"Accounting and Reporting by Charities" in preparing the annual report and financial statements of the
charity.

Obj8ctives and activities
The purposes of the charity as set out in ils governing document are as follows=
To advance the protection or improvement of the environmtrnt of the Radley Lakes Area. by
preserving, conserving. protecting. 8nhancing and managing the landscape, the terrestrial and
aquatlc life of the area and their habitsts.
To advance education in environmental matters in relation to the Radley Lakes A￿a, by supporting,
promoting and encouraging the provision of infomiation and instruction about such matters.
To advance science by suppoiting. promoting arml encouraging research into the environment of the
Radley Lakes Area and Ils consorvation, and the dissemlnation of the results of such research.
To 8dvanc8 human health by supporting, promoting and encouraging activities in the Radley Lakes
Area which contribute to the maintenance and improvement of human physical and mental health
and well-being.
The main activities undertaken in relallon to those purposes for the publlc benefit 8re-
Planning and implementing projects for enhancing access lo, and the ecology of, the Radley Lakes
area. These projects are guided by the Radley Lakes Maslerplan. which was launched in May 2021.
Dialogue with landowners, fvnders, and other Stakeholde￿ lo enable the prtiects to be successfully
pursued.
Running a series of events to increase awareness of the Lakes and the Trust and In some cases lo
raise funds.
Communication wlh the local community, by website. social medla, newsletter and meetings.
Building a ￿e￿Ork of Frlends and volunteers. both for fieldwork and administr81ic￿.
Maintsining sound governance arrangements for the Trustee Board and its relationship with the
Trust's Advisory Panel and wider membership.
The Trust pro-activety seeks volunteers and lists all those interested in helping. whether in the field or wth
other activities. Volunteers are very important to the functioning of the Trust.

Publlc benetit ststoment
The trustees have compfied with their duty to have due regard to the guidance on public benefit published by
the Charity Commission In exercising their powers and duties.
Achievements and performance
The maln project focus during the year related to improvements to the south wesl corner of the footpath around
Thrupp Lake. In additjon, ongolng maintenance work was undertaken ctrn other footpaths in the Radley Lakes
area logelhEr with annual scythlng and clearance works on Barton Fields and Thrupp Green to maintain
biodiversity.
The Tnjst is indebted lo Radley Parish Council for funding the Thrupp Lake footpath improvements and to
wide range of volunteers for ensuring the effective delivery of all improvements.
A fvll programme of events was also wn during the year. The aim of these was lo raise awareness, account
to Friends for the activities of the TriJsL raise much needed funds for the work of the Trust, and maintain a
sense of community with respect to the work of the Trust. Our second Annual Forum wa5 held in November
2023. and included a talk from Paul Gamble on Yhings with Wings" which celebrated much of the bird and
winged insect lrfe found in the Lakes area. The Twst held an inaugural Quiz Night in February 2024 and ils
third Lakes and Cakes event in June 2024. Other activities included marshalling for the Abingdon Marathon
in October 2023 to raise funds, and having a presence al the Radley Primary School end of term fete in July
2024. The Trust also offered a number of guided walks lo Friends of the Trust and a summer gui(leil walk for
members of its Advisory Panel to view recent work of the Trusl and advise on future projects.
The Trust continued to wden ils on-line presence through its website as well as its Facebook. Instagrain and
Twitterlx sites, and has increased ils number of followers on each platform. The website typically receives
over 50 hits a day. In addition, four newsletters were published during the year and the number of Friends of
Radley Lakes Trust continues to grow and had exceeded 200 at the year end.
The TnJ51 continues to ensure its voice is heard where relevant wllh respect to planning applications and
consuhations. It has had specrfic interest in road safety and traffic movements along Thrupp Lane and
continues to monitor plans for mineral extraction underneath Nyatt Field so that it can make approprlale
representations to protect blodiversty before. during and after any future works. In participation in planning
matters and consullations generally, the Trust has regard lo ils charitable objects and seeks also to work
constwctivety wlh landowners and other interested parties, with whom it continues to devèlop relations.
Flnanclal revlew {In¢ludlng reserves pollcy)
The Trust's focus in 2023124 conlinued lo be on broadening its message, developing ils programme of events
and maintaining momentum in project delivery. The Trust's expenditur8 on masterplan projects was £31.318.
Grants from prior years assisted wrth funding projects as well as a grant during the year from Radley Parish
Council for £18,658. The TNSI also rerEived support In klnd, notsbly from H Tuckwell and Sons Ltd and J
Curtis and Sons Ltd.
Fundraising events Iprtmarlly through the Qui2 Night and Lakes and Cakes) raised £2,395 and donations
received Iprimarity through marshalling al the Abingdon Marathon and income from the Vale of While Horse
Community Lottery) totalled £1.629. Further grant income of £120 was gratefully received from the Radley
Village Shop.
Expenditure on the Trust's own direct support costs, induding the CDsls of fundraising. of £2.46712023.'
£1.0561 was relatively small. This was paid for by unrestricted grants, fundraislng income, and donations. A
transfer of £223 was also made towards project costs.
At Ihe year-end there was an unrestricted balance of £10,063 (2023.. £8,609).

A financial policy was agreed In November 2023 which ststed that a reserve should be m8intsined of £2,000
plus bettveen one and hvo times projected annual running costs. with any eX￿sS reserve avallable for
allocation to future projeGI5.
stTUCture, governance and managemont
Radley Lakes Trust Is a Charitable Incorporated Organisalion and is govemed by its Trust Constitution.
The cunslilulion, which was updated in September 2024, provides for not less than three. nor more than tWe￿e
appointed trustees, and no more than nominated trustees, wlth Radley Parish Council and Abingdon-on-
Thames Town Counc51 each having a right to nominate one trustee. At the year end there were twelve trustee5
as listed on page 1.
The TTUSt also has 8n Advisory Panel of people with special expertise, for instance in land management and
Idlife mc￿ll0r1ng. whose advice is drawn on as needed.
The Twst employs no staff and its functioning relies greauy on volunteer effort. In 202314 there were two lead
volunteers with particular responsibility for website, soaal media and data management. This is in addition to
the large number of volunteers engaged in field activities.
Relationships with Radley Parish Council ar8 governed by a Memorandum of Understanding. This enswes
appropriate Ilalson on matters of common interest bul safeguards the independence of both bodies.

I report to the charity trustees on my examlnation of the accounts of the charity for the year ended 31st July
2024 which are set on pages 6 to 8.

requirements of the Charities Act 2011 {'Ihe Acf).
I report in respect of my examination of the charity's accounts canied out under section 145 of the Act and in
carying out my examination I h8ve followed all the applicable Directions given by the Charty Commission
under section 145{5)Ibl of the Act.

I have completed my examination. I confirm that no material mallers have come to my attention in connection
with the examination giving me cause to believe that in any maleiial respect..
accounting records were not kept in respect of the charity as required by section 130 of the Acl., or
the accounts do not accord with those records.
