Governance and management

The CIO - Association is operated under the rules of its constitution.

Trustees are appointed by the Area Meeting following recommendations being brought forward by the Nominations Committee. Some trustees are nominated by their local meeting as meeting representatives.

Objectives and activities

The object of Leicester Area Quaker Meeting is the furtherance of the general religious and charitable purposes of the Religious Society of Friends (Quakers) in Britain in the area of Leicester Area Quaker Meeting and beyond.

Summary of the main activities undertaken for the public benefit

To that end, the CIO’s income and property are used solely to further the area meeting’s object by work such as:

i) strengthening the life and witness of Quaker meetings both in the area of Leicester Area Quaker Meeting and beyond;

ii) spreading the message of Quakers and interpreting and developing the thought and practice of the Religious Society;

iii) undertaking Quaker service for the relief of suffering at home and abroad;

iv) funding the concerns that Quaker meetings in the area of Leicester Area Quaker Meeting or beyond have adopted or agreed to support;

v) providing for the pastoral care of individual members and Attenders including assistance to those in need and for education;

vi) maintaining and developing Quaker meeting houses as places for public worship and from which to carry our witness into the world;

vii) administering and maintaining the organisation of Leicester Area Quaker Meeting and contributing to the support of Britain Yearly Meeting.

The activities benefit those members of the public who have a spiritual interest in Quakerism, and also with regards to their pastoral care.

Public benefit statement

The Trustees confirm that they have complied with the duty in section 17 of the Charities Act 2011 to have due regard to the Charity Commission's general guidance on public benefit, 'Charities and Public Benefit'.

Summary of the main achievements during the period

Our four Local Meetings continued to meet regularly each Sunday, despite the second year of restrictions associated with the Covid pandemic. These meetings took place either face to face or through Zoom. We have also held regular business meetings at both local and area level.

The community life of each meeting has been maintained, and in some cases, strengthened by newsletters, study groups and social events over the year. Some members have participated in online courses at Woodbrooke Study Centre.

Work with local communities has continued, particularly with asylum seekers, and existing links with local prisons have been maintained, within the constraints of the pandemic.

When possible, our meeting houses have provided a useful resource for local community groups. Some improvements to the buildings have been made and all have been kept in good repair.

Overall, 2021 was a challenging year, but we responded well and look forward to continuing to strengthen our Quaker community during 2022.

The charity’s policy on reserves

1. Reasons for reserves

Leicester Area Meeting funds have been given for Quaker purposes, to be used for the general religious and charitable purposes of the Society. They comprise the funds held by the four Local Meetings within the area (Leicester, Loughborough, Oakham and Rugby) and Area Meeting itself.

There may be balances remaining at the end of each year which are be allocated to provide for specific requirements in future years, based on the reserves policy. These reserves allow for careful stewardship of Quaker resources based on current and future planning. A summary of the reserves will be included in the Annual Report.

2. Level of reserves

Leicester Area Meeting will maintain sufficient reserves to ensure there are sufficient unrestricted funds to:

• Meet Local Meeting and Area Meeting outgoings arising in the normal course of events for approximately six months, including some provision for minor unexpected maintenance and minor refurbishment costs.

• Meet contingent employment liabilities arising out of any voluntary or disciplinary termination of employment contracts.

• Maintain a contingency fund to cover any unexpected drop in income from lettings or contributions.

• Cover the costs of ongoing maintenance of the meeting houses.

• Cover the costs of required major refurbishments, repairs and alterations to the meeting houses (5% of total insured value).

• Maintain a medium to long term project fund to contribute to the costs of purchasing a new meeting house within the area, should such a decision be made.

The trustees will monitor the level of reserves in each category for the purposes of strategic planning.

3. Maintaining reserves

Reserves may increase or decrease year on year depending on many factors, including the state of the meeting’s finances, the maintenance needs of the meeting houses and commitments to ongoing or new projects.

4. Review of reserves policy

The reserves policy will be reviewed regularly.

I report to the trustees on my examination of the accounts of Leicester Area Quaker Meeting of The Religious Society of Friends In Britain (Quakers) (the charity) for the period 11 November 2020 to 31 December 2021.

Responsibilities and basis of report

As the trustees of the charity you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’). I report in respect of my examination of the charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner’s statement

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

1. accounting records were not kept in respect of the charity as required by section 130 of the Act; or

2. the accounts do not accord with those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

The transfers to the Area General Fund is to cover shared expenses. The opening transfers are the closing bank accounts transferred from the previous organisation Religious Society of Friends (Quakers) In Britain Leicester Area Meeting to the new CIO when activities commenced on 1/1/2021.
