## **GOVERNANCE STATEMENT** 

**The Trustees present their Report and Accounts for the period ending 4th September 2024.** 

**As the charity trustees of the Trust, we have prepared the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).** 

International Centre for Theravada Buddhism UK (ICTBUK) is a registered charity established by Trust Deed on 26[th] June 2020 with the aim of advancing the understanding and practice of Theravāda Buddhism in the United Kingdom. The charity supports and delivers educational programmes, research collaborations, and cultural initiatives, including projects in partnership with institutions such as the British Library, Wellcome Collection and the University of Manchester.

## **GOVERNANCE STRUCTURE** 

The charity is governed by a Trust Deed and overseen by a Board of three Trustees, who are responsible for setting the charity’s strategic direction, ensuring compliance with legal and regulatory obligations, and safeguarding its assets for public benefit. 

Board of Trustees include: 

Mrs. Madhurika Jayawardana Mrs. Sujatha Wickramatunga Mr. Kasun Rajapakse 

All Trustees are UK residents. 

## **TRUSTEE RESPONSIBILITIES AND OPERATION** 

Trustees meet regularly to review ongoing projects, monitor progress, and make strategic decisions. They work collectively to ensure that all activities align with the charity’s mission and values. Trustees are appointed based on their commitment to the charity’s aims and relevant expertise, including in Buddhist studies, heritage preservation, and charitable governance. 

## **Risk Management** 

The Trustees maintain oversight of project-level risks, particularly in relation to partnerships, content accuracy, and the cultural sensitivity of materials. 

## **Commitment to Good Governance** 

Although a small organisation, ICTBUK strives to apply principles of good governance in line with the Charity Commission’s expectations and the Charity Governance Code, appropriate to its size and scope. As part of its ongoing development, the Trustees are reviewing internal policies and procedures to strengthen operational resilience and future project delivery. 

## **COMPLIANCE WITH SECTION 4 OF THE CHARITIES ACT 2006** 

ICTBUK is committed to fulfilling its legal obligations as set out in Section 4 of the Charities Act 2006, which outlines the requirement for charities to demonstrate public benefit. 

In line with this requirement, the Trustees have reviewed the Charity Commission’s guidance on public benefit and confirm that all activities undertaken during the reporting year are in direct furtherance of the charity’s stated objectives and are designed to deliver clear and measurable public benefit.

## **CHARITY OBJECTIVES AND ACTIVITIES IN THE YEAR** 

In the reporting year, ICTBUK continued to focus on its primary objective: the advancement of Theravāda Buddhism through education, preservation, and cultural outreach. The charity aimed to increase public understanding and engagement with Buddhist teachings, texts, and heritage. 

**Key activities undertaken during the year included** : 

1. Partnering with the British Library, the Wellcome Collection and the Manchester University Library to support the digitisation, cataloguing, and public presentation of rare Pali manuscripts, making important historical resources accessible to researchers and the public worldwide. 

2. We also have an ongoing partnership with Paramaththa Foundation (a Chairty registered in Sri Lanka) to support digitisation of historic manuscripts facing deterioration in order to preserve tangible heritage of Sri Lanka for posterity. 

3. Organising community workshops in London, Manchester, and Birmingham that introduced meditation practices, ethical teachings, and cultural aspects of Theravāda Buddhism in inclusive and accessible formats. 

4. Supporting the development of open-access educational resources to aid schools and universities in Buddhist studies. 

5. Delivering a weekly Sunday School programme via Zoom for children around the world, offering lessons on Buddhist ethics, stories from the Jātakas, chanting, and mindfulness activities. 

6. Hosting regular Buddhist sermons and talks led by senior monks and lay scholars, offering teachings on Dhamma and Pali scripture study to both local and international audiences. 

7. Facilitating meditation programmes and retreats, both online and in-person, to support the cultivation of mindfulness (sati) and concentration (samādhi) practices among practitioners of all levels. 

8. Welcoming visiting monks from Sri Lanka and accompanying them to view significant collections of Pali texts and Buddhist manuscripts held in British libraries and museums, fostering cultural and educational exchange 

These activities reflect the charity's commitment to meaningful collaboration and public benefit, rooted in the principles of Theravāda teachings and aligned with its charitable purposes. 

## **RESERVES POLICY** 

ICTBUK maintains a reserves policy to ensure the financial stability and sustainability of its operations and to protect its core charitable activities from unexpected financial challenges. 

As of the end of the reporting year, the charity holds reserves totalling £14,000.

## **Purpose of Reserves** 

The charity's reserves are held to: 

- Provide a financial buffer to cover essential operational costs in the event of unforeseen circumstances such as delays in funding or project disruption. 

- Support the charity in meeting its ongoing financial obligations. 

- Ensure the continuation of key programmes in the short term, should core income streams be interrupted. 

## **Target Level of Reserves** 

The Trustees consider a minimum reserve level of £5,000 to be appropriate at this stage in the charity’s development. This amount represents approximately three months of essential operating costs, including administration, insurance and basic programme delivery.
