Trustees during the reporting period:

The governing document (CIO constitution) is dated 15 June 2020.
The appointment of trustees is covered by article 10 of the constitution. This power of appointment is reserved to the board of trustees and is exercised by board resolution.
The purposes of the charity are set out in article 3 of the constitution. They are to promote for the benefit of the public the creation of new and the protection and preservation of new and existing bridleroutes and other rights of way, particularly by creating or assisting in the creation of such rights of way and recording such rights of way on definitive maps, in the interests of social welfare with a view to improving the conditions of life of the public, and to advance the education of the public in the use, creation and recording of public bridleroutes and in such other ways as the trustees shall from time to time determine.
No policy has been formulated by the charity trustees for the purpose of determining the level of reserves appropriate for the charity to maintain in order to meet effectively the needs designated by its trusts.

This Annual Report covers the period from 1 January 2024 to 31 December 2024.
Activities Undertaken
The Patchetts Green Bridleways Trust CIO (registered charity 1189953) was formed as a Charitable Incorporated Organisation based on the foundation model constitution on 15 June 2020. The charity is also known as the ‘Patchetts Green Bridleways Trust’ or ‘PGBT’.
The trustees of the CIO are also the trustees of the Patchetts Green Bridleways Trust unincorporated charity (number 1109497). Both charities are legally in operation awaiting the transfer of the assets, liabilities and operations of the unincorporated charity to the CIO

and subsequent closure of the unincorporated charity. At the start of the financial period, 1 January 2024, the transfer of activities and most of the transfer of assets had taken place.
The Trust continued to receive contributions from the British Horse Society towards its costs in making definitive map modification order applications to get paths recorded by the deadline of 1 January 2031. Money was placed on deposit to fund work on cases should they need to go to public inquiry.
Main Achievements
The main achievement for the year was that creation agreement for Stevenage 118 bridleway came into effect in June 2023, following the provision of expertise and assistance to Stevenage Borough Council. This established the link between two existing parts of the Stevenage Horse and Pony Route as a public bridleway. resolved two discontinuities in the depiction of the route on the definitive map, and helped get walkers, riders and cyclists off the busy Gresley Way. We were pleased when the Mayor of Stevenage arrived for the official opening on his bicycle.
We were pleased to have helped in the recording of five equestrian routes in Hertfordshire. Wash Lane was confirmed as South Mimms 81 byway, once the final objection was withdrawn. Kelshall 18 byway, Kelshall 21 byway and Kelshall 22 bridleway were confirmed in December 2024. The applications had been made in 2010. Walkern 8B bridleway was upgraded to restricted byway following our application in 2017.
We supported the British Horse Society’s application to record a route through Broxbourne Woods as a bridleway, including attending the public inquiry. The application was confirmed largely though the provision of user evidence.
In Hertsmere, we were pleased when the Borough Council made a conditional deed of dedication (which we had drafted) so that when Shenley 3 footpath is diverted it is upgraded to bridleway.
Section 4 Duty
Section 4 of the Charities Act 2006 requires the trustees to have regard to guidance published by the Charity Commission. The trustees confirm that they have had such regard during the reporting period.
The Unincorporated Charity
The accounts for the unincorporated charity for the 2024 calendar year were submitted to the Charity Commission separately. These mainly comprise receipts by standing order from registered supporters, and payments to the CIO, and should be referred to for completeness.
