Trustee recruitment and appointment

An annual review of the trustees' professional knowledge Is carried out to ensure that a broad range of skills and experience is available to guide and govern the charity. This process Identifies any skills gaps, which enables the charity to address these via recruitment of new Trustees.

Trustee positions are advertised through the charity's website, its network of supporters and via external channels. Candidates are asked to submit their CV and a statement of support to show why they want to take the position. All candidates meet with the Trust Manager before a proposal is put forward to the Board of Trustees. All new Trustees have a structured induction to the organisation. New trustees are briefed on their legal obligations under charity and company law, the committee and decision making processes, the business plan and recent financial performance of the charity. New trustees also have the opportunity to observe a board meeting before taking up the role. None of the trustees has any beneficial interest in the company.

Risk management

The trustees have examined the business and operational risks that the charity faces and confirm that systems have been established to enable regular reports to be produced so that the necessary steps can be taken to lessen or mitigate these risks.

The Trustees have considered the major risk areas and would report the following:

The risks to external funding are kept under frequent examination so that, when required, new and diversified funding sources can be investigated and, if necessary, the activities of the Charity can be modified. Projects are monitored and assessed regularly to ensure consistent quality across all operational aspects of the Charity. Training is provided to staff and volunteers to ensure that safeguarding and safe working are central to all delivered activities.

Objectives and activities

To further or benefit the community of Flintshire and neighbouring counties through the advancement of Education and Sport via the provision of facilities in the interests of social welfare for recreation and leisure time with the objective of improving the conditions of life for the residents and community as a whole. The charity aims to do this through Ty Calon, a community hub which is overseen by Deeside Community Trust.

Public benefit

All charities are legally required to have aims that provide public benefit. The Charity Commission in its 'Charities and Public Benefit' Guidance states that an organisation's aims are for the public benefit. Firstly, there must be an identifiable benefit, and secondly, that the benefit must be to the public or a section of the public.

The Trustees confirm that they have referred to the guidance and are confident that the charity meets the criteria. For example:

Achievements and performance

Ty Calon threw open its doors to the local residents in September 2021, launched to coincide with Adult Learners Week. Ty Calon was built with the financial support of Flintshire County Council, the Welsh Government and Wales Rugby Union.

Learning classrooms provide IT equipment to aid learning and skills development, and sports functions host a variety of leisure activities. The café enables visitors to relax and make new friends.

The Covid pandemic has had a long-term impact on our local communities, making the need to provide flexible and relevant support even more vital for the local communities we support.

Multiple courses and learning opportunities have been offered over this financial year, supported mostly by the North East Wales Adult Community Learning Grant. These included a variety of fitness, wellness and educational activities benefitting 886 participants over the year. Sessions included Chair Aerobics, IT skills, accredited courses for Safeguarding and Supporting Children with Additional Learning Needs, Dance Fitness and 'How to Feel Good' sessions.

A number of rugby specific activities were well attended including 14 primary schools engaging in rugby taster sessions, and 25 individuals attending from Hwb Cyfle and Maes Hyfred to experience wheelchair rugby.

Other activities delivered throughout the year included:

" NFL delivering a flag football festival at Ty Calon with over 60 children participating" URDD ran a rugby festival with over 40 individuals participating " A Christmas Fayre attended by over 600 people

We have a busy calendar of activities for the forthcoming year and staff and volunteers eager to meet community need.

The Trust was successful in delivering a number of funded projects for the benefit of a wide range of local people.

Two projects funded by Bangor University through their 'Reaching Wider' grant were delivered. The 'Choose Childcare' grant allowed over 20 beneficiaries to take part in an employability course looking at the various childcare careers in addition to one to one coaching. This project had many successful outcomes including progression to employment, Further Education and Higher Education. The 'Alternative Therapies' course allowed over 40 adults with a range of disabilities and their carers to learn a a variety of new techniques to support them in their everyday life.

The WCVA Winter Wellbeing grant allowed us to provide a number of sessions over the winter leading to a spring fayre. These included crafting sessions, baking, and event planning for people of all ages.

The Holway grant allowed us to take some of the sessions that have worked well at Ty Calon to a deprived area of Holywell. Aimed at families, sessions included family circuit training, dance sessions and family sports.

Community Chest funding gave us £1,000 towards a lawn mower to allow the trust to maintain the grass pitches and other grassed areas around the site.

A 15 minute Heritage grant from the Heritage Fund allowed us to work with a group of volunteers to research the history of the Queensferry Campus and surrounding area. This information is displayed on two oak signs at Ty Calon.

As part of Adult Learners' Week the Trust worked with Groundwork North Wales and Aura Leisure to offer a number of taster sessions at a drop in event at Ty Calon. These included Family History sessions, gardening, arts, crafts, meditation and wellbeing sessions.

Financial review

Grants secured before opening Ty Calon have meant finances has been in place to cover the majority of activities, with expenditure at £200,500 and income at £284,235.

In the next financial year, smaller charitable grants will need to be secured to enable small projects to be delivered meeting local community need.

We are confident of being able to meet next year's income target.

Financial controls and investment powers

The day to day running of the charity, its operations and budget is given to the manager of Ty Calon, as authorised by the Trustees. The Manager is required to seek permission from the Trustees on financial matters relating to transactions or investments which are identified as having a higher risk.

Reserves policy

The trustees aim to have a reserves policy maintaining approximately 3 months' running costs, currently running at approximately £22,500 per month, excluding restricted funds. At this level, they feel that, in the event of a significant drop in funding, the charity would have adequate resources available to continue delivering services for the foreseeable future. To facilitate this, the Charity seeks to secure restricted as well as unrestricted income. In addition, Trustees meet at least every two months and review the reserves as part of the overall organisation's finances. The reserves at the end of the period were £73,935, which is sufficient to meet the reserves policy target.

I report to the trustees on my examination of the financial statements of Deeside Community Trust ('the charity') for the year ended 31 March 2022.

Responsibilities and basis of report

The charity's trustees are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (the 2011 Act).The trustees consider that an audit is not required for this year under section 144 of the 2011 Act and that an independent examination is needed.

It is my responsibility to:

Since the charity’s gross income exceeded £250,000 your examiner must be a member of a body listed in section 145 of the 2011 Act. I confirm that I am qualified to undertake the examination because I am a member of the Institute of Chartered Accountants in England and Wales (ICAEW), which is one of the listed bodies.

I have completed my examination. I have identified matters of concern that give me reasonable cause to believe that:

  1. accounting records were not kept in respect of the Trust as required by section 130 of the Act

The underlying records and their supporting documentation, combined with inconsistent recording and analysis of expenditure and income has lead to difficulties in being able to justify the requirement of the charity to sufficiently be able to show and explain its transactions. Areas of concern included calculation of wages, explanation of charitable activity and support costs, timing and fund accounting. This is the first period of the charity operation and I am aware there were many difficulties faced with its setting up and that further procedures and improvements have been drawn to the trustees attention and are being actioned and it is my understanding that going forwards the recordkeeping will be of a standard that meets the charity's reporting requirements. Nonetheless for this period, the records kept were not of a standard that allowed me to make no comment.

However, I can confirm that there are no other matters to which your attention should be drawn to enable a proper understanding of the accounts to be reached.

1. General information

The charity is a public benefit entity and a registered charity in England and Wales and is unincorporated. The address of the principal office is Ty Calon, Queensferry Campus, Chester Road West, Queensferry, Deeside, Flintshire, CH5 1SA.

2. Statement of compliance

These financial statements have been prepared in compliance with FRS 102, 'The Financial Reporting Standard applicable in the UK and the Republic of Ireland', the Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (Charities SORP (FRS 102)) and the Charities Act 2011.

3. Accounting policies

Basis of preparation

The financial statements have been prepared on the historical cost basis. The financial statements are prepared in sterling, which is the functional currency of the entity.

Going concern

There are no material uncertainties about the charity's ability to continue.

Judgements and key sources of estimation uncertainty

The preparation of the financial statements in compliance with FRS 102 requires the use of certain critical accounting estimates. It also requires management to exercise judgement in applying the Company accounting policies.

Fund accounting

Unrestricted funds are available for use at the discretion of the trustees to further any of the charity's purposes.

Designated funds are unrestricted funds earmarked by the trustees for particular future project or

commitment.

Restricted funds are subjected to restrictions on their expenditure declared by the donor or through the terms of an appeal, and fall into one of two sub-classes: restricted income funds or endowment funds.

Incoming resources

All incoming resources are included in the statement of financial activities when entitlement has passed to the charity; it is probable that the economic benefits associated with the transaction will flow to the charity and the amount can be reliably measured. The following specific policies are applied to particular categories of income:

Resources expended

Expenditure is recognised on an accruals basis as a liability is incurred. Expenditure includes any VAT which cannot be fully recovered, and is classified under headings of the statement of financial activities to which it relates:

All costs are allocated to expenditure categories reflecting the use of the resource. Direct costs attributable to a single activity are allocated directly to that activity. Shared costs are apportioned between the activities they contribute to on a reasonable, justifiable and consistent basis.

Tangible assets

Tangible assets are initially recorded at cost, and subsequently stated at cost less any accumulated depreciation and impairment losses. Any tangible assets carried at revalued amounts are recorded at the fair value at the date of revaluation less any subsequent accumulated depreciation and subsequent accumulated impairment losses.

An increase in the carrying amount of an asset as a result of a revaluation, is recognised in other recognised gains and losses, unless it reverses a charge for impairment that has previously been recognised as expenditure within the statement of financial activities. A decrease in the carrying amount of an asset as a result of revaluation, is recognised in other recognised gains and losses, except to which it offsets any previous revaluation gain, in which case the loss is shown within other recognised gains and losses on the statement of financial activities.

Depreciation

Depreciation is calculated so as to write off the cost or valuation of an asset, less its residual value, over the useful economic life of that asset as follows:

Stocks

Stocks are measured at the lower of cost and estimated selling price less costs to complete and sell. Cost includes all costs of purchase, costs of conversion and other costs incurred in bringing the stock to its present location and condition.

Financial instruments
