The trustees present their report with the financial statements of the charity for the period 1 November 2022 to 30 April 2024. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).

Background

The Barking Community Forum (BCF) is a grassroots-led, community-based organisation located in the Longbridge ward of the London Borough of Barking and Dagenham (LBBD). Established in 2011, BCF aims to preserve Islamic values while addressing the civic and spiritual needs of the growing Muslim community in the area.

Over the years, BCF has built a strong reputation for delivering services that cater to the spiritual, social, cultural, and welfare needs of the community. Recognising the value of local engagement, BCF has developed a network of dedicated volunteers actively involved in managing and delivering its projects and activities.

We offer a wide range of projects and services, focusing on community development, youth diversionary activities, community services that addresses the immediate spiritual and social needs of our community. Our work programmes are mostly volunteer led.

STRUCTURE, GOVERNANCE AND MANAGEMENT

Governing document

BCF operates as a Charitable Incorporated Organisation (CIO), governed by its constitution adopted on 9th October 2020. The Management Committee is elected at the Annual General Meeting (AGM), which is open to all members.

The Management Committee currently consists of eight elected trustees. Additional co-opted members may be appointed as needed. one-third of the committee members step down and are replaced through elections at the Annual General Meeting (AGM).

Following the election or appointment, the new trustees are introduced to their new role and given copies of the Constitution and a guide to the policies and procedures adopted by The Forum. A number of publications from the Charity Commission are also provided including the guidance on charities and public benefit. This ensures that new trustees are aware of the scope of their responsibilities under the Charity Act. Initially new trustees work with existing trustees assisting on particular activities and the projects run by the charity. After satisfactory feedback from existing trustees, they are given the task of leading a particular activity of project, reporting progress at Management Committee meetings.

Organisational Structure

The organisation is structured with an Executive Committe elected by the general members to oversee the overall activities and one of the committee members is nominated as chairperson, to monitor the day to day running of the organisation and to delegate responsibilities to other trustees.

Trustees of BCF share formal responsibility for the charity regardless of how they are elected or appointed. All Trustees must act in the charity's best interests and are equally personally responsible for the proper management of The Charity in accordance with its charitable objects and charity law. All Trustees must ensure the charity is carrying out its purposes for the public benefit; comply with the charity's governing document and the law; ensure the charity is accountable; manage the charity's resources responsibly and act with reasonable care and skill. Some Trustees may take on specific roles on the board, such as Chair, Secretary, and Treasurer, also referred to as the organisations Officers.

Trustees and organisational officers can only take on specific roles if they have been authorised to do so by the board of trustees.

The trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error. We prioritise risks based on their potential impact on the charity's operations and objectives, as well as the likelihood of their occurrence. AIMS AND OBJECTIVES

The Forum has a clear set of aims and objectives that outlines our commitment to promoting community development and empowering the residents of the Longbridge ward. Here is a summary of the aims and objectives:

The principle aims and objectives of the charity are to advance the religion of Islam for the benefit of the public through the holding of prayer meetings, lectures, community outreach work, religious education, and public celebration of religious festivals.

Aims:

Work towards establishing a place of worship for local community of Longbridge Ward to establish as a place of worship to meet the needs of the growing local Muslim Community.
Foster transparency and inclusivity to ensure that the organisation is representative of the community, thereby fostering a genuine sense of ownership among community members.
Develop a series of community initiatives based on the identified needs of the community through surveys and consultations.
Form partnerships with existing community and voluntary organisations within the borough and beyond to promote joint working and promotion of services to meet our objectives.
Empower our teams and departments to ensure the sustainability of community engagement and services as well as recruitment of volunteers to develop new initiatives.
Work towards establishing a youth wing of BCF to work with young people to engage them in positive activities and promoting educational achievement among the youth.

Objectives:

To advance the religion of Islam for the benefit of the public through the holding of prayer meetings, lectures, community outreach work, religious education, and public celebration of religious festivals.
Collaborate with the LBBD Council to seek planning permission for Upney Lane property or to identify alternative suitable location within the Longbridge ward to establish as a place of worship to meet the needs of the growing local Muslim Community.
Tackle social ills and anti-social behaviours through Friday sermons, youth provisions and other meetings and workshops.
Provide recreational facilities for local children, youth, and the elderly, promoting community cohesion in the area.
Uphold excellence in operational and strategic development to ensure the charity operates effectively and sustainably. BCF remains committed to addressing the diverse needs of the community through these aims and objectives. To achieve them, we actively seek charitable donations, grants, and loans from individuals, trusts, and foundations, both within and beyond the borough.

PROJECTS AND ACTIVITIES FOR THIS PERIOD:

Focusing on our primary aim to empowering lives and transforming communities, The Forum continued to deliver a range of services for the community occasionally in partnership with other relevant organisations and charities. Taraweeh prayers in Ramadan fully returned to normal in 2022 after the COVID-19, especially with lftar party. Our Jummah Service facilitated collections for other UK-registered charities for causes in the UK and abroad, raising over £25K more than the previous years), since its launch.

The Forum places strong emphasis on building relationships with others so we can work together for the common good, holding post pandemic collaborative events, including Youth Seminar, intergenerational Football and opportunities to network at all our events.

The Forum benefits greatly from dedicated and committed volunteers, from those helping with collections, to members and trustees helping to drive the organisation forward. They provide stewarding for Friday prayers, Ramadan, Eid, and other special occasions, and provide support for charity collections.

As we delve into the specific details of each project and services, it becomes evident that our organisation's overarching mission is to create a sustainable support system that not only addresses the immediate needs of the residents but also lays the groundwork for long-term resilience and stability within the community and beyond. Through collaborative efforts and strategic planning, we remain committed to making a positive and lasting impact with the help from our community through our projects and services.

Weekly Friday Jummah

Since March 2017, the Barking Community Forum (BCF) has been successfully delivering weekly Friday Jummu'ah prayer services at the Hedgecock Community Centre. These services play a pivotal role in meeting the spiritual needs of the growing local community, benefiting not only residents but also local businesses in the surrounding area.

The Friday Jummu'ah services continue to grow in attendance, with approximately 6,000 worshippers visiting the Centre each week. To accommodate the large number of attendees, prayers are facilitated through multiple sessions, all organised and delivered by dedicated BCF members and volunteers. This remarkable achievement has been sustained without any disruptions to date, underscoring the commitment and efficiency of the BCF Jummah Team.

In addition to offering a spiritual gathering, these prayer services provide BCF with an essential platform for fundraising. Charitable donations collected during the services are instrumental in supporting various community-based projects and repaying loans acquired to purchase the Upney Lane Property (UCC).

Each week, qualified British-born Imams deliver sermons addressing spiritual, social, and cultural issues. These sermons aim to educate and inspire the community, offering moral and spiritual guidance to help residents navigate contemporary challenges while fostering a sense of unity and understanding.

Upney Community Centre (UCC)

The Upney Community Centre (UCC), purchased in 2019 for £600,000 through generous donations and Qarde Hasana (interest-free loans), was envisioned as a multi-functional facility offering a full-time prayer space, youth provisions, elder social clubs, and cultural classes for residents of Longbridge and neighbouring wards.

While the initial planning application to convert the property for community use was unsuccessful, BCF remains committed to pursuing alternative solutions to realize this vision. In the meantime, the property serves as a valuable asset with potential for future worship or community projects. BCF has successfully repaid over 50% of the Qarde Hasana loans and is actively working to clear the remaining debt. The Fundraising Team is employing innovative strategies and community engagement to accelerate loan repayment and secure the financial future of UCC.

Eid in the Park

Since 2017, BCF has been organising Eid prayers at the Hedgecock Community Centre. In 2022, this initiative expanded into Eid in the Park, delivered in collaboration with other local organisations at Maysbrook Park and other venues. This year marked the third successful Eid in the Park event, with approximately 5,000 attendees gathering to pray and celebrate Eid together as one community.

The event has been met with overwhelmingly positive feedback from local residents, who have expressed strong support for continuing this tradition in local parks and similar venues.

Eid prayers provide more than a spiritual gathering-they offer BCF a unique opportunity to: Serve and unite the community, fundraise for community-based projects, Build meaningful networks and partnerships. Celebrate Eid on a larger, inclusive scale with the local community. This open and inclusive event welcomes individuals from all backgrounds, fostering a spirit of togetherness and strengthening bonds within the community.

Ramadan Taraweeh (Night Prayers)

During the holy month of Ramadan, Taraweeh prayers were held at the Hedgecock Community Centre (HCC), attracting approximately 300 attendees each night over 29 or 30 consecutive nights. These prayers featured inspiring Qur'an recitations led by various reciters, providing a spiritually enriching experience for the community.

The Ramadan Taraweeh prayers are a cornerstone of BCF's spiritual services, meeting the community's religious needs while fostering a sense of togetherness. Beyond their spiritual significance, these gatherings serve as a hub for community interaction, networking, and mutual support. For many, the holy month becomes a transformative period, offering spiritual rejuvenation that inspires attendees to embrace a more pious and community-oriented lifestyle.

Annual Iftar Party

The Annual Iftar Party is a cherished event marking the breaking of the fast-during Ramadan. Last year, around 140 members of the community came together to share this moment of unity, including local leaders such as council members, chairs, and secretaries of other local organisations, as well as prominent community members and activist.

This event holds great significance for BCF, serving as an opportunity to: Share key updates about our projects and initiatives, Network with influential organisations and individuals, strengthen ties with local leaders and activists, Celebrate the spirit of community and collaboration.

The Iftar is typically sponsored by local businesses, reflecting their commitment to supporting community initiatives. This gathering not only fosters dialogue on community development but also provides a platform for exchanging ideas and strengthening partnerships.

Youth Projects

Youth Club

BCF hosts a weekly Youth Club session at the Hedgecock Community Centre, attracting approximately 20 local young people each week. These sessions include interactive workshops, quizzes, and board games, all designed to boost confidence and self-esteem among attendees. The program also incorporates topical educational sessions, allowing participants to gain valuable insights, learn practical skills, and build meaningful friendships in a supportive environment.

Intergenerational Football

Since May 2023, BCF has been organising weekly intergenerational football sessions. These sessions bring together youth and adult volunteers, including parents, to foster teamwork and physical fitness. Approximately 26 individuals participate each week, engaging in training exercises and friendly matches.

This initiative provides young people with a productive outlet for their energy, promotes physical health, and helps prevent anti-social behaviour's. Additionally, it serves as a platform for fostering friendships and building a sense of community.

BCF has successfully delivered football tournaments in both 2023 and 2024, engaging local teams in competitive matches where participants have the chance to win trophies and medals. The BCF Youth Team has also participated in external tournaments, achieving notable successes by winning cups and medals.

Youth Football Coaching

Launched in early 2024, BCF's Community Football Coaching program is a weekly training session tailored for boys aged 10-14. Led by qualified coaches, the program ensures structured, high-quality training for local youth.

Currently, around 18 young people participate every Sunday morning at Maysbrook Park. The project aims to instil discipline, teamwork, and physical fitness while providing a safe and stimulating environment for young athletes to develop their skills.

BCF's long-term vision is to expand this initiative into a full-fledged Football Academy, catering to the growing needs of the local youth population and nurturing future talent within the community.

Youth Seminar 2024

On Saturday, 24th February, BCF's Youth Team organised a successful seminar at the Hedgecock Community Centre (HCC), attended by nearly 100 young people.

The event began with a serene Quran recitation, followed by an inspiring keynote address from Hamza Ahmed, whose journey in Islamic learning with HCC based Al Qalam Academy underscored the institution's role in nurturing talent.

The seminar aimed to address the challenges faced by today's youth and encourage collaborative efforts to overcome them in schools, universities, and the broader community. Keynote speaker Hassan Kausar Ahmed provided insights into these issues, setting the stage for workshops where youth leaders facilitated discussions on challenges and solutions. Participants presented their ideas and received positive feedback.

The seminar also featured competitions, with awards presented by BCF Youth Leads Talib Uddin and Anwar Miah, alongside BCF Chairman Yousuf Khan. The event concluded with a shared meal, fostering community and camaraderie.

The seminar was highly appreciated, with positive feedback from both attendees and parents, marking it as a valuable initiative for youth development.

Working with other charities

BCF has consistently demonstrated a commitment to fostering partnerships with other UK-registered charities, amplifying their impact by providing them with a platform at our Friday Jummu'ah prayer services. Through the generosity of our worshippers, these charities have been able to raise substantial funds, enabling them to achieve their objectives and address critical needs effectively.

This collaboration extends beyond local efforts, as we actively support initiatives that respond to global crises. Funds raised during our Friday Jummu'ah services have played a vital role in assisting disaster victims around the world, providing essential relief and aiding recovery efforts in the wake of natural disasters, conflicts, and other emergencies.

By working together with other charitable organisations, BCF not only strengthens the fabric of community support but also ensures that worshippers' contributions make a meaningful difference on both local and global scales. These partnerships highlight the collective power of generosity and compassion in addressing pressing challenges and uplifting communities worldwide.

Future Plans

BCF is committed to evolving and expanding its community-focused initiatives to address the diverse needs of our residents. Our future plans include the following key objectives:

- Establishing a Youth-Led Organisation.

We envision the emergence of a dynamic youth organisation within the borough, spearheaded by young leaders from the community. This organisation will empower the next generation to take ownership of their future, fostering leadership, collaboration, and innovation to address the unique challenges faced by young people.

' - Expanding Women s Participation

Recognising the invaluable contributions of women, we aim to enhance women's involvement in our activities. By developing programs designed for women, we seek to provide opportunities for active engagement in community initiatives, ensuring their voices are central to our mission.

- Launching a Monthly Social Club

To strengthen community ties, we plan to establish an open-age social club for local residents. This initiative will offer a welcoming space for individuals of all ages to connect, share experiences, and participate in social and recreational activities, fostering a sense of belonging and community spirit.

' - Empowering Sub Committee s for New Initiatives

We aim to empower our sub committee's by providing them with the tools, resources, and support needed to engage members and volunteers effectively. This empowerment will inspire creativity and innovation, enabling the development of new initiatives that address emerging local needs.

Funds in surplus

The charity received total income of £162,093 (2022: £132,706) during the year. After payments of outgoing expenses of £48,462 (2022: £25,201), the charity was left with a surplus of £113,632 (2022:£107,505) for the year.

I report to the charity trustees on my examination of the accounts of Barking Community Forum (CIO) (the Trust) for the period 1 November 2022 to 30 April 2024.

Responsibilities and basis of report

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').

I report in respect of my examination of the Trust's accounts carried out under Section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act.

Independent examiner's statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or
the accounts do not accord with those records; or
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. ACCOUNTING POLICIES

Basis of preparing the financial statements

The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention.

Income

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.

Expenditure

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.

Tangible fixed assets

Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.

Taxation

The charity is exempt from tax on its charitable activities.

Fund accounting

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
