The trustees present their report with the financial statements of the charity for the year to 31 August 2025. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019. 

## **OBJECTIVES AND ACTIVITIES** 

## **Objectives and aims** 

The aims of the Pre-school, in line with the Early Years Alliance model constitution, are to enhance the development and education of children primarily under statutory school age by encouraging parents and carers to understand and provide for the needs of their children through community groups and by: 

(a)    offering appropriate play, education and care facilities, family learning and extended hours groups, together with the right of parents to take responsibility for and to become involved in the activities of such groups, ensuring that such groups offer opportunities for all children whatever their race, culture, religion, means or ability; 

(b)    encouraging the study of the needs of such children and their families and promoting public interest in and recognition of such needs in the local areas; 

(c)    instigating and adhering to and furthering the aims and objectives of the Pre-school Learning Alliance (now Early Years Alliance) 

## **Public benefit** 

Wirksworth Pre-School Playgroup provides quality care and education for children under statutory school age. 

Each year the cost of Pre-school sessions is reviewed by the Pre-school Manager and Committee to ensure that the sessions are affordable for a wide range of family/carer budgets. As our Pre-school is registered with Derbyshire County Council as a key childcare provider for the area, parents and carers are also able to make use of government funded hours. 

Wirksworth Pre-School Playgroup is a valued, community-focused organisation where the staff work hard to ensure children of all backgrounds are welcomed and given the opportunity to thrive in a caring and nurturing environment. 

## **ACHIEVEMENT AND PERFORMANCE** 

## **Charitable activities** 

The 2024/25 year has been one of progress and improvement for Wirksworth Pre-School Playgroup. 

A major achievement this year was the successful replacement of the ageing oil boiler, providing a reliable and efficient heating system for the building. This upgrade has improved comfort for children and staff while ensuring the Pre-School remains operationally resilient through the winter months. 

Community engagement has continued to be a strength. The Pre-School once again ran the Wizarding Day car park, which was well supported and raised valuable funds to help with ongoing running costs. The event also provided a great opportunity to promote the Pre-School within the local community and reinforce its reputation as a welcoming and supportive environment. 

Staffing has remained stable, ensuring continuity of care and consistent provision for children. Training and development have been prioritised to support staff progression and maintain high standards of care and education. 

Rising staffing and operational costs continue to present challenges, but careful financial management and continued community support have helped maintain a stable financial position.

## **FINANCIAL REVIEW** 

The financial results of the Pre-School Playgroup can be found on pages 5 and 6 of the financial statements. 

## **Reserves policy** 

It is the policy of Wirksworth Pre-School Playgroup to retain a minimum of 3 months fixed cost as reserves. At current cost levels this is calculated to be in the region of £20,000. Therefore, cash reserves are maintained at a minimum of £20,000 in a separate business reserve account to ensure the Pre-school has the capacity to honour contracts and other cost commitments in the event of any interruption or delay to income. 

## **FUTURE PLANS** 

The 2025/26 year will focus on maintaining a safe, sustainable, and welcoming environment for children, families, and staff. 

Key priorities include: 

Building safety and maintenance: Implement recommendations from the recent asbestos management survey, ensuring continued compliance and safety within the building. 

Heating system efficiency: Following the replacement of the oil boiler, explore energy efficiency options and possible grants to 

help reduce running costs and future environmental impact. 

Staff development: Continue to train and support current staff to strengthen the team, maintain flexibility, and ensure ongoing compliance with Ofsted and Early Years Foundation Stage standards. 

Community engagement: Build on the success of the Wizarding Day car park by introducing new family-friendly fundraising opportunities to raise awareness and generate additional income. 

Governance: Continue efforts to recruit new trustees to support the running of the Pre-School and maintain strong governance. 

By focusing on these priorities, Wirksworth Pre-School Playgroup aims to maintain its ‘Good’ Ofsted rating, strengthen community ties, and ensure financial and operational sustainability for the years ahead. 

## **STRUCTURE, GOVERNANCE AND MANAGEMENT** 

## **Governing document** 

The charity is controlled by its governing document, a deed of trust and constitutes an unincorporated charity. 

## **Organisational structure** 

Wirksworth Pre-School Playgroup follows a model constitution provided by the Early Years Alliance. As per this governing document, the Pre-school has a Committee who meet regularly throughout the year and also hold an AGM at which new Committee members (Trustees) are elected. Parents and carers of children at Pre-school are invited to attend the AGM and asked to consider if they would like to join Pre-School as a Committee member. If additional skills are required, Pre-school also advertises more widely and welcomes interest from across the community.

## **Independent examiner's report to the trustees of Wirksworth Pre-School Playgroup** 

I report to the charity trustees on my examination of the accounts of Wirksworth Pre-School Playgroup (the Trust) for the year to 31 August 2025. 

## **Responsibilities and basis of report** 

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act'). 

I report in respect of my examination of the Trust's accounts carried out under section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner's statement** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1.    accounting records were not kept in respect of the Trust as required by section 130 of the Act; or 

2.    the accounts do not accord with those records; or 

3.    the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **1. ACCOUNTING POLICIES** 

## **Basis of preparing the financial statements** 

The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention. 

## **Income** 

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. 

## **Expenditure** 

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. 

## **Tangible fixed assets** 

Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life. 

## **Taxation** 

The charity is exempt from tax on its charitable activities. 

## **Fund accounting** 

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. 

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
