This is an umbrella organisation covering the Lake District teams, police representatives and other organisations interested in mountain rescue.
The purpose of the Lake District Search and Mountain Rescue Association is to act as a link between the national body, Mountain Rescue England & Wales and all other interested bodies. The association speaks out and acts on behalf of the teams on matters relating to Lake District mountain rescue as a whole. It also fosters publicity aimed at the prevention of mountain accidents.
The production of the 2024 Annual Report was delayed. Hence this is a reduced onlineonly version, which focuses on the incident details and summary statistics.

Chairmans Report – AGM 2026
As I reflect on my second year as Chair, I believe that 2025 finished on an optimistic note for the teams of the Lake District Search and Mountain Rescue Association (LDSAMRA), with our members continuing to demonstrate the resilience inherent in having completely interoperable Mountain Rescue teams.
The increasing upward trend of callouts of previous years plateaued, with a modest 3% increase from the previous year's 813 to 838 callouts in 2025.
Individual team, region and national Mountain Rescue messaging activities have probably positively impacted on this outturn, but we should acknowledge the support that we receive from partners. Our Local Resilience Forum (LRF) e.g. Police & Fire Service and other statutory responders; and members of the Strategic Visitor Management Forum (SVMG) e.g. Local Authorities, Lake District National Park Authority, National Trust, all strongly focus on aligned visitor safety messaging, which I’m sure has positively impacted.
Emergent independent low land search teams have raised in profile within our region during 2025 and work continues to understand their role and capabilities looking forward in 2026.
Individuals and teams within the Lakes region continue to be inquisitive and open minded to new technologies and approaches to assure the best possible casualty outcomes. At a smaller scale, this is well represented by: all weather drone technologies and automated searching continuing its development and a revision of MR MAP with new search management functionality. In addition, e-bikes, water-based drones, powered exo-skeleton legs; and life like medical manikins, have made an appearance.
At a larger scale the Duddon and Furness team continues the construction of its £1.3M base, with Penrith, Coniston and Kendal now planning similar replacements or large-scale refurbishments, all of which will take considerable investment (my personal estimate is £10-12M).
To meet these emerging needs, LDSAMRA has changed how it distributes funding and broadened its collective decision making around the allocation of funding. The LDSAMRA Funding Group first met in March 2025, based on an agreed set of “Fairness Principles”. These prioritise (in priority order):

2. Operational Capability Equality
3. Unforeseen Expenditure
Distribution of funds has taken place at two meetings and the view of the panel becoming more nuanced as its experience grows. All members teams are welcome to attend the funding discussions and should reach out to the Secretary for an invite.

Although from an operation perspective there was much to celebrate, 2025 drew to a close on a sad note, with the passing of the LDSAMRA President John Dempster MBE, in October 2025. John had volunteered in Mountain Rescue for 59 years, out of which he been Chair of the Cockermouth Team for 36 years and Chair of LDSAMRA for 15 years.
Mountain Rescue appeared in the Lake District around 70 years ago with the formation of teams like Keswick in 1947 and as time marches on, there is an inevitable “changing of the guard”. John was only one of a number of our teams senior members who have sadly
passed during 2025. Our condolences and heartfelt thanks go to their families, as our organisations are truly built on the shoulders of these giants.
Richard Warren was elected as our new President at the January LDSAMRA Quarterly Meeting, which we thank him for accepting this honorary role and continuing to represent and advocate for our region.
Mountain Rescue in the Lakes is provided by 12 teams comprised of over 400 highly trained, highly motivated, unpaid volunteers. These volunteers are supported by their families and friends, all of which have to make significant sacrifices to support the demands of the service. LDSAMRA is the umbrella organisation that represents these teams and is mostly staffed by the same volunteers that are providing the rescue service at the coalface. These dedicated individuals often wear multiple hats within their teams, as well as their LDSAMRA roles. To them I offer my specific thanks.
Finally, it should be noted, there are no paid positions in Mountain Rescue. Every penny donated to LDSAMRA is focused at developing the rescue service and improving casualty outcomes.

Call from NWAS requesting assistance getting 53 YOM to ambulance after falling and breaking his lower leg, Smal team
deployed to assist.

Advice to Mountain Users
Many calls to Mountain Rescue Teams are avoidable. With adequate preparation, awareness of local conditions, experience and the application of common sense, the number of accidents can be reduced. The following points cover the minimum precautions you should take if you want to avoid getting hurt or lost, and in the event of an accident, minimise further harm to you and your party.
Planning and Preparation

Plan before setting out. Maps are essential and guidebooks are full of advice. Consider the equipment, experience, capabilities and enthusiasm of the party members.

Check the weather forecast and local conditions, UK mountains can be major undertakings. Night encroaches early in the winter and the further north you go. Check the website www.mwis.org.uk

Carry a First Aid kit and learn how to give First Aid

Many accidents occur towards the latter part of the day when both your energy levels and those of your phone and GPS batteries will be run down. Did you remember to charge your batteries before setting out?
Footwear and Clothing
-
Wear suitable boots with a treaded sole and sufficient support for ankles.
- Clothing should be colourful, warm, windproof and waterproof.
-
Take spare warm clothing including a hat and gloves, it is always colder on the tops.
Food and Drink
-
In addition to the usual sandwiches, take chocolate, dates, or similar sweet things, these can restore energy quickly. You may not need them yourself, but someone else may.
-
Streams on hills are drinkable if fast-running over stony beds.
Equipment and its Use
-
A map, compass and the ability to use them, at least one reliable watch in the party should always be carried.
-
If you carry a GPS, at least know how to read your current position. It could save a lot of hassle in an emergency when speaking to the Rescue Team.
-
In all conditions, it is wise to carry a whistle, torch, spare batteries and bulbs. In winter conditions, an ice-axe, crampons and survival bag are essential.

Climbers and mountain bikers are urged to wear suitable helmets at all times.

3) The Gift Aid claim for 2024 of £3,162 was received in March and this compares to the claim made and received of £2,248 for 2023.

4) The VAT claim for 2024 of £2,032 was received in March and this compares to the claims made and received of £7,804 for 2023.

5) £50,000 was received from Keswick MRT specifically for the Fairness Fund.

6) Sundry income in 2025 to date comprised £2,989 of interest from the Mansfield Building Society and Virgin Money as well as £16,750 of interest from HSBC. For 2024 sundry income comprised £5,000 for the sale of the trailer and £13,989 of interest.

7) Officers’ expense claims in 2025 were below those of 2024.

8) Training costs covered mainly winter skills training in Scotland and Swift Water Rescue. The costs are shown net and include recovery of costs from teams.

9) Insurance costs are shown net. We received a contribution from Cumbria Police and have paid the insurance for 2025/26. The net income relates to a change in timing of the start of the MREW insurance year to 1 July.

10) There have been some sundry expenses to date in 2025, including provision of tabards. During 2024, LDSAMRA funded the publication of 1,000 copies of “A History of Mountain Search and Rescue in the Lake District” written by Bob Bennett of Wasdale MRT, at a cost of £8k. These have been distributed to team for each team to sell and retain funds for themselves. Bob retained some books to sell personally and sales in this year have raised £1,840 (see 1) above).

11) LDSAMRA continues to support the regional UAS (Unmanned Aerial System) capability entirely, after the Masons donation that was received some years ago had been fully utilised. The costs in the year represent a software subscription for logging UAS flight information, which is required for Civil Aviation Authority licensing each year, as well as UAS fleet insurance. In 2024 there was £5.1k of net expenditure in the year on UAS costs.

12) There were no AdventureSmart costs to date in 2025. There was £8.5k expenditure on AdventureSmart in 2024 plus we received £25.0k funding from the Lake District Foundation sponsored by The Lakes Distillery, leaving a net surplus of £16.5k for future campaigns.

13) During the first quarter of 2025 the old system of distribution to teams was in operation and the region distributed £95k to member teams from general funds, which compared to £85k from general funds and £3.6k to specific teams from donations in 2024. At the March 2025 quarterly meeting all teams agreed to move to a new system, whereby each team applies to LDSAMRA if it requires additional funding support. The principles of distribution are: -

Transparency, whereby all teams can view what is being spent.

Casualty-focussed, where operational capability of teams is enhanced.

Equality and fairness, where funds are targeted to the areas of greatest need.
Using the new system of distribution, the region has distributed a further total of £238,617 as follows: -

£22,500 to Penrith MRT for annual expenditure in 2025 such that their fundraising income can be prioritised for their proposed new base.

£31,986 to COMRU being £19,200 for operational costs in 2025 plus £12,786 to cover the legal costs associated with their proposed new base.
-
£150,000 to Duddon & Furness MRT for their new base build, with an undertaking to contribute a further £100,000 in 2026, if required.
-
£15,000 to Kirkby Stephen MRT to cover a shortfall in their operational budget for 2025.
-
£14,500 to LDMRSDA for continuing operational costs.

£4,631 to Kirkby Stephen MRT to cover equipment costs.
£150,000 of the distribution has been taken from the Chris Lewis Capital Projects Fund and the remaining £88,617 from General Funds.

14) The Rescue 2020 Fund was created by amalgamation of the Memorial Trust and Capital Grants Funds in September 2013 and stands at £162,000. It can be used for three purposes: -

Region-wide initiatives, such as communication systems

Significant individual team projects, such as new or replacement bases

Individual team hardship funding

15) £577,473 was received from the trustees of the Chris Lewis Trust Fund (CLTF) in May 2024. This amount was topped up to £600,000 by LDSAMRA and split equally into the Chris Lewis Growth Fund and the Chris Lewis Capital Projects Fund. The Chris Lewis Growth Fund has now grown to £311,527 with interest. The Chris Lewis Capital Projects Fund has also grown with interest but has been used to fund £150,000 to the Duddon & Furness MRT new base build (see above) and now stands at £158,540.

16) The Fairness Fund was set up earlier in the year and those teams that have surplus funds are invited to contribute to the Fairness Fund. £50,000 was received from Keswick MRT in 2025. Each team is invited to apply for funding of a capital or operating cost nature. A funding panel comprising of LDSAMRA trustees and some individual team trustees reviews the applications received twice each year and awards teams in an open and transparent manner at the quarterly LDSAMRA meetings.
Summary of Financial Position
The region is in a healthy state financially, and as at the end of 2025, LDSAMRA held £1,325.1 of total funds, of which £162.0k is designated to the Rescue 2020 fund, £311.5k is designated to the Chris Lewis Growth Fund, £158.5k is designated to the Chris Lewis Capital Projects Fund, £50.0k is designated to the Fairness Fund and £658.9k is unrestricted.
There are some £3-4m of capital costs forecast to be incurred by member teams on enhancing existing bases or building new bases, over the next 3 to 5 years. It is anticipated that LDSAMRA will use these funds and future funds to assist with the shortfalls for these capital costs and for normal operating costs that individual teams cannot afford.

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 31/12/2023. Responsibilities and As the charity's trustees, you are responsible for the preparation of the basis of report accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).
I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent The charity’s gross income exceeded £250,000 and I am qualified to examiner's statement undertake the examination by being a qualified member of The Chartered Institute of Management Accountants.
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect:

the accounting records were not kept in accordance with section 130 of the Charities Act; or

the accounts did not accord with the accounting records; or
-
the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.
