i ii #LegacyOpportunity4All YC 2022 Annual Report ## **1.0 FOREWORD: 2022 SUMMARY** The Youth Charter believes that it is a fundamental human right that young people have access to **sport, arts and cultural activity** as part of their **mental, physical and emotional health, wellbeing and development** . When this right is denied, the disadvantage and disaffection lead to antisocial behaviours, gang related activity and in some cases extremism. This impacts on the quality of life, not only of the young person, but their victims, families, friends, communities, and society as a whole. 2022 was one of the most important years in the agency’s journey to date with the Birmingham 2022 Commonwealth Games providing a strategic focus and platform in establishing consolidation of our efforts to take forward our national and global #Calls2Action, #LegacyOpportunity4All and #Fight4theStreets. This report provides a reflection of an extraordinary effort of many trustees, volunteers and multi-agency stakeholders and the relationships that lie at the very heart of the Youth Charter brokering, facilitating, and collaborating to realise the events, projects, programmes and initiatives that led up to, included and above all will continue post Birmingham 2022 Games that was deemed the best ever. The emphasis is now on a Birmingham 2022 Games Legacy that will also build on the 10th anniversary of the 2012 Olympic and Paralympic games. The Spirit of 2012 Inquiry Commission Report, that the Youth Charter has contributed to, will also assist the agency’s future work, which can only be realised with the right commitment, capacity and capability invested in our work. The coming year will see the European Youth Olympic Festival (Slovinia), Commonwealth Youth Games (Trinidad) and the All-Africa Games (Ghana) all providing important milestones in our continued efforts in seeing the Sport for Development and Peace Movement deliver the Sustainable Development Goals that are so critical in the lives of young people and communities globally. And finally, we would like to thank our volunteers, Trustees, support agencies, stakeholders and above all, the young people who continue to provide the motivation and continued dedication of effort in all that we do. 1 2 #LegacyOpportunity4All YC 2022 Annual Report ## **2.0 THE YOUTH CHARTER: A 29 YEAR GAMES LEGACY** The Youth Charter launched on 23rd March 1993, at Wembley Stadium, in response to the tragic murder of 14-year-old schoolboy Benji Stanley, who was shot dead in Moss Side on 2nd January 1993. The Youth Charter is a 29 Year Games Legacy of Manchester’s bid for the 2000 Olympic Games and the hosting of the Manchester 2002 Commonwealth Games that has inspired a global Sport for Development and Peace movement/sector. The Youth Charter has campaigned and promoted the role and value of sport, arts, culture and digital technology in the lives of disaffected young people from disadvantaged communities nationally and internationally. The Youth Charter has a proven track record in the creation and delivery of social and human development legacy projects and programmes with the overall aim of providing young people with an opportunity through sport, art, culture and digital technology to develop in life. Through our work with youth and communities the Youth Charter has pioneered three core youth and community development programmes: - **Community Campus** – Somewhere to Go - **Youthwise “Curriculum for Life”** – Something to Do - **Social Coach Leadership Programme** – Someone to Show Them These programmes aim to: - _**Engage**_ young people through sport, art, culture and - digital activity - _**Equip**_ them with mental, physical and emotional - life-skills and resilience - _**Empower**_ them with the aspiration of further and - higher, employment and entrepreneurship. ## **2.1 YC ‘29’ TIMELINE** 3 4 #LegacyOpportunity4All YC 2022 Annual Report ## **3.0 2022 IN DETAIL...** 2022 saw the Youth Charter prepare, plan and present its ongoing projects, programmes, campaigning, and advocacy initiatives in the lead up to and including the Birmingham 2022 Commonwealth Games. The strategic mission aims and objectives were to reengage and consolidate the agency’s work locally, nationally, and internationally. ## **3.1 JANUARY** January saw our new year #Fight4theStreets Message of Hope present the strategic first step in the realisation and development of the Birmingham Community Campus. This provided the all important digital platform by which the recruitment, selection and deployment of the Social Coaches could begin. ## **3.2 FEBRUARY** February saw the hosting of the first Social Coach Leadership Programme Workshop in the City of Birmingham and the West Midlands. The event was hosted by Price Waterhouse Coopers and saw a truly multi agency and diverse attendance. This established an important footprint in realising Sport England’s Commonwealth Active Communities Fund, which aimed to improve the sport and physical activity life chances, in particular for young people from communities of historical deprivation and disadvantage. 5 6 #LegacyOpportunity4All YC 2022 Annual Report ## **3.3 MARCH** March saw the launch of the YC 2022 Commonwealth Youth Manifesto, which reflected past, present and future sport for development efforts within the bidding, hosting, and legacy of the Commonwealth Games over the past 20 years. As part of the Birmingham 2022 Commonwealth Games pledge to engage 1million Young People, the Youth Charter presented the #Call2Action and #LegacyOpportunity4All at the Include Summit. The Youth Charter also marked its 29th year on the Queen Elizabeth II Olympic Park with its 3rd year of contributing to the London Legacy Development Corporation Youth Board Conference ‘Future Me, ’ Future Youth 2022 . To close the month, the Youth Charter contributed to two more conferences, first presenting the Youthwise programme to a global audience of education professionals and organisations at the World Education Summit. This was closely followed by the Race Equality: State of the Sector 2022 annual summit organised by Sporting Equals, where YC Chair, Geoff Thompson, shared his four decades of Game Legacy experience and discussed the race diversity challenges faced by elite and grassroots sport. ## **3.4 APRIL** The Youth Charter contributed to the Liverpool Against Racism Conference ‘Together We Progress’ hosting a panel discussing sport, development and in particular the lives of young people and their communities. The panel consisted of some of Liverpool’s greatest sportsmen and women including Tony Bellew, Anyika Onuora, Nadeem Freeman and Kate Lewis. ## **3.5 MAY** In May, the Youth Charter launched its ‘UnlockNextGen’ Carbonwise Education Pack. ## **3.6 JUNE** June marked a significant milestone in the ongoing Youth Charter journey with a presentation of the past, present, and future hope and opportunity that the agency continued to develop as part of the UK South Africa 30 Sports Initiative. Windrush Day also saw the historic unveiling of the Windrush National Monument at Waterloo Station in London by TRH, the Duke and Duchess of Cambridge. The Youth Charter’s contribution of young people in the consultation and selection of the finally produced symbol of the Windrush generation saw a further event hosted at Birmingham New Street Station in the lead up to the Birmingham 2022 Commonwealth Games. ## **3.7 JULY** Youth Charter Founder and Chair, Geoff Thompson, became Chair of the London Youth Games, which saw a number of its finals hosted at the Queen Elizabeth Olympic Park marking the 10th Anniversary of the London 2012 Olympic and Paralympic Games. 7 8 #LegacyOpportunity4All YC 2022 Annual Report July continued... The Youth Charter also supported PwC’s Alumni North Summer Celebration in Manchester. The Institute of Directors Commonwealth Conference also saw a presentation of the Youth Charter’s work and #GlobalCall2Action. July also saw the Opening Ceremony of the Birmingham 2022 Commonwealth Games at the Alexander Stadium and the beginning of 11 days of more than 5,000 competitors from 54 countries and 18 territories competing in 19 sports and 280 able body and para events. ## **3.8 AUGUST** A culmination of the Youth Charter’s programme of activity saw the Youth Charter hosted at PwC throughout the Commonwealth Games where meetings, events and ongoing planning of Commonwealth member countries presented the Youth Charter Commonwealth 2022 Youth Manifesto and Community Campus. One of the highlight events of the YC programme, 20 years on from the Manchester 2002 Connecting Communities programme, was to see a collaboration between the Youth Charter, PwC, and the Duke of Edinburgh Award where we hosted 222 young people at the Commonwealth Games. A presentation of Youth Charter scrolls to participants was attended by: Commonwealth Games President, Dame Louise Martin; President of Duke of Edinburgh Award Baroness Tanni Grey Thompson; Sir Don and Lady Claire McKinnon; Clare Balding; Chris Murray; Ali Jawad; Michelle Thomas; Diane Modahl; and Mark Lewis Francis. A group of the young people were also delighted to meet the Vice President of the Commonwealth Games Federation HRH Prince Edward and his wife Sophie, Earl and Countess of Wessex. In his role as Deputy Chair of the Birmingham 2022 Organising Committee, the YC Founder and Chair, Prof. Geoff Thompson MBE FRSA DL, used his four decades of Games Legacy experience to support the Community Engagment events and activities with a view to providing a #LegacyOpportunity4All... 9 10 #LegacyOpportunity4All YC 2022 Annual Report ## **3.9 SEPTEMBER** During the course of the Birmingham 2022 Commonwealth Games the Youth Charter produced the third edition of the Community Campus Portal, which currently includes the following Games Legacy Campuses: Birmingham Community Campus; Olympic Park Community Campus; and a Uganda Community Campus. As part of the legacy of the Commonwealth Games, the Youth Charter launched the Community Campus Portal at the Youth Sport & Physical Acitvity Legacy Summit hosted by Birmingham City University. The Youth Charter also contributed to the 10th Commonwealth Karate Championships held at the University of Birmingham one month after the highly successful Commonwealth Games. The Youth Charter noted, with great sadness, the passing of Her Majesty, Queen Elizabeth II. The month of September ended with a Youth Charter presention at the Sport Race Impact Summit, organised, by Sporting Equals and hosted by the University of Birmingham. ## **3.10 OCTOBER** YC Chair Geoff Thompson for the first time attended the London Marathon and reconnected with YC Vice President and Chair of the London Marathon Charitable Trust, Sir Rodney Walker and his wife Lady Anne Walker, as well as, former Great Britain athlete and founding Youth Charter Ambassador, Alan Pascoe MBE. The Youth Charter also presented the B2022 #LegacyOpportunity4All to the Solihull Chamber of Commerce Awards Ceremony. The event was also attended by Commonwealth Gymnastics gold medallist Joe Fraser. As part of Black History Month, the Youth Charter attended the Creative City Celebration organised by Birmingham City Council at the Niskram Centre in Handsworth. ## **3.11 NOVEMBER** The Youth Charter worked in collaboration with the Sport for Development Coalition to deliver the Beyond the Games Town Hall Meeting at the Legacy Centre of Excellence in Birmingham. YC Chair Geoff Thompson contributed to the final consultation of the Spirit of 2012, a legacy commissioning enquiry into the bidding, hosting and legacy of major games and their impact in the lives of communities in the UK. A landmark report has been produced and will be launched in January 2023. The Youth Charter also delivered the frst Stakeholder Partner Meeting for the Birmingham Community Campus hosted by Sport Birmingham. 11 12 #LegacyOpportunity4All YC 2022 Annual Report ## **3.12 DECEMBER** 2022 came to a busy end with the Youth Charter’s 2nd Social Coach Leadership Programme Workshop of the year, held at Wolverhampton Wresting Club in the West Midlands. This workshop marked a significant milestone in the Youth Charter’s #Call2Action which, together with the Birmingham 2022 Commonwealth Games legacy pledge of engaging 1 million children and young people aged 5-25 across the West Midlands, aims to improve the sport and physical activity opportunities for young people, in particular those from historically deprived and disaffected communities. Click to see the Full Workshop Report and click see Playlist of Workshop Videos: ## **4.0 2023 AND BEYOND…** The Youth Charter 2022 Annual Report is dedicated to the 68 Young Lives Lost to Youth Violence on the streets of the UK and Ireland during 2022. As the Youth Charter approaches its 30th anniversary, we are taking a Zero Tolerance stance to the Young Lives Lost and are calling on those in power to deliver on the pledges, promises and commitments to safeguard the future of all our young people. As such, the Youth Charter is now focused on 2023 and Beyond with it’s #Fight4theStreets and #Call2Action aiming to provide a #LegacyOpportunity4All… 13 14 #LegacyOpportunity4All YC 2022 Annual Report ## **5.0 COMMUNITY CAMPUS MODEL** _A Model of Equality, Diversity, Inclusion and Participation for All through Sports, Art, Culture and Digital Activity..._ ## **Synopsis** ## **What is a Community Campus?** A Community Campus is made up of hub facilities, such as, schools, community centres, youth clubs, sports centres, further and higher education institutions or any facility delivering a youth cultural engagement provision. Each facility is quality assured in the delivery of the Social Coach Leadership Programme and the Youthwise offer. The Youth Charter Community Campus has been developed as a result of the agency’s 29 years of work in communities, urban, suburban and rural, locally, nationally and internationally. As part of the bidding, hosting and legacy of major games, the Community Campus provides a coordinated and holistic approach in the development, delivery and sustainability of young people and communities within the regeneration and renewal strategies of public, private and third sector agencies. ## **How does it work?** The community Campus is delivered through three key themes: - **Somewhere to Go** The Community Campus is a unique model providing an opportunity to bring together policy, delivery and impact in the current sports for development and peace movement. - **Something to Do** - **Someone to Show Them** A unique multi media interactive digital platform has been designed for each participant and Social Coach delivering the activities within each of the facilities that make up the Community Campus. This provides the ability to map, track and measure the participation outputs and outcomes of the wider social and cultural behavioural lifestyle trends that inform the economic investment that we seek to attract. The Community Campus has three main elements: - **Engage** young people through sport, art, - cultural and digital activity - **Equip** them with mental, physical and emotional - life-skills and resilience - **Empower** them with the aspiration of further and - higher education, employment and entrepreneurship. ## **What are the benefits?** ## **Community Campus Model** The Youth Charter Community Campus provides a social, cultural and economic opportunity for young people and communities on five continents. The aim is to establish a global network of campuses that provide a cultural framework and a model of delivery to promote innovative and dynamic approaches within the UN 2030 Sustainable Development Goals. ## **5.1 LEGACY CULTURAL FRAMEWORK &** ## **LEGACY DEVELOPMENT GOALS** The Youth Charter Community Campus Model provides a Legacy Cultural Framework for the delivery of _‘Sport Development in the Community’_ and _‘Community Development through Sport’_ programmes with social, cultural and economic outputs and outcomes. The outputs and outcomes of the Youth Charter Community Campus and Legacy Cultural Framework are measured against the following Legacy Development Goals (LDGs): **1. EDUCATION** - attendance, attainment and performance **2. HEALTH** - physical activity, wellbeing and active lifestyle **3. CITIZENSHIP** - civic rights, responsibilities and youth justice **4. ENVIRONMENT** - community cohesion, quality of life and access to facilities **5. COLLEGE, UNIVERSITY, EMPLOYMENT AND ENTERPRISE** - skills training, internships and apprenticeships The Youth Charter Legacy Development Goals are underpinned by: ## • **COLLABORATION & PARTNERSHIP** - **EQUALITY, DIVERSITY, INCLUSION AND PARTICIPATION (EDIP)** The Youth Charter’s Legacy Cultural Framework and Legacy Development Goals provide added value to the delivery of the UN Sustainable Development Goals and the UN 2030 Youth Strategy. These can then be translated to provide social and economic benefits of citizenship rights and responsibilities, with improved education, health, social & civil order, environment, vocation, training, employment and enterprise opportunities for all. The Youth Charter adopts a multi-faceted approach to achieving its objectives, often by forging partnerships with a wide range of public and private sector agencies – engaging, motivating and inspiring achievable and sustainable benefits. ## **WHAT PEOPLE SAY ABOUT US...** “I have had the unique perspective to witness the work of the Youth Charter within its birth, development and coming of age. I was to witness the Youth Charters’ growth and impact in the UK and in South Africa. One of the highlights of the many Youth Charter programme initiatives was the “Spirit of the Streets Tour of South Africa”, which followed Manchester’s highly successful 2002 Commonwealth Games. I had the privilege of hosting the Tour Group with fellow IOC Honorary Member, Dame Mary Glen Haig and witness the development and growth of young people who had been exposed to travel and the social and cultural diversity of the new South Africa.” Sam Ramsamy, IOC Executive Member - “I first became involved with Youth Charter as a teenager because I felt passionately that everyone should have a chance in sport like I had, regardless of their background.
