The purposes of Th8 Hop8 Trust Oxford are the advancement of the Christian falth in the UK
or abroad, with a primary focus in Oxford, in accordance with a Basis of Faith including, but
not limited to, the support of ¢harttable or olher organisations which, or individuals who, are
involved in any of the activities set out in the following clauses as an expression of the
Christian life and faith:

lelsure time occupation of Individuals who have need of such facilib'es by reason of
their youth, age infimily or dlsablllty, financial hardship or social circumstances with

The trust's main me8ns of relieving poverty and supporting the advan¢ement of the ChrislSan
faith in Oxford currently is ils sponsorlng of St Ebbe's Christians Against Poverty (CAP) debt
centr8. W8 employ a debt cenlre manager for thr88 days a we8k and shg works with a team
of befri8nd8r volunteers. We give a monthly contribution of £600 lo CAP. The CAP ministry's
expenses for this financlal year Included the funding of Christmas hampers for cllènts and
the costs of s8tting up and running a new community café.
This café was set up In September 2021 and runs weekly. It Is a hub for cllents and people
interested in the work of CAP to socialise and receive debt advice in a more infomal setting,
as w811 as find out a bit more about church and Christianity if they would like. Th8 café is
bas8d at a church in Oxford called Grac8 Church Cowley.
In June 2022 we interviewed for and appointed a new mernber of the CAP team - a Lrfe
Skills Manager and Debt Coach. This role Is a four day a week position and entails
supporting the debt centre manager as well as runnlng Life Skills courses. These courses
support and empower people living on a low income by equipping them with many practical
money saving techniques, such as cooking on a budget and making their money go further.
We hope to run belween three and five courses a year wlth up to ten people on each course.
In these financially challenging times, we believe that this course will be invaluable.
St Ebbe's Church has appointed a new parish worker, to be fund8d by Hope Trust, and we
will be commissioning the charity Innovista to provide support and training to Ihe work of
engaging with the local parish. in which there is much social and economic deprivation. Last
year, Innovists conducted a needs assessment of St Ebbe's parish. Innovists works to raise
up leaders in deprived areas and connect disadvantaged communities with theif local
church, particularly through youth work and discipleship programmes. transforming people's
lives practically and spiritually.

Conth"butlon made by volunteers
The debt centre manager has a team of 9 befriender volunteers and is in the process of
recruiting another 6. They accompany the manager on visits and focus on the non46bt
related needs of th8 client, such as facilitating bringing the dient into the communlty and
helping with practical tasks. There are also 11 volunteers who provide cakes for the café and
assist in the running of lh8 café week by week.
Achlevoments and Perfomiance

beneflts to socloty as a whole.
The CAP centre has mad8 a hugè difference to people's Ilves in the way that the Debt
C6ntre Manager and volunteer5 have shown practical care, empathy and a listening ear, and
worked hard to strengthen communlty relatlonships.
Client numbers have increased to an 8Xt8nt that the debt centre Is running at capacity.
promptlng us to employ a second person to ensure the long-term sustainablllty of the centre
and lo enable us to increase client numbers. Since the debt centr8 opened, we have
supported 52 clients. The debt centre manager h8S seen an almost equal proportion of male
and female clients, some wlth young children. She has had referrals from all over Oxford
Cowley, Blackblrd Leys and Greater Leys, Barton, Marston, Headington and from Sl Ebbe's
parish. Clients includ8 hyo married couples., the rest are singl8, widow8d or divorced.
Referrals come from the Jobcentre, Turning Point, Crisis, social seNic8s and word of mouth.
There Is a mlx of employed, unemployed and retlred people, as w811 as those unable to work
du8 to poor physical or mental h8alth. There is a mixture of ages and ethnicity. There is a
variety in debt: some only have debt from one source, 50ffl9 have debts from several. The
amount of debt varfes from a few thousand pounds to many thousands of pounds.
Most clients are on repayment plans or going through a Debt Relief Order. While a major aim
of the centre is to help clients with their finances so that they might become debt free, the
Christian motive behind the charity is made explicit right from the starl. Clients are asked If
they would like prayer and the c8ntre's links with churches are made known. Clients are
invited along to church events and several have Shown interest, attended services, and have
gone further into discipleshlp courses.
Financial Review
Revlew of the charlty's flnancial position at the end of the period
The final sum in the bank account al the end of our financial year (30th June 2022) was
£42,720.46 (2021: £3,924.56).

Total Income was in the fomi of both restricted and unr8Stricted donatlons and interest and
amounted to £76,142.16 {£33,836.60 restricted to the CAP work, £42,301.93 unr8slrict8d,
£3.63 Interest} (2021= £38.461 all unrestricted). As part of this figure, a seed donor gave
£40.000 and a HaNest fund from St Ebbe's Church raised just over £21,600. A trust donated
£10.000 to go towards the first year of employment of the Sl Ebbe's parish worker. The
remalnlng Income came from both trusts and foundations and individuals.
Totsl expenditure wa5 £37,346,2612021: £34,536.75).
At th8 8nd oftha financial year, the Trust held £42,720.46 of reserves {2021- £3,925).
There are no materlel uncertalntles about the charity continuing as a going concern.
Structure, Gov•rnanc• and Management
The type of govamlng document for The Hope Trust Oxford Is a constitutlon that is based on
the Charity Commission foundalion model for a CIO. The constitution also includes a 1-page
'B8sls of Falth. to which all trustees are asked to agre8 to on appointment to the trustee
board.
Th8 charlty is a charltabla Incorporated organisation.
Tru•teo selectlon mathods
Apart from the first three Charlty trustees (named in the conslltution and the founding
members), every charlty trus18è must be appointed for a maximum of three years by a
resolution passed by at least a 75% majority al 8 properly Convened meeting of the charity
trustees.
In Selecting individuals for appointment as charity trust88S, the charity trustees must have
regard to the skllls, knowledge and experlence needed for the effective administration of the
charity.
In accordance with the constStution, a charity trust88 whos8 temi of office ha5 expired shall
be eligible for reappointment for up to ￿ further three year tems, but a trustee who has
served nin8 years in total shall not be eligible for reappointm8nt until at least one full year
has elapsed.

**Respective** The charity's trustees are responsible for the preparation of the accounts. **responsibilities of** The charity’s trustees consider that an audit is not required for this year **trustees and examiner** under section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed. It is my responsibility to: 

   - examine the accounts under section 145 of the Charities Act, 

   - to follow the procedures laid down in the general Directions given by the Charity Commission (under section 145(5)(b) of the Charities Act, and 

   - to state whether particular matters have come to my attention. 

- **Basis of independent** My examination was carried out in accordance with general Directions given **examiner’s statement** by the Charity Commission.  An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records.  It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters.  The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view and the report is limited to those matters set out in the statement below.
