Priest In Charge Report 2022
What a year it has been. We’ve seen significant growth over the last twelve months, especially at our major services.
In Easter 2022 we had 109 people visit during the Triduum. In 2023 the figure was 182. Christmas saw similar growth with 145 people joining us over Christmas Eve and Christmas day in 2022 and only 83 in 2021. This continues the trend we have seen since 2020 of
continuous and gentle growth with weekly attendance now regularly being over 50 and occasionally going into the 60s, this year we push to see that in the 70s and 80s!
Over the previous twelve months we have baptised 8 new souls for God and taken three of them for confirmation, more confirmations are planned for this year with +Jonathan.
The PCC have met and administered the business of the church and we have been blessed with several new members this year who have brought a renewed sense of energy and fresh ideas. The sterling work of the existing PCC has enabled and encouraged new members of the church in their devotion to Jesus and has allowed several new opportunities to be explored.
We continue to attract significant monies from outside the church to support our mission - in particular last year a grant of £50,000 from the diocese to enable mission. We have spent some of this grant on a new coffee bike which will enable us to push out into the parish at various local events and will also enable us to open a coffee shop outside church. That work continues.
In August last year I was delighted to be able to re-start a parish summer bbq at the vicarage which was very well attended and attracted some new members who are now regulars on a Sunday. We will offer this again this year.
In October we welcomed Fr. Josiah to our community as our Mission Priest. He has settled in well and has started to push out in to the community and has brought new people to Jesus through his gentle conversation and engagement. We are looking forward to exciting things from him this year. His presence with us has allowed us to be open more regularly than ever before and we pray that is able to continue.
We have welcomed the Community Pay Back team to the church over the last six months. They have proved to be a valuable asset in keeping the church grounds and the inside of church clean and tidy. They have enabled us to keep the building maintained to a high standard and although they may not always do it in the way we would like and they sometimes need to learn how to do things (and make mistakes!) they are proving to be a rich source of inspiration in their dedication to learning and hard work. Particular thanks must go to Julie Estep who has volunteered to supervise this work every Saturday for eight hours.
Plans have now been created to re-order the front porch of the church to enable easier entry for those unable to engage with the step and will also offer a brighter entrance - removing the dark portal to enter the church!
Plans are also being developed to ‘re-green’ the outside of the church and to build a small office within the nave space to better enhance the work of the Priests whilst the
church is open during the week, these will be presented in the coming year and I hope to start work on them.
Susan Chick has continued to be a great support and encouragement to the church and to me in particular. She deserves special thanks for her dedication to the parish as Lay Minister and in particular to the care she shows others - her attention to who needs prayer and support is second to none and we would be lost without her.
Finally it is with deep sadness that I communicate that our dear Church Wardens have decided they have served their time and are stepping down to retire. Cynthia has been at the heart of every major decision of this church for such a long time and her love for both the place and the people knows no equal. Her steady hand has kept the good ship St. Anselm moving in the right direction throughout very turbulent waters.
Behind her was always David. He was not Church Warden when I arrived but it was clear to me he was the power behind the throne and whilst Cynthia’s hand was on the tiller it was David who was doing the pushing! He (to my great relief) accepted the role of Church Warden for one year… that was three years ago… so he has quite rightly pointed out it is time for him to return to the background where he can encourage, love and enable.
I can not sufficiently express my thanks to Cynthia and David for all they have done in my time here. Their gentle guidance and support has been invaluable to all our successes.
We wish them the very best as they step forward into new roles within the church and as part of our family.

CHURCHWARDENS’ REPORT 2022
St. Anselm’s Church situated in the heart of Hayes Town remains an active place of worship where you can find people of all ages and nationalities attending.
The church is open on most weekdays, thus offering a place to pray and find peace and quiet in this busy Town Centre.
This year has been very active with lots of events:
Foodbank sessions 1 per week
Emergency food and support is given on a weekly basis to those in need. We are very grateful to all those groups and individuals who supply food and monetary donations on a regular basis. Our gratitude also goes to those individuals who give up their time to help with the organisation and distribution of the food and offering of a hot drink.
Concerts held at St. Anselm’s in the past year. 1 The Uxbridge Choral Society 2 Torfaen Male Voice Choir
Alpha Course
1 per week. A course to explore and understand more about Christianity which included a supper for all attendees.
Harvest Festival
This was celebrated with a BBQ session which was well attended. We enjoyed a varied supply of food. A joyful and relaxed occasion.
Christmas Highlights
Children from some of the local primary schools gave us their rendition of popular carols. The Mayor of Hillingdon and other Council representatives were warmly welcomed. The Christmas lights for Hayes Town were activated from a device in the Christmas tree in church. It was a special occasion for the children, teachers, parents and friends who enjoyed the festive atmosphere and the light refreshments which were served.
Community Pay Back Team
We appreciate their roll and are very grateful for their weekly contribution of work. They are kept busy and our church grounds are now well maintained. The church is now surrounded by a wonderful display of beautiful plants and flowers.
Bishops’ Visitation
St. Anselm’s community was honoured when the Bishop of London, the Bishop of Fulham, the Bishop of Willesden, the Area Dean and other clergy from the Diocese mingled with members from our church community. As usual refreshments were provided to mark the occasion.
Congratulations to Fr. Josiah who has joined us this year as a Mission Priest. He is accompanied by his wife and three young children. He has settled in well and is already making great contributions. Some young people having accepted Christianity have been Baptised.
A Sunday School / Youth Session is being planned with the help of our Lay Pastoral Assistant Susan Chick, to whom we are extremely grateful for all her efforts and commitment in the organisation of the support team.
Congratulations also to Fr. Matthew who has recently been accepted as Parish Priest of St. Anselm’s and has made great contributions in the promotion of Christianity.
Our Priests are kept busy developing new ideas to promote Christianity in this area. There is now a much greater increase in the attendance at regular Mass. As more of the newly built flats in this area are occupied, it is hoped that there will be much greater growth of the church. St. Anselm’s being a special space for meditation and solace in this vibrant Town Centre. We give thanks to all those who have supported us during this past year.
At our last PCC Meeting both Churchwardens announced during AOB that they would not be standing again. This was associated with age related issues, travelling distance and the impending ULEZ.

Slalemenl of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland {FRS 1021 leffeclive 1 January 20191, the Financial Reporting Standard applicable in the UK and Republic of Ireland IFRS 1021 and the Charities Act 2011. The financial statements have been prepared lo give a 'lrue and fair, vtew and have departed from the Charities (Accounts and Reports) Regulations 2008 only lo the exlenl required lo provide a 'lrue and fair, view. This departure has involved following the Charities SORP {FRS 1021 published in October 2019 rather than the Accounting and Reporting by Charities.. Statement of Recommended Practice effective from 1 April 2005 which has since been withdrawn. The Parochial Church Council of the Ecclesi8slical Parish of St. Anselm Hayes meets the definition of a public benefit enlily under FRS 102. Assets and liabilities are initially recognised al historical cost or transaction value unless otherwise slated in the relevant accounting policy. 1.2 Golng concern The financial statements have been prepared on a going concem basis. The trustees have considered the level of funds held and the expected level of income and expenditure for 12 months from authorising these financial slatemenls. The budgeted income and expenditure is sufficient wrth the level of reserves for the charity to be able lo continue as a going concem. 1.3 Income All income is recognised once the Charity has enlillement to the income, it is probable that the income will be received and the amount of income receivable can be measured reliably. The recognition of income from legacies is dependent on establishing entitlement, the probability of receipt and the ability to estimate with sufficient accuracy the amount receivable. Evidence of entitlement to a legacy exists when the Charity has sufficient evidence that a gift has been left to them Ilhrough knowledge of the existence of a valid will and the death of the benefactorl and the executor is satisfied that the property in question will not be required lo satisfy claims in the estate. Receipt of a legacy must be recognised when il is probable that il will be received and the fair value of the amount receivable, which will generally be the expected cash amount to be distributed to the Charity, can be reliably measured. Grants are included in the Statement of financial activities on a receivable basis. The balance of income received for specific purposes bul not expended during the period is shown in the relevant funds on the Balance sheet. Where income is received in advance of entillemenl of receipt, its recognition is deferred and included in creditors as deferred income. Where entillemenl occurs before income is received. the income is accrued. Income lax recoverable in relation to donations received under Gift Aid or deeds of covenant is recognised at the lime of the donation. Page 5

ExpendilLJre is classified by activity- The costs of each activity are made up of the lolal of direct costs and shared costs, including support costs involved in undertaking each activity. Direct costs allributable to a single activity are allocated directly to that activity. Shared costs which contribute lo more than one activity and support costs which are not attributable to a single activity are apportioned between those activities on a basis consistent with the Ljse of resources. Central staff costs are allocated on the basis of lime spent. and depreciation charges allocated on the portion of the asset's use. Expenditure on charitable activities is incurred on directly undertaking the activities which further the Charills objectives, as well as any associated support costs. All expenditure is inclusive of irrecoverable VAT. 1.5 Tangible fix8d ass8ts and doprociation Tangible fixed assets costing £250 or more are capitalised and recognised when future economi benefits are probable and the cost or value of the asset can be measured reliably. Tangible f1xed assets are initially recognised al cost. After recognition, under the cost model, tangible fixed assets are measured at cost less accumulated depreciation and any accumulated impairment losses. All costs incLJrred to bring a tangible fixed asset into its intended working condition should be included in the measurement of cost. Depreciation is charged so as lo allocate the cost of tangible fixed assets less their residual value over their estimated useful lives. using the slraight-line or reducing balance method. Depreciation is provided on the following bases.. Liabilities are recognised al the amount that the Charity anticipates it will pay to settle the debt or the amount il has reiVed as advanced payments for the goods or services il must provide. Provisions are measured at the best estimate of the amounts required to settle the obligation. Where the effect of the lime value of money is material, the provision is based on the present value of those amounts, discounted al the pre-tax discount rale that reflects the risks specific lo the liability. The unwinding of the discount is recognised in the Statement of financial activities as a finance cost. 1.9 Fund accounting General funds are unrestricted fLJnds which are available for use al the discretion of the Trustees in furtherance of the general objectives of the Charity and which have not been designated for other purposes. Designated funds comprise unrestricted funds that have been set aside by the Trustees for particular purposes. The aim and use of each designated fund is sel out in the notes to the financial stalemenls. Restricted funds are fLJnds which are lo be used in accordance with specific restrictions imposed by donors or which have been raised by the Charity for particular purposes. The costs of raising and administering such funds are charged against the specific fund. The aim and use of each reslricled fund is set out in the notes lo the financial slatemenls. Diocesan designated trust Funds generated in a previous year from the sale of the Church Hall propety were held by the DI0Se of London in a designated trust account. During the year to 31 December 2021. the fund had been closed and funds were received of £136,401 which have been shown in grants within the accounts in 2021. The funds were held for specific purposes.. for the provision of Church Hall facilities within the existing church building which are made available to the parish, to be used on the church building for quinquennial works for repairs and maintenance on the church building These fLJnds were to be made available lo the parish for any of these purposes following an appropriate appli110n, and it is for the provision of Church hall facilities within the existing church building that the funds were released to the parish.
