REPORT OF THE CHURCH MEETING for the year ended 31 August 2022
A local Ecumenlcal Partnership in whith members of the Methodist Church and the United
Reformed Church share in Worship. Fellowshlp, service and Mission
Administrative Information
The name of the church 15 St Andrews Church and it is a part of the Skipton & Grassington
Methodist Circuit1271181. The church is a local Ecumenical Partnership between the
Methodist Church and the United Reformed Church-the ownership of the buildin85 being
vested in the United Reformed Church.

Aim5 and Organisations
As the people of God meeting at St Andrews, we share the conviction that God has a
purpose for us to fulfil in our town and wider community. In seekin8 to learn more of God's
will and purpose for us we believe that we are called:
To worship God together
To witness throu8h word and artion to the love and saving power of God in Jesus
Christ and to make his Gospel known
To love and encourage one another enabling our faith to grow
To reach out in faith to the community in which we live and work and worship
We seek to put this Mission Statement into practice through:
The work of the whole people of God led by an ordained minister and a team of
Steward-Elders appointed by the Church Meeting
The trustees have complied with their duties under Section 4 of the 2006 Charities Act to pay
due regard to the guidance issued by the Charity Commission on public benefit in decidin8
what activities the church should undertake.
Governance
The affairs of the church are managed by the Church Meetin8 which meets quarterly during
the year. All those holding Methodist membership. United Reformed Church membership
and joint membership are entitled to attend meeting5 and to vote.
The Minister in pastoral charge of this Church is the Revd Andrew Webb.

Revlew of progress and achlevements
Number of Church Members: 99- 70 Methodist, 15 URC, 14Joint.
The 12 months from August 2021 to 2022 have seen a return to the normal pattern of 'in
person, worship and activities. Our worship is livestreamed which allows people to access it
even when not attending.
We have been explorin8 a closer workin8 relationship with Trinity Methodist Church In
Skipton and hope that in time we will become one church together with shared mission and
ministry.
Other activities have continued like our very busy Well Being café, our playgroup and our
café.
Financial information
The church continues to be financially viable and offers a considerable "share" towards the
costs of ministry and maintenance of the work in the Circuit. The Church Treasurer is a
member of the Finance and Property Committee and reports regularly to the Church
Meeting.
As a church we are working out ourvision, as to our future areas of mission and the best way
to use of our buildin8S.

Trusteeship
The church building and hall are occupied on a formal basis with full running and
maintenance costs bein8 borne by the Church Meeting. Parts of the hall are leased to
various organisations on leases terminating within five years. The property is vested in the
Yorkshire Congregational Union as custodian trustee.
Any full member of our church can attend our church meetings and vote. Membership is via
a commitment to a Christian Style of livinyJwor5hip and the church -receives- new members
via a formal part of a service.
The investments are vested in the Yorkshire Con8re8ational Union or the Central Finance
Board of the Methodist Church and TMCP (Trustees of Methodist Church Purp05esl a5
CUStodian trustees.
Review of the year
Each activity operated within set budgets and 8enerated appropriate expected income.
Membership shows a roll of 99 which is comprised of 70 Methodist members, 15 United
Reformed Church members and 14 members holding joint recognition.
Reserve5 policy
Background
Reserves are money lincomel given to the church which is freely available for our general
purposes. Therefore, this policy covers our bank account and Central Finance Board ICFBI
accounts.
The definition of Reserves means that our restricted and endowment funds are excluded.

The pollcy
The church aims to hold liquid reserve5 of the approximate equivalent of three quarterly circuit
assessment payments plus £5k. This would be approximately £35k. Unrestricted funds less
church property equals £101,058 at the year-end. which 15 above this level.
The future use of our buildings is under constant review.
Risk review
The Finance and Property Committee have conducted a review of the major risks to which the
church is exposed and systems have been developed to mitl8ate those risks. Procedures are in
place to minimise internal risks and these procedures are periodically reviewed to ensure that
they still meet the needs of the church.
Statement of Trustees, responslbllltles
Law applicable to charities in England and Wales requires the trustees to prepare financial
statements for each financial year which give a true and fair view of the charit(s financial
artivities during the year and its position at the end of the year.
In preparing those financial statements, the trustees are required to:
0 select suitable accountin8 policies and apply them consistently;
o make judgements and estimates that are reasonable and prudent;
0 State whether applicable accounting standards and statements of recommended
practice have been followed, subject to any departures disclosed and explained in the
financial statements; and
prepare the financial statements on the going concern basis unless it is inappropriate to
presume that the charity will continue in operation.
The trustees are responsible for keepin8 accounting records which disclose with reasonable
accuracy at any time the financial position of the charity and enable them to ensure that the
financial statements comply with the Charities Act 2011. They are also responsible for
safeguarding the assets of the charity and hence for taking reasonable steps for the prevention
and detection of fraud and other irregularities.

TO THE CHURCH COUNaL OF ST ANOREWS CHURCH, SKIPTON
I report on the finantial statements of St AndreWs Church. Skipton. for the year ended 31 Au8LlSt 2022
which are set out on pages 5 to 10.
Respertive responsibilitles of the church members and examiner
The church trustees are responsible for the preparation of the financial statements. The church trustees
consider that an audit is not required for this year under section 144121 of the Charities Act 2011 (the
2011 Act) and that an independent examination is needed.
It is my responsibility to-
examine the financial statements under sertion 145 of the 2011 Act:
to follow the procedures laid down in the General Directions gNen by the Charity Commission
under section 1451Sllbl of the 2011 Act: and
to state whether particular matters have corne to my attention
Basis of independent examinerfs report
My examination was carried out in accordance with the General Directions given by the Charity
Commission. An examination includes a review of the accounting records kept by the church and
comparison of the finantial statements presented with those records. It also includes consideration of
any unusual items or disc105ures in the financial statements and seeking explanations from you as
members concerning any such matters. The procedures undertaken do not provide all the evidence that
would be required in an audit, and consequently no opinion is given as to whether the financial
statements present a "true and fair vievf and the report is limited to those matters set out in the
statement below.

Accounting Policies
Basi5 of preparation of flnanclal statements
The accounts have been prepared in accordance with the Charities Act 2011 and applicable artounting
standards, under the historical cost accounting rules and comply in all materlal matters with the Statement of
Recommended Practice "Accountin8 and Reporting by Charitie5" revised 2005.
The Financial Statements are prepared under the historical cost convention except for fixed and inve5trnents
assets, which are included in the Financial Statements at their market value at the balance sheet date and the
gain or loss is taken to the Statement of Financial Activities.
Incoming resources

Collections are retO8nised when received by or on behalf of the church.
Planned giving under Gift Aid is recognisable only when received.
Tax recoverable on Gift Aid donation5 is e5tirnated and recognised at the end of the financial year.
Donations and legacies to the church are accounted for a5 50on as the ¢hurch is notified of its legal
entltlement. the amount due Is quantifiable and its ultimate receipt by the church 15 reasonably certain.
Income from investments
Bank interest is aecounted fof when receivable.
Dividends are accounted for when duè and payable.
Gains and losses on investments
Realised gains or losses are recognised when investments are sold. Unrealised gains or losses are accounted
for on revaluation of investments ai 31 August.

the church.

The payments to the Methodisi Church are accounteil for when due.
Funds
Unrestrirted funds represent the funds of the church whith a￿ not subject to any restrictions regarding their
use and are available for application on the general purposes of the church. Funds designated for a particular
purpose by the church leg. The URC Property Fund) are also treated as unrestrirted.
Endowment fund capital must be rnaintaine(l except where the church members decide to convert endowed
capital into income for use on the property. Any income on this capltal can be applied for any purpose.
Restricted fvnds are those funds that must be spent on restrirted purposes and details of the furhds held and
restrictlons are provided in note 10.
Flxed assets
Tangible fixed assets (excluding investments) are functional assets used for tharitable purposes and are
stared at a valuation based on the most recent insurart￿ valuation.
Investments
Investments are valued at market value.
Current assets
Short term deposits include cash held on deposit wrth The Yorkshire Con8fe8ation Union. The Trustees for
Methodist Church Purposes, the Central Finance Board of the Methodist Church or at the bank.

church. The URC Property Fund is unrestricted and can be used in the same way as the general fund.
Restrirted funds
The Prize fund is held to provide income for prize5.
The Muriel Hyde fund can only be spent on Coffee Shop issues as detemiined by their Committee from time to time.

The General, School and Inglis fund provide income for general purposes.
The Prize fund is held with the endowment to provide income for prizes.
