The Reetor of Aston Clinton b¢n¢fi¢e with Bu¢kland and Draylon B¢au¢harnp is an ex oificio TNstee. The remaining trustees are ap￿inted ￿ the Annual General Meeting {AGM) The Charity is run by a Management Committee, which consist of the Tn￿lee5. one representhiive of Aston Clinton Parish Council member and elected committee members. A quorum of five commillee m¢mbers is required for decision makiTt¥ PUTPOSes. Trustees and Committee members are approved at the AGM. Members can be co-opted by the Management Committee between AGMS. Objtttives The charity owns and manages The Anthony Hall. a village hall within the village of Aston C'linton, Bu¢kinghamshir¢. The Anthony Hall is for the ¢ommunal b¢n¢fit of th¢ r¢sidents of Aston Clinton and the su￿OUnd1ng are￿. 1¢ is heAvily used, with bookings for fund raisin& social events, r¢pytable commercial events, meetings and is the venue Of the locul Pre-school. It is also used for public me¢tings on lo¢al igsuc5, a5 a polling staiion 8nd is designated as an emergency shelier in event of diS￿ler. 1.he Anthony Hall and the land on which it is built Was gifted into trust by certain members of the Rothschild family in 1929 10 be used for th¢ benefit of th¢ Parish of Asion Clinton. the inhabitants thereof and for geneTal public purposes. It has continued to be so used since that time. Publlc Bentflt The trustees consider that the organisation fully complies with the Charity Commission's requirement to demonstrate the provision of benefit to the public. A¢tlvtlteJ The main activity of ihe charity is ihe provision of community hall fa¢ili¢ies for the use ofihe village. The Charity's policy is lo charge fixed hourly rates for the hire ofthe hall, offering a discount lor village based organisalion5 a5 w¢ll ￿ providing thc hall free of charge for use by the Parish Council for community inlormalion events, for example in respect of the Neighbourhood Plan. The Flall is used by a nuinb¢r of local charitl¢S 5u¢h a5 th¢ Aston Clinton Pr¢-S¢hool, the local Parish und Baptist Churches and well as the local Woman's Institute, U3A and Horticultural Society. The rental income for hiring the hall is used to maintain and renovate the 19th Century Grade11 listed building. The Management Committee sets the hourly charging rates in order to ensure that it remains an affordable and desirable venue for use by the local community. The charity aims to hold reserves equivalent to two y¢ars of Nnning costs, approximately £50,000, plus an additional sum that the Trustees consider adequat¢ to cover unforeseen building work. The charity's tru5tee5 consider that an audit is not required for this year under section 144 of the Charities Act 2011 (the Charities Act) and that an independent exalninaiion is needed. It is my responsibility to- examille the accounts under section 145 of the Charities ACL to follow th¢ procedures laid down in the general Direction5 given by the Charity Commission (under $￿tion 145(5)(b} of th¢ Chariiies Aci, and to state whether particular matters have com¢ ¢0 my atten¢ion. B8$is ofindependent examlner's s¢8t¢m¢Dt My examination was carried out in accordance with gener￿ Dir¢ctiOnS given by th¢ Charity Commission. An ¢x4rnination includes a review of the accounting records kept by the Charity and a ¢omparison of the wcount5 presented with those records. It also includes considcration of any unusual items or disclosures in the aeeounts, and seeking explanations frorn the trustees conceming #ny such matters. The procedures und¢rtak¢D do not PTovide all the evidence that would be required in an audit, and consequently no opinion is given as io wh¢ther the accounts present a 'true and fAir' view and the report 1$ limited to those motters set out in the stAtemenl below.
