2021-22 



## **Background** 

In 2010, Rotherham MBC commissioned the development of a Joint Improvement Programme (JIP) Toolkit to improve BAME access to adult social care services. This work resulted in the establishment of You Asked We Responded (YAWR) as a BAME social care advocacy specialist project funded by the Yorkshire and Humber JIP. The project soon developed into a social enterprise, which was approved as a social prescribing provider for the 2012 SPS pilot. 

Between 2012 and 2014, YAWR delivered SPS through spot purchases of individual referrals from VAR, with YAWR to completing referral forms and monthly monitoring. In 2014 YAWR secured an annual grant to deliver an advocacy and support service with an agreed number of patients and a 6 month contract to deliver an engagement group activity for women only. With support from VAR, an Awards for All Grant provided funding to deliver group activity for a further year from January 2015. 

YAWR has continued to deliver under SPS with yearly rolling contracts which are confirmed towards the end of the year when VAR gets confirmation from the funding bodies. From 2017 YAWR has also been delivering a Befriending Service under the mental health project through RDASH which is managed by VAR. All grants require monthly monitoring reports, case studies, review meetings and end of year evaluation reports. It has been a long and difficult journey for YAWR Services to become a recognised SPS provider. It has been challenging in terms of capacity building to obtain SPS status and contract readiness. YAWR has grown organically and the management committee took the decision that enabled the organisation to become a registered charity in November 2020. 

The reason why the decision was taken to obtain charitable status was that YAWR services were being asked by other charities to work with them and as we were working on additional programmes obtaining charitable status was important if we were looking to engage in additional initiatives to support the needs of the Rotherham Community. 

## **Accounts** 

As the charity was approved towards the end of November 2020, the trustees approached the charity commission to request that the first year accounts are prepared for the period 1[st] December 2020 to 31[st] March 2022. This request was approved by the charities commission. 

The accounts show that the income for the charity for this period was £133,049 and that a surplus of £36,032 was recorded. However, surplus also included amounts received for projects that were due to be delivered post April 2022. Due to the unrestricted funding that we received, a net surplus of £9,703 was recorded. 

The reserves that had been brought forward with the current surplus is in the region of £64,000. The reserve policy takes into account that these funds would be utilised if the SPS contracts were not renewed that funding will be available for one year to continue this work and safeguarding YAWR staff whilst additional funding is secured and also to recruit a full time manager to develop YAWR services.

## **Staffing** 

YAWR currently employs 9 part time staff and this is backed up by a number of freelance consultants that are brought in as and when required to work on specific projects. 

## **Activities** 

YAWR core activities have been augmented by additional short term projects that have been delivered through this period. 

## **Core Activities** 

Core activities for YAWR include SPS Advocacy and Befriending that is funded by VAR. We have SLA’s with VAR that are renewed annually based on performance. The other core activity is “Direct Payments”. These are funded through the RMBC, third party providers and individual clients. Whilst the SPS made a small loss, this was overcome with the surplus made through the direct payment activities.

## **Self Funded and Rother Fed** 

Trustees of YAWR services realised that there was a gap in the services provided to Rotherham’s communities. Henceforth a decision was taken to self fund activities that included drop in clinics and wellbeing sessions where like minded individuals would get together for a chat over tea and biscuits. This proved successful and YAWR were approached by Rother Fed to participate in a wellbeing project. Through this project Rother Fed developed an SLA for initially 50 outputs, that was increased to 100. Combining the Rother Fed initiative with the self funded activities enabled a surplus to be made. These sessions proved useful and the aim is to seek additional funding so that these activities can continue post April 2023. 

## **SPS Research** 

YAWR services were approached by VAR to engage in a research project to ascertain how BAME communities could engage with SPS activities. The remit that was given to YAWR was to engage with organisations and develop recommendations as to how organisations could promote SPS activities to their members. In order to complete this programme, YAWR recruited the services of a consultant experienced in research. 

## **Recommendations of the research included the following:** 

There are two schemes in Rotherham which may confuse both health professionals and patients. It is clear that promotional materials should be developed to assist in understanding of both services. 

Marketing suggestions: 

- Produce short social media videos for Facebook and WhatsApp, which are currently the most popular social media platforms for BAME Communities locally. 

- Promote SPS services where there are existing audiences including engaging faith organisations where the congregation can be addressed in community languages. 

- Promotional material in a variety of community languages to support discussion with health professionals and communities.

- Promote BAME good news stories/case studies in local media and BAME media platforms such as Iman FM, Asian newspapers 

- Links with trainee GP registrars. They are a very diverse group of about 40 junior doctors training to be GPs, most of whom stay in Rotherham to work after qualified. 

- GPs would find it helpful to see some case studies where social prescribing has helped a person or family in a BAME community as an example? 

## **Cultural Competences** 

One of the recommendations of the research project was to develop a film around “Cultral Competences” in relation to the take up of SPS activities. YAWR staff participated in this short film and a small amount of funding was received. 

## **HMRC** 

During COVID, YAWR continued to employ staff and took advantage of the furlough scheme. This enabled staff to be retained and were able to continue activities post COVID. 

## **Local Connection Fund** 

An application was made to the lotteries to purchase Samsung Tablets and loan them out in the community to individuals who were socially isolated due to Covid. Equipment was purchased, staff trained and equipment loaned to isolated individuals. 

## **Community Renewal Fund** 

YAWR Services in collaboration with similar organisations were part of a consortium across Rotherham that submitted a proposal to the SYMCA. The project was du to commence August 2021. However, due to delays it did not commence until January 2022 and will continue post April 2022. Funding for this was in 2 instalments. 50% upfront that was received in December 2021 and the balance to be paid at the completion of the project. 

## **RMBC Ward Fund** 

The aim of this proposal was to purchase additional Samsung Tablets as the demand far outweighed what we had purchased through the Local Connection Grant. 

A further two additional projects had been approved and funding received. The activities for these would commence post April 2022. 

## **Future Developments** 

YAWR Services find themselves in a good position with the build up of reserves and their reputation in the services that are delivered. 

The aim for post April 2022, is to recruit a development manager that can continue to enhance services that are being delivered along with implantation of the operational plan that was developed in collaboration with Ubele Foundation under their “Power to Change” programme. 

YAWR believe in the partnership approach and our aim is to continue to build relationship with key organisations and share expertise with the aim of expanding across South Yorkshire as we have realised that there is demand for the services that we provide.

The Charities trustees are responsible for the preparation of the accounts. The charities trustees consider that an audit is not required for this year (under section 43(2) of the Charities Act 1993 (the 1993 Act)) and that an independent examination is required. 

Having satisfies myself that the charity is not subject to an audit and is eligible for an independent examination, it is my responsibility to: 

- Examine the accounts under section 43 of the 1993 Act 

- To follow the procedures laid down under the General Directions given by the Charity Commission (under section 43 (7)(b) of the Act) 

- To state whether particular matters have come to my attention 

## **Basis of the independent examiners report** 

My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosure in the accounts and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a “a true and fair view” and the report is limited to those matters set out in the statements below.

The charitable company is entitled to exemption from an audit for the year ending 31[st] March 2022. 

The members have not required the charitable company to obtain an audit of its financial statements for the year ending 31[st] March 2022. 

The trustees acknowledge their responsibilities for: 

- (a) Ensuring that the charitable company keeps accounting records that comply with the Charities Statement of Accounting Practices 

- (b) Preparing financial statements which give a true and fair view of the state of affairs of the charitable company at the end of each financial year in accordance with the requirements of section 394 and 395 and which otherwise comply with the requirements of preparation of the financial statements, so far as applicable to the charitable company.

## **1. Accounting Policies** 

## **a. Accounting Convention** 

The financial statements have been prepared under the historical cost convention, and in accordance with the requirements of the Statement of Recommended Practice, Accounting and Reporting by Charities. 

## **b. Incoming Resources** 

All incoming resources are included on the Statement of Financial Activities when the charity is legally entitled to the income and the amount can be quantified with reasonable accuracy. 

## **c. Resources Expended** 

Expenditure is accounted for on an accrual basis and has been classified under the headings that aggregate all cost related category. Where costs can not be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. 

## **d. Taxation** 

The Charity is exempt from corporation tax and VAT. 

## **e. Fund Accounting** 

Unrestricted funds can be used in accordance with the  charitable objectives at the discretion of the trustees. 

Restricted funds can only be used particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for a particular restricted purpose.
