The area of benefit shall be the civil parish of Long Marston and its neighbouring villages (namely Askham Richard, Bilborough, Bilton in Ainsty, Hessay, Rufforth and Tockwith). ## **The charity's main activities** We run a village hall and recreation ground for the community within the area of benefit. Current activities of our regular users include pre-school, cricket, Pilates, line dancing, clubs - Probus and Social Club CIC. We are also available to hire privately which includes such activities as birthday parties, anniversary celebrations, wedding receptions and caravan club gatherings. Through these activities we provide many opportunities for all sections of the community to meet/socialise. We provide and maintain the children’s village play area within our grounds. The recreation ground when not in use is open for recreation use by the public. ## **Public benefit statement** In setting our objectives and planning our activities our Trustees have given serious consideration to the Charity Commission’s general guidance on public benefit and in particular the advancement of education. 3 ## Long Marston Hall and Recreation Ground CIO ## Trustees' report (continued) for the period 16 October 2020 to 31 March 2022 ## **Achievements and Performance** The impact of the disruption caused by the Covid restrictions has meant that several organisations with long standing use of the Charity’s facilities have folded or moved to other facilities in the area. This despite the Trustees seeking to minimise the impact of these factors by offering very favourable fee arrangements. The reasons for their withdrawal include financial, lack of membership, and the break in ‘routine’ of their meetings. In looking to the next financial year, the Trustees have drawn up a number of projects covering the refurbishment of the facilities as well as the provision of new ones. These projects were drawn up from comments invited at the Firework party held last November and include: - l improvements to the area immediately outside the lounge; - l upgrading facilities in the bar and lounge area - l application for a grant to modernise and improve the play area - l provision of an outdoor gym area - l a track for small scooters and balance bikes - l Refurbishment of the Hall and toilets These are currently at an early planning stage and the inhabitants in the area of benefit are being consulted and invited to contribute to their development and achievement. Despite the restrictions the Trustees have supported various initiatives which seek to bring benefit to the area, for example improvements to communications of events and activities via social media, and taking part litter picking in March 2022. Trustees wish to encourage those living within the area of benefit to make their wishes for the Village Hall known and to engage with Trustees in achieving activities which meet their needs. 4 ## Long Marston Hall and Recreation Ground CIO ## Trustees' report (continued) for the period 16 October 2020 to 31 March 2022 ## **Financial review** The net receipts for the year were £40,419. ## **Reserves policy** The charity's free reserves, excluding fixed assets, at the year end were £40,419. The reserves were transferred to the new CIO which will be taking over the activities of the charity from 1 April 2021. The policy below was drawn up before the transfer and will be adopted by the new CIO. At a meeting of the Trustee held on 11th March 2020, Trustees of the charity considered what level of funding the charity should hold in reserve. It was agreed that the Trustees would hold 6 month’s general running costs in reserve. Based upon current levels of expenditure £11,000 would be held in reserve. At the meeting the Trustees also agreed how surplus funds beyond the amount to be held in reserve could be used for the benefit of the Recreation Ground & Village Hall. It was agreed that surplus funds could be used as follows – - l to give financial support to existing community activities if required - l to give financial support and to assist the development of new community activities and services - l to purchase additional equipment for the benefit of community or replace existing equipment if required - l to make improvements to the Long Marston Recreation Ground & Village Hall Foundation to make it a more welcoming environment - l to promote the community centre through printing of posters and leaflets and the development of a community website - l to support training needs of Village Hall volunteers / Trustees - l to support Village Hall volunteers through provision of volunteer expenses for travel and associated costs - l to employ members of staff to work for the charity to enable it to meet its legal requirements, to provide additional support for Village Hall volunteers / Trustees and to bring additional activities and services into the Village Hall. At the year end the actual reserves were in excess of the policy limit and the trustees are taking the opportunity of the formation of the new legal entity to consider how best to utilise these assets. I report in respect of my examination of the CIO's accounts as carried out under section 145 of the 2011 Act. In carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. ## **Independent examiner's statement** I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 1 accounting records were not kept in respect of the CIO as required by section 130 of the Act; or 2 the accounts do not accord with those records. I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached. 300| |---|---| 8 ## Long Marston Hall and Recreation Ground CIO ## Notes to the accounts for the period 16 October 2020 to 31 March 2022 ## **1 Accounting policies** ## **Basis of accounting** The trustees have taken advantage of section 133 of the Charities Act 2011 and have prepared the accounts on a receipts and payments basis. There has been no change to the accounting policies since last year. No changes have been made to the accounts for previous years. ## **Taxation** As a charity the organisation benefits from rates relief and is generally exempt from income tax and capital gains tax but not from VAT. Irrecoverable VAT is included in the cost of those items to which it relates. ## **Fund accounting** Unrestricted funds are available for use at the discretion of the trustees in furtherance of the general objectives of the charity. Restricted funds are subjected to restrictions on their expenditure imposed by the donor or through the terms of an appeal.
