Fourth Annual Report of the Trustees, Holtby Village Hall Management Committee, Charity Number 1190336. Year Ending 31 March 2024.

1. Objects and Activities.

The object of the Holtby Village Hall Management Committee (HVHMC) is to provide social and recreational amenities for the villagers of Holtby and any adjacent villages within a radius of 2.5 miles of Holtby through the provision of a publicly available building for community activities known as Holtby Village Hall.

2. Achievements and Performance.

The above object is achieved by the upkeep and maintenance and hiring of the Hall, which is a wooden building near the centre of the village, available for hire to any person or organisation at charges determined by the charity trustees. The charges comprise :

A standing charge for hire, or

A reduced charge for hire where agreed, for residents of the village of Holtby and its outlying properties.

In our fourth year as a charity we have continued to improve the building and its surroundings by completing the decorative ceramic tile capping on the retaining wall in the front garden. New shrubs have also been planted in the borders on the approach to the main door to the Hall.

The laminate flooring in the main Hall has deteriorated in recent months. This was installed in 2016 with an anticipated life of 7 years, so it has reached this target. Bids have been sought for a more durable, contract-quality replacement floor and the winning bidder selected. The work to replace the floor is planned to be done in April 2024, with a guaranteed life of 15 years. Given the relatively light usage of the Hall in terms of footfall, it is hoped that this floor will in fact last for the remaining duration of our 25 year lease.

The usage of the Hall continues at its somewhat reduced post-Covid level. In April 2023 there was a Golden Wedding party, in May it was a Polling Station for the local council election and was opened so we could watch the King’s Coronation on our big screen; in June the Hall’s centenary was celebrated with an afternoon tea party. The annual harvest supper took place in October. The Hall was also opened for York Marathon Day in October. Our position at mile 20 on the marathon route leads to pressure from the organisers to open the Hall, to provide snacks for spectators and to make our WC facilities available for both runners and passers by! There was a childrens’ Christmas lunch and movie in December and a sleepover in February.

These events were in addition to the regular, monthly Holtby Trader and Village Quiz, the latter growing in popularity and now accepted as a regular occasion. Weekly yoga classes in winter, Snooker Group meetings most weeks, and six-monthly Parish Council meetings comprise the remaining bookings this year.

There have been no changes to the Trustees or the Constitution of the HVHMC during the reporting period, but a set of procedures has been compiled in line with Charity Commission guidelines and recommendations.

1 The Financial Statements have been prepared on a receipts and payments basis.

Independent examiner’s report to the trustees of Holtby Village Hall Management Committee (HVHMC), a charitable incorporated organisation (CIO).

I report to the trustees on my examination of the accounts of the Holtby Village Hall Management Committee for the year to 31 March 2024.

Responsibilities and basis of report

As the charity trustees are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of the accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner’s statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept as required by section 130 of the Act; or

  2. the accounts do not accord with those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
