Objectives and Activities
The Llangynog Village Hall, Carmarthenshire, received CIO (Charitable Incorporated Organisation) registration on 25 September 2020, and this report covers the third full year of operation in this status.
The charity exists to provide and maintain a Village Hall for the use of the inhabitants of Llangynog and the surrounding area. This includes providing a venue for meetings, lectures and classes, as well as other forms of recreation and leisure-time occupation in the interests of social welfare. The primary objective is to improve the conditions and quality of life for the inhabitants. (SORP reference para 1.17).
This year has seen the Village Hall establish a very healthy and vigorous routine, free at last from the hiatus caused by the Pandemic. The Committee, through their trademark diligence and energy, have actively pursued every avenue to make full use of this valuable amenity. There has been some delay experienced in finalising the amended Lease with the Diocese, that not being the fault of the Committee but with respective legal teams. Gladly this has been rectified and the new Lease has been agreed. Additionally the Committee approved a Constitution for the year based upon this. (SORP paras 1.17 and 1.19).
The Trustees continue to have had due regard to the guidance issued by the Charity Commission on public benefit. Along with the Chair of Trustees, they are drawn from the local community and are sensitive to the needs of the population who benefit from the charity. (SORP para 1.18).
Additional Information
As identified in previous Trustees Reports, Committee members and other volunteers drawn from the community have carried out much of the maintenance to the fabric of the Hall building, internally and externally. The high quality of the amenities available have attracted many users from within and without the immediate community. Hall hire has been buoyant, for pantomimes and plays, a busy Bridge Club, Craftability and Dog Training sessions as well as private parties. (SORP 1.38).
Achievements and Performance
Once more the Trustees congratulate the Village Hall Committee for their loyal and selfless commitment and industry: the correct checks and balances are in place to discharge income to best effect. From well attended Plant and Craft and the ever popular Christmas Fairs to Quiz and Film Nights, the popularity of the venue grows, attended by many regulars from Llansteffan, Llangain, Llanybri, Bancyfelin and further afield. Financial Review
The charity has a nominated and experienced Treasurer, who is part of the Village Hall Committee. The husbandry of scarce funding is meticulous. The opening balance at the start of the reporting period stood at £8,944.70p, with a closing balance of £8,604.37p. The Committee have taken sensible account of the stark rise in electricity costs and all other outgoings. (SORP para 1.21).
The aim of the charity is to maintain a reasonable reserve as a contingency, but to sensibly balance that with discharging funds to the benefit of the community rather than amassing a large credit balance. (SORP para 1.22).
Additional Information
The charity’s principle sources of funds, such as regular coffee mornings, drama/musical events, seasonal fayres, craft and bridge clubs and income from hiring the hall for meetings, lectures and classes, has continued at a good level during the year. Every opportunity is taken to expand the Hall’s use further. (SORP para 1.47).
Structure, Governance and Management
The routine operation of the charity is managed through regular meetings of the Village Hall Committee. The Hall itself is held on lease from the Diocese of St David’s, the provisions within the lease document are complied with through the Committee. Membership of the Committee has changed slightly during the year, with some responsibities redesignated to ensure optimum output and scrutiny.
The Trustees have regular oversight of the Committee and the general running of the amenity. On behalf of the Trustees, the Chair congratulates the Committee on another most excellent year. It takes hard work, valuable time and sheer commitment to achieve what they have done, meeting the various challenges with vigour. The Village Hall is the success it is largely through their industry. (SORP 1.25).
