## **1. Objectives and Activities**
Winlaton Community Football Club is a community-based football club formed in 2020 following the merger of Winlaton Juniors Football Club and Winlaton Vulcans Football Club. The merger of the clubs has enabled there to be one club that will give local people a club that they can join as a young child and remain with all the way through to adulthood.
## **1.1 Vision**
The vision of the Club is to be at the centre of the community which we serve, providing sports and community facilities that will benefit local people and support the social regeneration of the community for the benefit of local residents. This vision seeks:
- A strong and vibrant community.
- Training and learning opportunities.
- A strong local identity.
## **1.2 Mission**
Winlaton Community Football Club is here to help make Winlaton and the surrounding area a great place in which to live, and to provide a focal point for the community to come together for all sorts of activities and events.
We believe that the Club and the facility at Axwell View can be at the centre of the regeneration of the community providing and encouraging practical, deliverable and viable projects that make a significant contribution to the improvement of the quality of life of local residents.
## **1.3 Aims and Objectives**
The short-term ambition of the Club is to submit an application to Gateshead Council to seek the Community Asset Transfer of land at Axwell View Playing Fields located next to Winlaton Rugby Club in the village of Winlaton.
The Community Asset Transfer is needed as the Club don’t currently have a home facility for the 17 existing teams (over 200 members) and potential growth that could happen over the next 5 years. The project is needed to sustain the regular participation of 200 young people / adults in sport and enable the Club to grow further.
The primary motivation behind the Club’s ambition is its wish to develop a high quality, thriving facility that will provide a centre for football in the village together with other community facilities which will improve the quality of life for the whole local community by seeking to provide a social centre, healthy lifestyle, well-being, and community engagement, which in turn will generate revenue to support football activities.
For the club, the development will allow the club to achieve long term sustainability and realising its ambitions in terms of community development through sports-based activity. Only the development of our own facility will allow the full realisation of the club’s objectives to promote, develop and respect the rights of members of the community served by the club.
Winlaton Community Football Club has an ambitious long term development programme in mind for the facility that would initially focus on improvements to the playing infrastructure but in the longer term would have the ambition of building its own club house that would have community facilities incorporated within it.
## Football aims
- To create first class community football facilities to enhance the development of football in Winlaton.
- To deliver priority outcomes in particular retaining and creating pathways for players, developing skills and encouraging new participation and the development of adult football.
- Freedom to operate and have security of site provision and provide a central location as a “home” for football in Winlaton.
- Improve the quality of the experience for all its members/users and provide progression and development for grassroots football.
- Develop a clubhouse and increase membership generating income to sustain football.
- Improve playing facilities and progress through the football pyramid.
## Social aims
- To provide excellent football and community facilities.
- To encourage individuals and groups to have positive relationships with each other.
- To support young people into adulthood.
- To provide healthy lifestyle choices.
- Help encourage more people to volunteer to assist with larger facilities.
- Strengthen community relationships and support the development of new partnerships.
## Business aims
- To ensure the long-term sustainability of the Club.
- To develop as a sustainable, viable Club.
- Provide a solution to a site the Council no longer wish to directly manage.
- To maximise the income generating potential of the Club with the intent of maintaining a sustainable income to ensure that the core costs of the Club are maintained.
## **1.4 Social Impact**
As a not-for-profit organisation the organisational purposes of Winlaton Community Football Club are charitable in that the Club exists to provide services and improve the quality of life for the residents of Winlaton and the surrounding area. All profits generated through activities will be reinvested back into the club and therefore into the community and will enable the Club to develop services further.
Funded programmes will be designed to meet the aims and objectives and maximize the positive impact that the Club has on the quality of life for the community.
As an organisation that is run by the community for the benefit of the community all levels of stakeholder involvement are encouraged. Trustees are all members of the local community and everyone who lives, works or plays a part in the community is welcome to become a member of the Club which entitles them to vote on issues relating to the Club at the AGM.
**1.5 Achievements**
- Held our first all teams Presentation Evening at The Fed which was well attended and received great feedback.
- Seniors team won Durham County FA Trophy
- Maintained the FA Charter Standard award, which the Club is proud to achieve, as this is a benchmark for quality that allows the club to ensure it provides and improves the playing experience and development for all of its members.
- The clubs bank balance remains in a healthy position
- Discussions on the Community Asset Transfer continue with Gateshead Council with additional support now received from local councillors and MP.
## **1.6 Next Steps**
- On-going investment in equipment, training and current pitches to support all teams.
- • Renew FA Charter Standard award.
- Continue engagement with Gateshead Council to progress the Community Asset Transfer.
- Introduce online registration system for Juniors with automated collection of subscription fees.
- Organise another all teams Presentation evening
## **2. Structure, Governance and Management**
## **2.1 Legal Structure/Ownership**
Winlaton Community Football Club was constituted as a Charitable Incorporated Organisation and Charity in October 2020 following the merger of Winlaton Juniors FC and Winlaton Vulcans FC.
This form of legal entity was chosen based on the desire to offer a flexible service that can be adapted in the future to meet the needs of the community.
It offers membership to all who are interested in the work of the Club and encourages people from the community to become involved in the management and organisation. It was extremely important to Winlaton Community Football Club that the organisation be viewed as being for the benefit of the community and not a profit motivated organisation and this legal format delivers that vision.
## **2.2 Organisational Structure**
There is a Management Committee of a maximum of 12 Trustees. Following the merger each club appointed 5 members of their individual committees to be Trustees of the new organisation. The Trustees are made up of stakeholders who meet monthly to manage and govern the organisation.
## **2.3 Trustees**
The day-to-day management of the Club is in the care of the Trustees all of whom have various skills with some having run their own businesses or are managers within their role as well as one member being a qualified accountant.
Trustees share responsibility for various functions within the club including Football Development and Safeguarding for example.
A dedicated sub-committee of 4 Trustees has been formed to oversee the merging of the 2 clubs together with looking after the proposed Community Asset Transfer process.
## **2.4 Volunteers**
Winlaton Community Football Club is open to the opportunity volunteers bring to the Club and is more than happy to take on volunteers to help with projects or to assist administratively. These volunteers are subject to the same training as others and have to undergo a DBS check if necessary.
The Management Committee are all volunteers and are representative of the local community. They all bring a variety of skills and experience to the Club, for example professional skills or expertise, personal interests and strong community ethic.

## **3. Financial Review**
Cash at bank on 30th June 2023 was £31,308.49 in unrestricted funds. The accounts are presented on a receipts and payments basis. Reporting is split into 3 categories for transparency:
- Income and expenditure relating solely to the Juniors side of the football club
- Income and expenditure relating solely to the Seniors side of the football club
- Income and expenditure relating solely to the Community Asset Transfer for Axwell View
In the financial year the club made a slight loss of £1,970.99. This is largely due to increased costs relating to our Presentation Evening plus increased pitch maintenance as we have taken on the short-term lease of Axwell View.
Our main source of funds continues to be from monthly subscriptions from Junior members of the club. Investment in equipment and pitches will safeguard the current level of subscriptions, with the expansion of the club into Axwell View allowing a growth in teams and additional income.

I report in respect of my examination of Winlaton Community Football Club’s (the “Trust”) accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
## **Independent Examiner’s Statement**
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
1. accounting records were not kept in respect of the Trust as required by section 130 of the Act; or
2. the accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
