STRUCTiJRI, GOVERNANCE AND MANAGEMEIYT
The Benefices of St Paul's King Cross and St Anne's Souihowram were suspended following Fr Kevin
Barnard's retiremtnt. However. we received notice in September 2023 that the Bishop of Leeds
intended to Tevoke the suspension and that the two churches would be held in plurality With Fr Nig¢1
Siimpson as the first incumbent. The ohang¢ did not take place until l January 2024. The two
churches maintain their identities ivith separat¢ services and Parochial Church Councils.
St Paul's is registered As a charÈty with tlie Charity Commission on 4 September 2020.
Membership ofthe PCC
Members of the PCC are ¢ith¢r ex officio or are elected by the Annual Paroohial Church Meeting.
Appointments and elertions ar¢ in accordance with Church Representation Rul¢s. There were 9 PCC
meetings in 2023. via Zoom or in pei'son. The bclow wer¢ confirnied as members ofthe PCC from April
2023. The figures tn brackets referto th¢ remaining period of servic¢ (from the date ofthe APGM 2023)
before the member resigns and stand for re-election if helshe wishes.
The incumbent is usually the Ghaimian of the council. The churchwardens ar¢ ¢l¢cled anlluauy by those
who attend the APGM. Deanery synod repTe5entatives are elected every three years at the APGM. AII
other officers are ele¢t¢d from and by tlie Council members.
There is a numb¢r of sub-committees which investigate N'arious aspects ofthe life ofth¢ church. These
generally meet on an ad hoc basis and any recommendations are passed to the PCC for approval. The
coFnmitte¢s are as fullows:
Standing Committee
This IS the only committee required by law. It comprises the irLciimb¢nt. th¢ ¢hurchwardens, the
treasurer. the secretary and ttvo elected metnbers of the council, currently Christine Endeacott and
Graham Foster. The committee is empoiyered to transact the biisiness of the PCC betsveen meetings.
The Standing Committee m¢t on several occasions diiring the year mainly to dis¢uss issues arising from
the roof project.
Finance Comniittee
The Standing Committee substitutes as a F.inance Committee as circumstanees dictate.
Commill¢efor MAYsions
Its function is to distribute money to various charities at home and abroad. The money comes from 10
per cent of our planned giving r¢¢¢tpts overthe year. The Missions S¢Gr¢tary is ¢x otricio tu]d is elected
by the PCC. Hejshe siiggests to th¢ PCC which ch￿'It5e5 should be siipported that year. Members of
the congregation are invited to put forward prop03a15 before the meeting. Christine Endeacott is the
Missions Secretary.
Social Commiflee
This did not meet during 2023. but a series of concetts and other events were orgonised through the
PCC. The Cotnmitte¢ was revived in 2023, in time for the Christmas Fayre.
Lithrgv Group
This group is led by ihe inciimbent. It is open to all members of the eongregtttion and its purpose is to

OBJECTIVES AND ACTTvrrJES
The PCC is committed to Maintaining St Paul's as 8 centt'e of Anglo-Catholi¢ worship. The PCC
reviews the church's regular services and suggests improvement and amendments as necessary.
The PCC also encourages the use of the chui'ch and parisli room by the congr¢gation and the wider
paris1￿COmMunIty. Social activitie4 including the monthly coffee morning (which continues to attract
people from outside the regular ¢oi)gr¢galion) ar¢ open lo all and are w'idely publicised. In order to Fneet
the Reeds of the congregation aiid others vsing oiir facilities, we need to maintain the fabric and ensure
that the church and p￿ls￿ room are as welcoming as possible.
ACHtEVEMENTS Af4D PERFORMATr4CE
Worship and prayer
Diiriftg 2023 the main seryic¢ of th¢ we¢k was the Sunday Mass. Over the year. we eased the
restrictions COVID had pla¢ed on how we celebrat¢, alld by tlie gnd of the year, Iiad restored the use of
th¢ high altar for ¢ommunion and the receiving of communion in two kinds for those who wished it.
We retained the dtstanced forni of the Peace as itwas felt to suit the service better. There is also a said
Mass on Thursd&y mornings. followed by refreshm¢nts.
We were able to maintain most of our traditional services during Lent and Holy Week, alternating the
main services with St Anne's. Members of both congregations were encoiiraged to attend all services
wliichever cliiirch th¢y were h¢ld in, and there was a weekly devotional service on Zoom which attracted
members of both congregations.
In the perioKI leadtng up to Chrithas we held a Carol Service and Crib Service both of which were well
ttended and attracted visitorswho are not reglilarmembers of the Congregation. We a150 held a'songs
of Praise, s¢ivi¢¢ in O¢lober whichalso attracted a good congregation. Anew initiative,'Come and Sing,
Choral Evensona was inlroduL¢d in July and attracted a number of singers new to St Paul's. We repeated
the experience in October, and as a result, recruited a ncw incmbcr ofthc choir. As part of of ouroutreach
to non-members of the usual conoregation, we Visite￿ by Invitation of the manager, two hostetries in
the parish and led cai-ol singing which was iYeLI received.
At present there are 64 members on the electoral roll, 10 of whom live in the parish and 54 outside.
During the year. there were no baptisms. no weddings and three funerals.
We have continued lo maintain the database of email addivJses whioh w2s established in 2020 and send
a weekty newsletter (the Pewsheet) to all those on the list. -I'his enables us to let members OF tlie
congregation know about services and other events on a regular basis. We have an active website and
a presence on social mediffj ¢sp¢cially Facebook, so anyone interested in the church and its seTvices has
access to up-to-date ffinforniation. Visitors to the website can also make donations by ¢li¢king on the
televant scon and for visltors to the church. ther¢ is a contactless card ma¢hine.
Safeguarding is an agenda item at all PCC meetings. bul no n¢w issues were raised in 2023. Members
of the PCC are encouraged to complete an onlin¢ ¢ows¢ to make sure ihey und¢rsland all the
ramifications of the requirements. The Safeguarding policy is ￿VIewed and approY¢d every year by
the PCC and follow5 Diocesan guideline5.
Because of the need to raise funds foi the roof w¢ liave ¢ontinu¢d a numb¢r of moDey-making v¢nlures
iyhich have helped to bring the congregation closer togetl)er. Tliese incli￿e a monthly raffle, a'Take a
Pick, raffle and the sale of cakes and craft5 made bytr and donated by, rnembers of the congregation.

Degnery synod
As from 23rd April 2023, three members of our Congregation sit on the Deanery Synod and report
back to the PCC on matters discussed. See separate report on page
Engagement WAth the community
2023 was notable for a series of Social events, mainly focussin8 on music. These events attracted people
from the wider parish, not just the congregation. We also Iield two popular quiz nights and David
Glover gave anothcr wcll attended talk, The monthly coffee mornings Continue to be well supported.
To attract the wider parish, we lield both a Summer Fair and a Christmas Fair in church.
We took part on the Yorkshire Histori¢ Churches Open Day and the church Iwas tnaDned to welcome
and inform visitor5. We also produced a leafiet to help visitors enjoy the higELlight of the church and
appreciat¢ their significance to our form ofworship.
The Ukrninian cliiirch continii¢s to hold a monthly service at St Paul.
We maintain a good relationship with Parkinson Lane SchoDI. Tile pupils make regular visits to the
cliurch and Fr Nigel is a frequent visitor to the school.
There is a wide raiige of books and CDS for anyone to borrow.
Saint Paul's As registered &s a Fairtrad¢ Church and all te￿ coffee and sugar used at cFkurch are Fairtrade
products.
Land and buildings
The fabric of the church continues to be of concern, especially the roof. We fmallyj after much delay
from the Diocesan Advisory Committee (DAC). received a Faculty to re-roof the church in September
2023. The PCC accepted a qiiotation for the work for £181,767 + VAT and professionp&l fees.
However, the work cannot start until we have raised the necessary money. Atthe end of 2023, the roof
fund stood at £1 i L,000. The PCC is approaching charitable bodies who provide grants towards prOJ￿t5
of this kind but proor¢ss is slow.
We received a Faculty for th¢ work on the organ and work began with the rernoval of the existing
instrument. We have been loaned an electronic organ for use tile interim.
We would like to thaDk all those volunteers who make sure that the church is clean and welcoming. We
woiild also like to thank those who arrange flowers to adorn the church and tliose who work oiitside
maintaining the grounds ivhich are always ath'a¢tiv¢ and receive favoiTrable cominents from th¢
congregation aiid visitors alike.
The church carries out a health and safety ¢h￿k ¢Yery year. and any issues raised are dealt with
promptly.

Deanery Synod Report 2023.
The year slarted off with Grkn Fost¢r and Shaugl)n Bevan ag our represmtatives for the Halifax &
Calder Valley Deanery.
The three meetings of this Synod during 2023 were as follows.. .

Rev. Robb Sutherland, as th¢ new Area Dean, welcomed representatives to the last Deanery Synod of
the current triennium and hoped that there w'ould be lols of good discussion abolit how we, as churches
across the Deanery, ¢an support the work in our local schools, a subject whtch the meeting would be
mainly concerned with. Robb then introduced Ruth Walker, the Chaplain at Holy Trinity and
Rosemary Wright from CICS, (Christians in Calderdale Schools). both of whom would be addressing
the meeting. This was ihe lajt nieeiing of ihe Triennium, andfroRn ihen on, we (Si. P(Tzfl's) were noiv

Cross
Following the sung service to b¢gin the new triennium, the only bustness at this meeting was a proposal
from Robb Sutherland, based upon th¢ prcvious discussions at tli¢ m¢¢ting in March about school's work
with the Chaplain ai Trinity Academy, to plaTrt a student ¢hur¢h afi¢r th¢ school day with involvement
across the Deanery. To fa¢ilitate tbis work Halifax and Calder Valley Deanery will apply for fiinding
from the Bishop's D¢v¢lopment Fund and the Fainily and Social Welfare Council. This proposal was
seconded by Jan¢ Evans and supported unanimously.
November 2￿3 - All Saints Skircoat Green.
The guest speaker for this meeting was recently appointed Episcopal Bisliop ol Huddersfield, Smith
Prasadam, where her main subject was on tlie number of children attending churchcs in thc Diocese.

of 0.70/& across th¢ Diocese. I wa5 happy to report to the Synod that th¢ Sunday preceding we able to
record an Under 16's attendance of 201/1 0.
Graham Fost¢r raised the conceming matter of how worshippers were poorly welcomed when visiting
different churches across the Dcancry.

in chlirches, including the gaining of funding.

the specific object for which they were giveii. Any balance r¢maining unspent at the end of each

Resollrees expended
Grants and donations are accounted for wh¢n paid over, The dio¢¥san comTnon fund is accounted
for when paid. All other expenditure is generally recognised when it is incurred and is accoiinted
for gross.
Investmellts
Unlisted equity investments are initially recorded at cost, and subscquently measured at fair value.
If fair value cannot be reliably measured. assets ar¢ measured at cost less impainnent.
Listed investments are measured at fairvaluewith changes in fairvalue being recognised in in¢om¢
