Structure, governance and management
The Charity is controlled by a governing document, a deed of trust and constitutes a charitable incorporated organisation and is managed by the Trustees as a body.
New trustees are inducted primarily by reference to the Charity Commission welcome pack which focuses on the main duties and responsibilities of the role. This provides essential information to help new trustees.
The Trustees have concluded their own risk review of the major risks that the Charity is exposed and systems have been established to mitigate these risks. Risks are manged by implementing procedures for authorisations for all transactions, including investment decisions. These procedures were periodically reviewed to ensure that they continue to meet the needs of the Charity.
Objectives and activities
The objectives of the Charity, as set out in the governing document are to provide facilities for the recreation or other leisure time occupation by providing an area for use as a community garden and for other activities in the Stevenage and surrounding area.
The Trustees have complied with their duty in having due regard to the guidance on public benefit as published by the Charity Commission, in exercising their powers and duties.
Achievements and performance
The Charity continued to operate and maintain the facilities it provides to the community as set out in its charitable objectives.
Financial review
The Charity held net unrestricted funds of £1,786 as at 30[th] April 2023 (30[th] April 2022: £1,827). Net payments for the year ended 30[th] April 2023 amounted to £41 (30[th] April 2022: £1,289).
The Charity’s policy on reserves is to hold sufficient resources to continue its charitable activities should income and fundraising fall short. The Trustees consider that the Charity should hold a sum equivalent to 12 months operating expenditure.
