CHAIRMAN'S STATEMENT
FOR THE YEAR ENDED 31 MARCH 2024
The chairman presents his statement for the year.
This is the third annual report of the Trustees of the Burnham Surgery Community Heatthcare Trust IBSCHTI
since it was incorporated as a Charitable Incorporated Organisation in 2020.
This period was dominated by the ever increasing Bank of England Interest Rates, but we were able to mitigate
this lo some extent by switching a substantial proportion of our loan from Charity Bank onto a five year fixed
rale facility. Although at limes like these such decisions are something of a gamble" the continuation of the
high interest rates showed the decision was the right one. We shall continue to monitor the situation moving
forward carefully.
We have been able lo retain a small cash surplus which now enables us to use a prudent proportion of it to
begin equipping a facility to support a "club" for those living with dementia, both the individuals themselves and
their carers. This will be known as Betty's Club, in memory of Betty Sargent. one of our two large legatees.
Relocation of the GP'S patient records in an external secure facility has now enabled us to free up the space for
this.
With regard to the building, we have replaced some kerbslones to arrange easier and wider access al the
entrance lo the building and to address some health and safety concems. The18ndscaping of the garden has
been completed. Most of the initial snagging issues have been resolved but until all have been completed,
along wlh the appropriate documentation, we still retain the contract retention monies.
The Trustees regularly hold a status meeting with the Practice to ensure that the building is not only fit for
purpose but to consider any need for improvements in the working environment. These meetings are a constant
reminder to us of the strains and stresses the doctors, their staff and the facilities are under.
A Trustee also attends the P8tienls Partl¢lP8tion Group meetings for the Practi￿. This also includes
representatives from the Practice, Queen Elizabeth Hospital (Kings Lynn}, the voluntary drivers organisation
IBMACCS} and, of course, the patients.
As always my thanks go lo my fellow Trustees for their time and for the support they give to both me and the
Trust.

The Trustees present their annual report together with the financial statements of the Charity for the period 1
April 2023 10 31 March 2024.
Objectives and activities
a. Policies and objgctives
The Burnhams Surgery Community Heallh¢are Trust IBSCHTI is a Charitable Incorporated Organisalion ICIOI,
the primary purpose of which, as sel out in ils Conslilution, is to relieve sickness and promote and protect good
health for the public benefit by the provision and maintenance of a building lo be used as a medical cenlre. In
addition, BSCHT will support the provision of such other associated facilities and services as the Trustees think
fil, in particular to promote and protect the physical and mental health of sufferers of DementialAlzheimer's for
the population of the area local lo Bumham Market.
In setting objectives and planning for aclivilies, the Trustees have given due consideration lo general guidan
published by the Charity Commission relating to public benefit, including the guidance'Public benefit.. running a
charity {PB2}'.
b. Activities undgrtaken to achievg objgctives
The main activities of BSCHT in the current period lo 31 March 2024 have been related to the successful move
of the Bumhams Surgery GP Practi￿ into the new building at Creake Road, the purchase of which was
completed by BSCFff in March 2022.
BSCHT continue lo hold a retention from the Developers (Med￿ntre5 PLC} which il was previously anticipated
would be released by February 2023. The Trustees, along with the GP Practice, have been carefully
monitoring the new building for defects or other relevant mallers, with advice from specialist surveyors, and a
number of these still remain outstanding. Until these are salisfa¢torily resolved and documented, the retention
11 continue to be held.
The Trustees have also carefully monitored BSCHT'S cash position, particularly in light of the increases in
interest rates over the past year and the impact this has had on loan funding costs. A switch of a portion of the
borrowings onto a fixed rale 5 year facility has helped to mitigate this.
Financial review
Going concern
After making appropriate enquiries, in particular with regard to the movement of interest rates on the loans, the
Trustees have a reasonable expectation that the Charity has adequate resources to continue in operational
existence for the foreseeable future. For this reason, they continue to adopt the going concern basis in
preparing the financial stalemenls. Further details regarding the adoption of the going concem basis can be
found in the accounting policies.
b. Reserves policy
The Trustees consider the financial position of BSCHT to be sound at the end of this reporting period. The cash
balance remains positive al the year end. Unreslrirted reserves total £14,23212023 £7.2641, and endowment
funds are held at £1.380,65612023'. £1,408,319). The trustees have not set a reserves target.

a. Constitution
The charity was incorporated as a CIO on 23 October 2020 and started operating on that date. It is registered
th the Charity Commission Icharity no. 1191966).
The Burnhams Surgery Community Healthcare Trust is a charity govemed by a Constit￿lOn, dated 23 October
2020, which established the objects and powers of the organisalion and ils trustees.
b. Methods of appointment or election of Trustees
The management of the Charity is the responsibility of the Trustees who are elected and co-opted under the
terms of the Twsl deed.
c. Financial risk managgment
The Trustees have assessed the major risks to which the Charity is exposed, in particular those related to the
operations and fInan￿S of the Charity, and are satisfied that systems and prO￿dureS are in place to mitigate
exposure to the major risks.
Plans for futura periods
Looking further forward, the Trustees want to move ahead wlh supporting worf( to provide Dementia services to
the community as soon as praclicatrAe. This may continue to lake a little time, given the impact on BSCHT'S
cash resources following the recent increases in interest rates, which feed through lo the loan funding cosls.
The new building has Spa￿ relained by BSCHT and not rented to the GPS,. the Iruslees are Considering how
besl lo ulilise this space in support of Demenlia services.

(Accounts and Reports) R￿ulatiOnS 2008 and Ihe provisions of the Trust deed. They are also responsible for
safeguarding the a&sets of the Charity and hence for taking reasonable steps for the prevention and detection
of fraud and other irregularities.

I report lo the charity Trustees on my examination of the accounts of the Charity for the year ended 31 March
2024.
Responsibilities and Basis of Raport
As the Trustees of the Charity you are responsible for the preparation of the accounts in accordance wlh the
requirements of the Charities Act 2011 I'lhe 2011 Act'l.
I report in respect of my examination of the Charity's accounts carried out under section 145 of the 2011 Act
and in carrying out my examination I have followed the applicable Directions given by the Charity Commission
under section 14515}Ibl of the 2011 Act.

Your attention is drawn lo the fact that the Charily has prepared the accounts in accordan￿ with Accounting
and Reporting by Charities.. Slatement of Recommended practi￿ applicable lo charities preparing their
accounts in accordance Mqlh the Financial Reporting Standard applicable in the UK and Republic of Ireland
IFRS 1021 in preference to the Accounting and Reporting by Charities.. Statement of Recommended Practi
issued on 1 April 2005 which is referred to in the extant regulations bul has been wilhdrawm.
l understand that this has been done in order for the accounts to provide a true and fair view in accordance with
the Generally Accepted Accounting Practice effective for reporting periods beginning on or after 1 January
2015.
I have completed my examination. I confirm that no matters have come to my attention in connection with the
examination giving me cause to believe that in any material respect..
accounting records were not kept in respect of the Charity as required by section 130 of the 2011 Act., or
the accounts do not accord with those records., or
the accounts do not comply wth the applicable requirements concerning the form and content of
accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement
that the accounts give a 'true and fail view which is not a maller considered as part of an independent
examination.
I have no concerns and have come across no other mallers in connection with the examination lo which
attention should be drawn in this report in order lo enable a proper understanding of the accounts to be

General Informatlon
The Burnhams Surgery Community Healthcare Trust is a CIO registered in England and Wales,
registration number 1191966. The registered office is 1 Creake Road, Burnham Market, Kings Lynn,
PE31 8EN.
Accountlng pollcles
2.1 Basis of preparation of financial statements
The financial statements have been prepared in accordance with the Charities SORP IFRS 1021
Accounting and Reporting by Charities.. Statement of Recommended Practice applicable to charities
preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK
and Republic of Ireland IFRS 102118ffective 1 January 20191, the Financial Reporting Standard
applicable in the UK and Republic of Ireland IFRS 1021 and the Charities Act 2011.
The Burnhams Surgery Community Healthcare Trust meets the definition of a public benefit entity
under FRS 102.
Assets and liabilities are initially recognised at historical cost or transaction value unless otheNise
slated in the relevant accounting policy.
2.2 Going concern
The trustees have assessed that the basis of going concem is appropriate in preparing these
financial stalemenls. The trustees make this assessment in respect of a period of al least 12 months
from the dale of approving the financial slatemenls, taking into consideration future interest rates
and borrowing costs. The trustees have concluded that the charity has adequate reSoUr￿S to
continue in operational existence for the forseeable future and there are no material uncertainties
about the charitls ability lo continue as a going concem basis of accounting in preparing th8
financial statements.
2.3 Incomo
All income is rec￿nISed once the Charity has entillemenl lo the income, il is probable that the
income will be received and the amount of income re￿1vable can be measured reliably.
The recognition of income from legacies is dependent on establishing entitlement, the probability of
receipt and the ability to estimale wth sufficient accuracy the amount receivable. Evidence of
enlitlemenl lo a legacy exists uthen the Charity has sufficient evidence that a gift has been left to
them (through kno￿edge of the existence of a valid wll and the death of the benefactor) and the
executor is satisfied that the property in question will not be required lo satisfy claims in the estate.
Receipt of a legacy must be recognised when il is probable that il will be re￿iVed and the fair value
of the amount receivable, which wll generally be the expected cash amount to be distributed to the
Charity, can be rella￿Y measured.
Income tax recoverable in relation lo investment income is recognised al the time the investment
income is re￿1Vable.

2.4 Expendlture
Expenditure is recognised once there is a legal or constructive obligation to transfer ecL)nomic
benefit to a third party, il is probable that a transfer of economic benefits will be required in
settlement and the amount of the obligation can be measured reliably. Expenditure is classified by
aclivily. The costs of each activity are made up of the total of direct c051s and shared costs,
including support costs involved in undertaking each activity. Direct costs attributable to a single
activity are allocated directly to that activity. Shared costs which contribute to more than one activity
and support costs which are not attributable to a single activity are apportioned between those
activities on a basis consistent wlh the use of resources.
Expenditure on charitable activities is incurred on directly undertaking the activities which further the
Charity's objectives, as well as any associated support costs.
2.5 Interest receivable
Interest on funds held on deposit is included when receivable and the amount can be measured
reliably by the Charity., this is normally upon notification of the interest paid or payable by the
institution with whom the funds are deposited.
2.6 Tangible fixed assets and depreciation
Tangible fixed assets costing £1.000 or more are capitalised and recognised when future economic
benefits are probable and the cost or value of the asset can be measured reliably.
Tangible fixed assets are initially recognised at cost, including borrowing costs directly attributable
to acquisition or conslruclion. After recognition, under the cost model, tangible fixed assets are
measured at cost less accumulated depreciation and any accumulated impaimienl losses. All costs
incurred lo bring a tangible fixed asset into its intended working condition should be included in the
measurement of cost.
Depreciation is charged so as to allocate the cost of tsngible fixed assets less their residual value
over their estimated useful lives, using the straight4ine method.

2.7 Debtors
Trade and other debtors are recognised al the settlement amount after any trade discount offered.
Prepayments are valued al the amount prepaid net of any trade discounts due.
2.8 Cash at bank and In hand
Cash at bank and in hand includes cash and short-tem highly liquid investments wlh a short
maturity of three months or less from the date of acquisition or opening of the deposit or similar
account.

2.9 Llabllltles and provlslons
Liabilities are recognised when there is an obligation at the Balance Sheet date as a result of a past
event, il is probable that a transfer of economic benefit will be required in settlement, and the
amount of the setlletnenl can be eslimaled reliably.
Liabilities are rec￿nISed at the amount that the Charity anticipates il wll pay to settle the debt or
the amount it has received as advanced payments for the goods or services it must provide.
2.10 Financial instruments
The Charity only has financial assets and financial liabilities of a kind that qualify as basic financial
instruments. Basic financial instruments are initially recognised al transaction value and
subsequently measured at their settlement value.
2.11 Fund accounting
General funds are unreslricled funds bthich are available for use at the discretion of the Trustees in
furtherance of the general objectives of the Charity and which have not been designated for other
purposes.
Endowment funds represent donations and legacies received which form part of the capital fund of
the Charity. The endowment fund incjudes depreciation charges directly allocated to the property
held in the fund.
Investment income, gains and losses are allocated to the appropriate fund.

The Expendable Endowment fund consists of legacies received from two donors. These were given for
the benefit of patients of the Burnham Market Surgery, and towards establishing an Alzheimer's Clinic
for local residents. The fund is expendable as the Trustees have discretion lo expend the fund in
furtherance of the Charity's objects.

Included in the lease is a break clause whereby the tenant has the right lo break the lease by giving 12
months, notice. However, lo do so the tenant would have to demonslrale thal they cease lo be entiued
to NHS funding, that they have made best endeavours to find allemalive funding and that they have
attempted lo locale an assignee for the Practice Lease.
15. Related party transactions
The Charity has not entered into any related party transaction during the year. nor are there any
outstanding balances owng between related parties and the Charity at 31 March 2024.
