TRUSTEES’ ANNUAL REPORT FOR YEAR ENDED SEPTEMBER 30 2023

OBJECTIVES
The West Hendred Village Hall CIO (TWHVH) runs a village hall for the benefit of the inhabitants of West Hendred and its neighbourhood. We offer facilities for recreation and other leisure-time occupation for individuals and groups, of all ages, and for the public at large, with the object of improving conditions of life for everyone involved.
ACTIVITIES IN THE YEAR
Throughout our financial year, October 1 2022 to September 30 2023, the Hall hosted regular activities including Yoga classes, Pilates classes, a new weekly Karate class, Toddlers group, the Springline choir practices, the local Stitchers group (a vital fortnightly outing in a warm space for a number of older villagers) and a weekly Home Schooling group. In addition, the Hall is used for children’s parties, adult celebrations and wedding receptions, as well as for rehearsals by the Wantage Orchestra.
As with many other community centres, we have been hammered by high electricity bills over the past 18 months but we have upped our game to meet these with two big community events planned for Christmas 2023 and Spring 2024. We are grateful to have received a donation from funds retained by the 2022 West Hendred Beer Festival, which will be returning in the summer of 2024 after a year’s absence in 2023.
The Hall’s activities and facilities are advertised in the monthly village newsletter as well as on the Hall’s Facebook page. One-off fund-raising events are promoted in both the West Hendred and two adjacent village newsletters and through hand-delivered flyers. A programme of promotion on local platforms for hiring the Hall for community and private events is t being undertaken to boost our revenues further.
It is anticipated that a sub-committee of the Trustees’ committee will be established in 2024 to initiate and run events in the Hall; this new Management Committee will include younger members of the village who might not have the time to become Trustees, but whose energies and ideas will enhance the Hall’s presence as a community hub.
REPORT TO THE VILLAGE (BENEFICIARIES)
The January 2024 issue of the West Hendred Newsletter included a report of the Village Hall for the last calendar year (2023) and of the coming year to the Village (the beneficiaries); this is distributed to all houses in the village, and also emailed.
FINANCIAL REPORT
Auditor’s report attached; approved unanimously by TWHVH committee at its meeting on 18 January 2024.
In the year to 30 September 2023, the Hall’s letting income totalled £7,054; donations of £4,000 were received. The account ended the year with a credit balance of £9,728.00

ANNUAL GENERAL MEETING
TWHVH AGM, open to all residents of the village, was held on 11 June 2024. It was advertised for over 28 days preceding the meeting on the front door of the Village Hall, in the Hall’s external noticeboard and in the monthly village newsletter distributed to all houses in the village.
The following trustees were proposed and elected:

Treasurer: Nigel Findley until September 30[th] 2024, after which Ken Pagett will become Treasurer (once approved as a Trustee)
Secretary: Chantal Ligertwood
Other Trustees: Rosemary Budge, Sarah Lloyd, Stefan Povolotsky.
Advisers to the Trustees, proposed and elected: Peter Cook (governance)
Membership of the committee, including trusteeship, is open to all village residents and widely encouraged in the advertisement of the AGM as well as verbally amongst villagers.

INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES OF THE WEST HENDRED VILLAGE HALL
I report on the accounts of The West Hendred Village Hall for the year ended 30 September 2023, which are set out on pages 1 and 2.
Respective responsibilities of trustees and examiner
The charity's trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act), and that an independent examination is needed.
It is my responsibility to:

examine the accounts under section 145 of the 2011 Act;
-
follow the procedures laid down in the General Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and
-
state whether particular matters have come to my attention.
Basis of independent examiner's report
My examination was carried out in accordance with General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts give a “true and fair” view and the report is limited to those matters set out in the statement below.
Independent examiner's statement
In connection with my examination, no matter has come to my attention:
- i which gives me reasonable cause to believe that in, any material respect the requirements:
a to keep accounting records in accordance with section 130 of the 2011 Act
b to prepare accounts which accord with accounting records and comply with the accounting requirements of the 2011 Act and
have not been met or
ii to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
