worship, prayer, Bible study and fellowship. The meetings are open to all and without charge. £13,214 (2023: £12,215) was granted to support visiting ministers of the Christian faith, missionaries, mission and the relief of poverty in the wider community.

FINANCIAL REVIEW
Reserves policy
The Trustees consider that, given the nature of the Trust's work, free reserves should be equivalent to approximately 3 months' routine general fund expenditure, plus committed future expenditure on other projects, where funds permit. The Trustees are of the opinion that this provides sufficient flexibility to cover temporary shortfalls in incoming resources and will allow the Trust to cope and respond to unforeseen emergencies whilst specific action plans are implemented. At 5 April 2024 the Trust had net free reserves of £41,573 (2023 unincorporated charity: £48,053).

STRUCTURE, GOVERNANCE AND MANAGEMENT Governing document
The Epsom Christian Fellowship Trust ("ECFT") was established by members of the Epsom Christian Fellowship and constituted by declaration of trust in 1986.
The status of the trust has been changed to a Charitable Incorporated Organisation (CIO). It is registered with the Charity Commission (No. 1192426) and HMRC (No. ZD32252). The trust maintains at least four trustees in post at any one time. Trustees have responsibility over all trust-related matters.
Church elders hold responsibility for spiritual and pastoral matters. Some trustees are also church elders. The current church elders are Andrew Deaville, Michael Houghton and Colin Davies.
ECFT aims to keep its costs, in particular its governance costs, to a minimum and so all activities are carried out by volunteers. Volunteers are drawn from the membership of the ECFT. There are no salaried positions. Where required, volunteers are DBS checked for their roles and receive appropriate safeguarding training.

Independent Examiner's Report to the Trustees of Epsom Christian Fellowship Trust
Independent examiner's report to the trustees of Epsom Christian Fellowship Trust
I report to the charity trustees on my examination of the accounts of Epsom Christian Fellowship Trust (the Trust) for the year ended 5 April 2024.
Responsibilities and basis of report
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').
I report in respect of my examination of the Trust's accounts carried out under Section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act.
Independent examiner's statement
Since your charity's gross income exceeded £250,000 your examiner must be a member of a listed body. I can confirm that I am qualified to undertake the examination because I am a member of the Association of Chartered Certified Accountants, which is one of the listed bodies.
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
-
accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
Grants offered subject to conditions which have not been met at the year end date are noted as a commitment but not accrued as expenditure.
Tangible fixed assets
Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.
Taxation
The charity is exempt from tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
