Structure. Eovernance and management
The International Bhat Sikh Council is a constit￿ed charitable trust regist8red with the Charity
Commission under charity number 1190015 and operates within the frameworkof its governing
document. It is governed by a constTtution.
Org8nisational Structure
The charitytrustees are responsible for the general control and management of the charity. The
trustees give their time freely and receive no remuneration or other financial benBfrts. The
trustees meet together as a body and are responsible for all decisions taken regording the
activities provided bythe charty.
Recruitment 2nd appointment of trustees
The existing trustees are responsible for the recruttment of new trustees but in so doing th8
trust8esseektheviews and recommendations ofthe congregation and memb8rs ofth8charity.
The trustees belleve this approach ensures that good relations are fostered between th8
organisation and the people ofthe loeal cDrnmunityth8t we seNe. In Selectlng newtrustees, the
existingtrustees seekto identity people who regulaTly attend events and functions organised by
the charity'and a.re willing to volunteer to help in broader community work Pot8ntia'L trustees
are invited to attend trustees. meetings as observ8rs and are given more details of the charlty's
aims and activities. With the agreement ot 8XiStingtrustees the individual is thBn proposed as a
new trustee at the subsequent trustees, meetlng. This process allows for due consideration of
the person's oligibility. personal competence, speciali8t knowledge and skills.
Induction and training of trustees
Following appointment, new trustees are introduced to their new role and given copies of the
charty's constitution and a gLJide to the policies and procedures adopted by the charity. A
number of publications from the Charity Commission are also provided including guidance on
charities and public benefit and on the advancement of religion for public benefit. Thi8 ensures
that n8W trustees are aware of the scope of their responsibililies under the Charities Act.
Initially, newtrustees work with an existingtrustee assisting on particular activities and projects
run bythe charity. Arter satisfactoryfeedbackfrorn 8xistingtrustees. they arethen given thetssk
of leading a particular 8Ctivity or project and reporting the progress at a trustses, rne8ting.
Risk management
The trustees have assessed the risks the charity faces and have drawn up a risk assessment
which identifies the major risks by area ol actwity, nature of those risks. the likelihood of the
risks happening and the measures tsken to manage them. The trustees rewew these risk
assessments regularly at their meetings and at meetings of tho sub-committee8 on finance.

arrangements in harÈd, to m8n8ge the risks that have been identtfied. In particular, Insurance
cover is in p18ce and the finances of the organisation are k8Pt under the review.
Use of volunteers
Volunteers are an important resource in both ourfatth and communrywork. Volunteers are
involved in all of ourfafth and communty activlties. and we have people givingthelr tlme on a
regular basis.
Objectives and 8Ctivlti8S

To advance the Sikh religion.
To develop an encyclopaedi8 on the history of the Bhat Sikh religion.
TD provid9 tslean drinking water to deprived communities In Indla.
To provide financial support for the educatlon of ptsorer people in the UK and India.
To provideflnanclal and emotion81 support forwidows and bereaved families in UK and India.
The objectives are settD r8f18Ct our faith and comrnunity aims. Each yearthe trustees reviewthe
objectives and activities to ensure th8y contlnue to reflect the aim8. In carrying OLrt this review
the trustees have consldered the Charty Commission's general guidance on public benefit and
in particular its supplementary public guidance on the advancement of religlon forthe public
benefit.
Achievements 8nd pertonyjance
The charity carries out a wide range of actniities reugious and non-religious that deliver public
benef(t in pursuance of its ¢h8ritable aims. Thetrustees considerthatthese activities, previously
mentioned, are in accordance with {he Charity Commission'g guidance and provide benefit to
thewider communityofthe UK8nd India.
Financial review
The Trust88s are satisfied with the financial position of the charity and there are no concerns
reg8rding the charity's abilityto continue in the futurg.
It is the policy of the charity to maintsin unrestrlcted funds that are sufficient to cover
management. administration and runnlng costs ot the charityfor a period oftwelve months.
The deficit of unrestricted income over expenditureforthe yearwas £505. The total unrestricted
rescNes 2t'31st March 2023 were in deficit by £2.654. The reseNes are well wthin the ch8ritys
target reseNes.
