Description of the charity’s trusts

Hampshire History Trust is governed by a constitution document that was in place when the charity was incorporated and approved by the Charities Commission on 21st September 2020.

Hampshire History Trust is a Charitable Incorporated Organisation (CIO) (governed by the Foundation Constitution document).

The original trustees were appointed from the people who had developed the original projects (Winchester Heritage Open Days) and brought them to the current size and scale. Further trustees have been appointed to build a wider team with the appropriate skills and knowledge to support the aims of the charity and run it effectively.
Additional governance information

New trustees are provided with the appropriate guidelines and information to allow them to undertake their roles effectively.

The formal business of the charity is conducted through regular trustee meetings (typically quarterly) and actions are agreed and followed up regularly.

Additional meetings of trustees (working groups) take place outside the boardroom to carry out the work of the trust and, where necessary, board decisions can be made via email.

In the financial year the charity employed one part-time administrator to coordinate the Winchester Heritage Open Days festival alongside one of the founding trustees. The two main projects (Winchester Heritage Open Days and Hampshire HistBites) are supported by up to 20 part time volunteers at any one time.

All Trust policies are accessible online by all trustees and key policies for volunteers are sent to them prior to them signing their volunteering agreement.

The Trust has a risk management policy and associated risk register which is used to develop appropriate policies and procedures.

The Trust’s lead sponsors in 2022/2023 were again Winchester College and Winchester BID.

The Trust also has working relationships with the University of Winchester and Winchester Radio and is in regular communication with Hampshire Cultural Trust and Hampshire Archives Trust.
Objectives and activities
Hampshire History Trust has the following stated objects:

To advance the arts, heritage, and culture for the public benefit by promoting and organising events, festivals, and workshops in and around Winchester, Hampshire with a particular focus on the development of a Winchester History Festival.

To advance the education of the public (and particularly amongst those living in, working in, or visiting Hampshire) in the subjects of history and heritage by providing lectures and talks, guided walks, staging exhibitions, educational materials, podcasts and other similar educational activities and projects as the charity trustees think fit.
Activities
2023 saw a full programme of activities. Hampshire History Trust:

Coordinated and promoted Winchester Heritage Open Days as a full live festival of events.

Successfully began to develop fundraising activities

a. Launch of our Friends scheme, to give supporters access to information and events as a thank you for their financial support.

b. Alice Loxton (historian, presenter, and author with over two million followers on social media) gave a talk on her debut history book, UPROAR! which was kindly hosted on our behalf by Winchester College.

Continued to develop the board structure and foundations of the Trust.
Achievements and performance
WINCHESTER HERITAGE OPEN DAYS – 2023 Festival Review
The Festival
This year’s eighth annual Winchester Heritage Open Days festival, organised by Hampshire History Trust, took place from Friday 8 -Sunday 17 September 2023.
The 2023 theme was ‘Creativity Unwrapped’ and venues and organisations across Hampshire
celebrated the creative history and heritage of the county with tours, talks, workshops, music and dancing, and more.
120+ events took place over the 10-day period attracting a staggering 15,000+ visits – an increase of 50% on 2022.
How did it go?
During this year’s festival attendees engaged in the rich culture of Hampshire attending events throughout the county. 65% of events were mounted in the city of Winchester. However, other events and activities took place as far afield as Lymington, Alton and Basingstoke.

Winchester College presented a range of 10 fascinating events attracting over 1,000 visitors

Events at The Great Hall included poetry, dance, workshops and displays

Courtlye Musick gave a wonderful performance at The Pilgrims School

170 people attended The Brickworks Museum over two days with many of them filling up the seats for two talks

2,000 people travelled to visit the stunning 17th Century Uppark House and Gardens
Behind the Scenes
During the run up to the festival, we had over 121,000 visits to our website illustrating the huge interest in Hampshire’s history and heritage.
Our regular e-newsletter now has nearly 2,000 subscribers, an increase of 25% on 2022. Our e- newsletters keep our supporters up to date with all the latest festival news including forthcoming events, volunteering opportunities, and other activities.
This year our box office opened on the 8th of August and over 800 tickets were booked in the first 4 days. Nearly 2,000 tickets were booked for the festival, and thousands of visitors enjoyed the wide range of “Just Turn Up” events.
Our Audience
Of those who provided feedback, 36% of festival attendees were new to Heritage Open Days, while 64% of visitors had attended and enjoyed events in previous years.
Most attendees stated that they visited the festival to find out more about local history, to visit places that are not normally accessible and to learn or do something new or different. Over 70% of visitors attended more than 2 events (40% attended 3 or more).
Visitors came from as far away as the USA though the vast majority of visitors were from closer to home, many stating that the opportunity to visit events and venues on their doorstep was valued highly.
Feedback
We received some wonderful feedback from attendees, highlighting events they particularly liked whether it was learning something new, touring places usually unavailable to the public or enjoying interesting activities with family and friends.
Some respondents were keen to learn more about becoming a Friend of Hampshire History Trust, which has just been launched.
Supporters
Hampshire History Trust is grateful for the continuing support of our sponsors and funders, including our lead sponsor Winchester College. We also received grant support from Winchester BID, Hampshire County Council and Winchester City Council. Belgarum estate agents also supported the Heritage Open Days and Rick Stein restaurant donated some of the proceeds from “Winchester Pudding” sales to us.
Hampshire Chronicle continued to support with coverage of our activities during the year.
Patrons
John Pilkington (explorer and travel writer), our original patron who helped the charity come into existence, continued to provide support to our activities throughout the year.
Just after this year’s festival, Hampshire History Trust was delighted to announce that Dan Snow had agreed to become a patron of the organisation alongside John. Dan, known as The History Guy, has been a keen supporter of Winchester Heritage Open Days for a number of years, and his appointment forms part of the Trust’s continued drive to raise funds and expand its projects further across Hampshire. He commented: “We are so blessed in Hampshire with a richness of history extending over thousands of years, I am proud to play a part in the Hampshire History Trust to ensure that we understand how that history has shaped us and conserve it for future generations.”
Hampshire HistBites
The Trust's other major output, the 'Hampshire HistBites' podcast struggled to recruit new volunteers during 2023 and production of new content was paused. However, there were still many visitors exploring the rich content of the eight seasons of podcasts produced to date (total downloads during this period were 2,330). The project is due to restart with new episodes being produced early in 2024.
Financial review
Reserves
Hampshire History Trust have a reserves policy which aims to support the charity in balancing short-term expenditure needs with longer term support to our activities and planned future events. Because our income is not ongoing or guaranteed, we need to hold reserves to ensure that we can continue to support our charitable activities in future months and years. 1) Definition
Reserves are unrestricted funds that are available to spend on our charitable purposes.

2) Reserves will be held for 4 main purposes
-
a) Contingencies – to ensure that HHT can respond to unexpected expenditure in the event of an emergency or unforeseen event.
-
b) Cash flow management – to ensure that we have funds to manage (expected) future commitments in line with our programmes of activities and events and to meet short term costs.
-
c) Conservation of donated funds which are intended to provide long-term benefits or benefits over several years so that such funds are used appropriately.
-
d) Closure – we will ensure that there are sufficient funds to meet any outstanding financial commitments in the event of the closure of the charity.
3) Process
Reserves and funding requirements will be reviewed by Trustees as part of the annual budget
setting process and through regular Trustee meetings. Reserves will be needed to meet:

a) Underlying (semi) fixed costs such as IT infrastructure and insurance.

b) Planned costs to run the annual Winchester Heritage Open Days and maintain the availability of the Hampshire HistBites podcasts

c) Costs of fundraising or other events on behalf of the Trust throughout the year

Financial review details

Income for the year was £13,673
-
a. Sponsorship income was generated from Winchester College, Winchester BID and Belgarum estate agents.

b. Grants from Winchester City Council and Hampshire County Council also supported our work. The restricted funds from Hampshire County Council related to the hire of Winchester Great Hall for which they both charged a fee and provided an equal grant. The fee for venue hire remained outstanding (un-invoiced by HCC) at the end of the financial year.

c. Fundraising events, the newly launched Friends scheme and other donations made up the balance of income.

The main outgoings in the period related to the production and promotional costs of the festival events and activities along with the costs of a part-time freelance administrator to co-ordinate festival creation and running of the activities. Costs also include the software subscriptions to create and host the HistBites podcasts.

The overall net deficit of £1.4K reported includes a net of £2K relating to prior periods with the underlying figure being a small underlying surplus, showing good progress towards matching our funding with the costs of putting on all the activities that we provide.

The trust ended the year with £13.5K of funds which, after payment of £1.8K of costs due for settlement in the following month and payment received for £0.4K due to the charity, will leave a net £12.1K available to support the growth of the charity and to provide the programme of Heritage Open Days in 2024.
