Structure, governance and management
Freedom Church Waddington is a Charitable Incorporated Organisation (CIO), registered as a charity on 7[th] August 2020. The charity was established with a constitution whose only voting members are its charity trustees. In the event of the charity being wound up the trustees have no liability to settle its debts and liabilities.
Under the requirements of the Constitution, except for the initial trustees, every trustee must be appointed for a term of three years by a resolution passed at a properly convened meeting of the trustees. There shall be a minimum of three and a maximum of twelve trustees. Any person retiring as a trustee is eligible for reappointment. The trustees met seven times during 2021.
The trustees are responsible for ensuring all legal requirements of the charity are met. The strategic and spiritual direction and pastoral oversight of Freedom Church Waddington is the responsibility of the church leaders.
During the year the church was led on a day-to-day basis by Jon Pape, who was assisted by a broader team of Jenne Pape and Richard & Charlotte Thorneycroft. Jon and Jenne Pape are also supported by the leadership of Gateway Church Northumberland (registered charity no. 1164586). The leaders of Freedom Church Waddington submit to apostolic oversight from Regions Beyond UK (registered charity no. 1152827).
The church has no employees, with all trustees, leaders and people within the church giving their time voluntarily to serve our community.
Objectives and activities
Our purpose is to be a church family in Waddington which especially welcomes the RAF Community and wants to see lives changed as people choose to follow Jesus.
This is defined in our CIO constitution as:
To advance the Christian religion for the benefit of the public, in particular but not exclusively through the holding of prayer meetings, religious education, public celebration of religious festivals, producing and/or distributing literature on the Christian faith to enlighten others about the Christian religion, providing pastoral care and carrying out outreach work in the community.
Freedom Church Waddington’s ability to carry out its purpose in 2021 continued to be significantly impacted by the Covid-19 pandemic. However, the church responded creatively and was still able to carry out its main activities of:

We hope that as we carry out these activities we move closer to fulfilling our vision which is to see people flourishing because they have found belonging and fulfilment in Jesus.
When planning our activities for the year, the leadership and trustees have considered the Charity Commission’s guidance on public benefit.

Achievements and performance
Gathering together – Freedom Church Waddington met in Waddington Village Hall each Sunday morning to worship together. This took the form of singing, praying, reading the Bible, teaching one another and eating together. Teaching was given in an age-appropriate way, with adults listening to a prepared sermon and children enjoying their own activities. However, at the start of 2021 the church continued to meet on Zoom, regularly gathering 25 people together each Sunday. In July the church resumed face-to-face gatherings at Waddington Village Hall. The church also gather for a mid-week Life Group and this also continued on Zoom. Expenditure under this heading consists of hiring Waddington Village Hall, a subscription to Zoom, and resources to offer refreshments.

Mission – Freedom Church Waddington continued to offer free craft boxes to families so that they could keep enjoying some of the activities they had become accustomed to at our previous 'Soggy Saturday' events. The craft boxes were also advertised through local Facebook groups to maximise the number of families supported. We distributed 280 sets of craft activities to 239 children in 137 families. Additionally, the church organised a 'Light trail' at the end of October and at Christmas. Expenditure under this heading consists of resources that were given away in craft boxes, and resources and refreshments for the 'Light trails'.

Pastoral care – Freedom Church Waddington provided pastoral care to people within the church through our mid-week life group and encouraging people to support one another through the pandemic. Additionally, two pastoral gifts were made to people outside the church family, whose needs became known to us.
Training – Freedom Church Waddington provided pastoral care training to our Pastoral Care Team Leader, and also sent Jon and Jenne Pape to the RESET conference in Durham to gather with other leaders of Regions Beyond churches in the UK
Administration – Freedom Church Waddington’s expenditure under this heading includes a mobile phone, insurance, licenses to publish song lyrics that are under copyright, membership of the Evangelical Alliance (registered charity no. 212325), website costs, and safeguarding costs (Membership of thirtyone:eight (registered charity no. 1004490) and DBS checks).
Gifts to Regions Beyond – Freedom Church Waddington makes a monthly donation of £100 to Regions Beyond UK. Additionally, the church gave a gift of £500 to Hope For Tomorrow Global (registered charity no. 1163834), a charity in fellowship with others in the Regions Beyond family of churches, working in Burundi and Rwanda.

Financial review
During the year Freedom Church Waddington received unrestricted funds of £13,654, which was made up of £13,273 in regular giving and £381 of ad hoc giving. Expenditure for the year was lower than expected as we were not hiring the village hall in the first half of the year because of the Covid-19 pandemic. As a result, receipts exceeded payments by £8,127. When this is combined with the £13,126 brought forward from the previous year, the balance carried forward on 31[st] December was £21,253.
Freedom Church Waddington does not yet have a reserves policy.
This report has been prepared in accordance with the Charity Commission’s guidance CC15d, and was approved by the trustees on 23 October 2022.
