## **OBJECTIVES AND ACHIEVEMENTS** 

The objects of the CIO are, for the public benefit, 

To advance in life and help young people across the UK, in accordance with Christian principles, in particular but not exclusively, by training and supporting churches and other youth organisations to establish, develop and maintain youth services that: A) Provide support and activities which develop their skills, capacities and capabilities to enable them to participate in society as mature and responsible individuals; 

B) Relieve unemployment; 

C) Advance education; 

D) Provide recreational and leisure time activity in the interests of social welfare for people living in the UK who have need by reason of their youth, age, infirmity or disability, poverty or social and economic circumstances, with a view to improving the conditions of life of such persons. Nothing in this constitution shall authorise an application of the property of the CIO for the purposes which are not charitable in accordance with section 7 of the Charities and Trustee Investment (Scotland) Act 2005 and section 2 of the Charities Act (Northern Ireland) 2008. 

## **Our Vision** 

We want every vulnerable young person in the UK aged 11-17 to have the opportunity to access professional, relationship based youth services where they can receive the support and opportunities they need in order to thrive in all areas of life. 

## **Our Mission** 

We support Churches to create thriving community youth work projects that provide a welcoming and relational space for young people after school, becoming a home away from home for the young people who need one most. 

## **Our strategic aims are:** 

1.To work with Christian partners to create Relational Hubs in every county in the UK. 

2.To bring together Christian youth organisations, churches and Christian youth workers equipping, training and supporting them to deliver quality community youth work, achieving better outcomes for young people. 

3.To be the lead advocate for the impact and power of community based, faith led youth work. Helping central government, local authorities and voluntary sector groups understand the benefit of the ‘church’s’ impact in this area. 

## **ACHIEVEMENTS AND PERFORMANCE** 

It is my pleasure to reflect on another successful year for Relational Hub. 21/22 has seen us go from strength to strength helping shape the way youthwork is delivered up and down the United Kingdom. 

November 2021 saw our official launch at the National Youth Ministry Weekend in Birmingham which also coincided with the launch of our “Feels Like Home” Research Project. “Feels Like Home” provides compelling evidence which demonstrates the positive impact that multi day a week after school drop ins have on young people’s lives. And with over 1000 views, this research is already influencing how youth workers approach youthwork provision in communities across the country. 

Thought leadership is just one of Relational Hub’s strands of work. The other two pillars are the work we do with partners and the work we do with the Relational Hub Collective. At the beginning of the year Relational Hub was providing support for five partners. During the year a further 15 organisations became Relational Hub partners or Collective members, benefitting from support to frame their youthwork strategic objectives and plan and deliver their drop in offer to young people in their local communities. It is so encouraging to see new partners coming on board, as it is testament to the value they see in the Relational Hub’s approach, and our commitment to enabling young people experience radical hospitality. 

The Relational Hub Collective is a new initiative we launched following the high demand for Relational Hub’s service. The Collective is a network of youth workers who benefit from peer-to-peer support, training, coaching and use of our youthwork delivery tools.  At time of writing more than 50 youth w workers, representing 20 organisations are part of this network. 

It has been an exciting year of growth, which is all the more impressive given the legacy of the Covid-19 pandemic. Relational Hub’s finances are healthy. We generated an operating surplus, and are developing a more diverse income profile, which gives us greater financial resilience. This means we can look forward to 22/23 with anticipation. And 22/23 will be another busy year as we continue to support our existing partners, see new partners come on board, develop the collective further and run our first Community Youth Workers Summit. We wouldn’t be able to look forward with expectation without the passion, dedication and hard work of Andy Gill, Relational Hub’s CEO. On behalf of the Relational Hub trustees, partners, and Collective members, thank you Andy. In the year ahead we will and see more and more young people experience radical hospitality as a result of Relational Hub’s work. 

## **RISK** 

The Trustees actively review the major risks which the charity faces on a regular basis and believe that maintaining the free reserves stated, combined with the annual review of the controls over key financial systems carried out on an annual basis will provide sufficient resources in the event of adverse conditions. The trustees have also examined other operational and business risks which they face and confirm that they have established systems to mitigate the significant risks.

## **FINANCIAL REVIEW** 

## **Reserves** 

The Trustees have considered the level of reserves they wish to retain appropriate to the charity's needs, the aim being to ensure that the charity will be able to continue to fulfil its charitable objectives by working towards having at least 3 months expenditure in reserves. 

## **Public Benefit** 

The Trustees confirm that they have complied with the requirements of section 17 of the Charities Act 2011 to have due regard to the public benefit guidance published by the Charity Commission for England and Wales. 

## **TRUSTEES RESPONSIBILITIES** 

The Charities Act 2011 require the Trustees to prepare financial statements for each financial year. In preparing those financial statements the trustees are required to: 

- Select suitable accounting policies and apply them consistently; 

- Make judgements and estimates that are reasonable and prudent; 

- Prepare financial statements on the going concern basis unless it is inappropriate to presume that the trust will continue in existence. 

The Trustees are responsible for keeping proper accounting records, which disclose with reasonable accuracy at any time the financial position of the trust. They are also responsible for safeguarding the assets of the trust and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

## **INDEPENDENT EXAMINER'S REPORT ON THE ACCOUNTS** 

I report to the charity Trustees on my examination of the accounts of Relational Hub for the year ended 31 August 2022 which are set out on pages 7 to 11. 

## **Respective responsibilities of Trustees and examiner** 

As the charity’s Trustees of Relational Hub you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’). 

## **Independent examiner’s statement** 

I report in respect of my examination of Relational Hub accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

- 1 

accounting records were not kept in respect of Relational Hub as required by section 130 of the Act; or 

- 2 the accounts do not accord with those records; or 

- the accounts do not comply with the accounting requirements concerning the form and content of accounts set out in 

- 3 the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair view' which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **RELATIONAL HUB NOTES TO THE FINANCIAL STATEMENTS** 

## **1. ACCOUNTING POLICIES** 

## **Basis of Preparation & Assessment of Going Concern** 

## **Basis of Preparation** 

The financial statements have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant notes. The financial statements have been prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102)2nd edition(effective 1 January 2019) - (Charities SORP - FRS102) and the Charities Act 2011. 

The Charity meets the definition of a public benefit entity under FRS102. Assets and liabilities are initially recognised at historical cost unless otherwise stated in the relevant accounting policy notes. 

## **Assessment of Going Concern** 

Preparation of the accounts is on a going concern basis. The trustees consider that there are no material uncertainties about the Charity’s ability to continue as a going concern. 

## **Incoming Resources** 

## _**Recognition of Incoming Resources**_ 

These are included in the Statement of Financial Activities (SOFA) when: 

▪ the charity becomes entitled to the resources; 

▪ the trustees are virtually certain they will receive the resources; and 

▪ the monetary value can be measured with sufficient reliability 

## _**Incoming Resources with Related Expenditure**_ 

Where incoming resources have related expenditure (as with fundraising or contract income) the incoming resource and related expenditure are reported gross in the SOFA. 

## _**Grants and Donations**_ 

Grants and Donations are only included in the SOFA when the charity has unconditional entitlement to the resources. 

## _**Tax Reclaims on Donations and Gifts**_ 

Incoming resources from tax reclaims are included in the SOFA at the same time as the gift to which they relate. 

## _**Contractual Income and Performance Related Grants**_ 

This is only included in the SOFA once the related goods or services has been delivered. 

## _**Gifts in Kind**_ 

Gifts in kind are accounted for at a reasonable estimate of their value to the charity or the amount actually realised. Gifts in kind for sale or distribution are included in the accounts as gifts only when sold or distributed by the charity. Gifts in kind for use by the charity are included in the SOFA as incoming resources when receivable. 

## _**Donated Services and Facilities**_ 

These are only included in incoming resources (with an equivalent amount in resources expended) where the benefit to the charity is reasonably quantifiable, measurable and material. The value placed on these resources is the estimated value to the charity of the service or facility received. 

## _**Volunteer Help**_ 

The value of any voluntary help received is not included in the accounts but is described in the trustees' annual report. 

## _**Investment Income**_ 

This is included in the accounts when receivable. 

## _**Investment Gains and Losses**_ 

This included any gain or loss on the sale of investments and any gain or loss resulting from revaluing investments to market value at the end of the year. 

## **Expenditure and Liabilities** 

## _**Liability Recognition**_ 

Liabilities are recognised as soon as there is a legal or constructive obligation committing the charity to pay out resources. 

## _**Governance Costs**_ 

Include costs of the preparation and examination of statutory accounts, the costs of the trustees' meetings and cost of any legal advice to trustees on governance or constitutional matters. 

## _**Grants with Performance Conditions**_ 

Where the charity gives a grant with conditions for its payment being a specific level of service or output to be provided, such grants are only recognised in the SOFA once the recipient of the grant has provided the specified service or output. 

## _**Grants Payable without Performance Conditions**_ 

These are only recognised in the accounts when a commitment has been made and there are no conditions to be met relating to a grant which remain in control of the charity.

## _**Redundancy cost**_ 

The charity made no redundancy payments during the reporting period. 

## _**Deferred income**_ 

No material item of deferred income has been included in the accounts. 

## _**Creditors**_ 

The charity has creditors which are measured at settlement amounts less any trade discounts. 

## _**Provisions for liabilities**_ 

A liability is measured on recognition at its historical cost and then subsequently measured at the best estimate of the amount required to settle the obligation at the reporting date 

## _**Fixed Assets**_ 

These are capitalised if they can be used for more than one year, and cost at least £750. They are valued at cost or, if gifted, at the value to the charity on receipt. 

## _**Depreciation Expense**_ 

Depreciation is calculated at a rate to write off the cost of tangible fixed assets on a straight line basis over 4 years from the month they are purchased. 

## _**Stocks and work in progress**_ 

Stocks held for sale as part of non-charitable trade are measured at the lower or cost or net realisable value. 

## _**Debtors**_ 

Debtors (including trade debtors and loans receivable) are measured on initial recognition at settlement amount after any trade discounts or amount advanced by the charity. Subsequently, they are measured at the cash or other consideration expected to be received.

## **8. CREDITORS AND ACCRUALS: AMOUNTS FALLING DUE IN MORE THAN ONE YEAR** 

The Charity held no long term liabilities during this or the previous financial year. 

## **9. PAYMENTS TO TRUSTEES** 

No payments were made to trustees or any persons connected with them during this financial period, other than reimbursement for small items paid for on behalf of the Charity. No other material transaction took place between the organisation and a trustee or any person connected with them.
