Trustees during the reporting period: 

Sue Harrington (Chairman), Phil Wadey (Honorary Secretary) and Bob Ritson (Treasurer). 

The governing document (CIO constitution) is dated 15 June 2020. It is identical to the initial governing document dated 11 June 2020 save that the home addresses of the initial trustees were removed on the recommendation of the charity commission. 

The appointment of trustees is covered by article 10 of the constitution. This power of appointment is reserved to the board of trustees and is exercised by board resolution. 

The purposes of the charity are set out in article 3 of the constitution. They are to promote for the benefit of the public the creation of new and the protection and preservation of new and existing bridleroutes and other rights of way, particularly by creating or assisting in the creation of such rights of way and recording such rights of way on definitive maps, in the interests of social welfare with a view to improving the conditions of life of the public, and to advance the education of the public in the use, creation and recording of public bridleroutes and in such other ways as the trustees shall from time to time determine. 

No policy has been formulated by the charity trustees for the purpose of determining the level of reserves appropriate for the charity to maintain in order to meet effectively the needs designated by its trusts. 

## Annual Report 2023 

## Financial Year 

This Annual Report covers the period from 1 January 2023 to 31 December 2023. 

## Activities Undertaken 

The Patchetts Green Bridleways Trust CIO (registered charity 1189953) was formed as a Charitable Incorporated Organisation based on the foundation model constitution on 15 June 2020. The charity is also known as the ‘Patchetts Green Bridleways Trust’ or ‘PGBT’. 

The trustees of the CIO are also the trustees of the Patchetts Green Bridleways Trust unincorporated charity (number 1109497).  Both charities are legally in operation awaiting

the transfer of the assets, liabilities and operations of the unincorporated charity to the CIO and subsequent closure of the unincorporated charity.  At the start of the financial period, 1 January 2023, only the transfer of activities had taken place, but good progress with asset transfer took place during the year. 

We started to receive contributions from the British Horse Society towards our costs in making definitive map modification order applications to get paths recorded by the deadline of 1 January 2031, some of which related to activity in previous years. We started to place money on deposit to fund work on cases should they need to go to public inquiry. 

## Main Achievements 

The main achievement for the year was that creation order for Batchworth 30 bridleway came into effect in June 2023, following the expertise and assistance provided to Three Rivers District Council.  This resolved a discontinuity in the depiction of the route on the definitive map, helped the council with a safer route to school for cyclists and formed part of establishing a permanent bridleway from Rickmansworth to Croxley Green. 

The text for a public path creation agreement was agreed with Stevenage Borough Council (landowner) and Hertfordshire County Council (highway authority) to create a bridleway on the east side of Stevenage. The Trust assisted by drafting the legal agreement and contributing to the Council’s costs.  This agreement is expected to come into force in 2024. 

We were pleased that the Inspector appointed to consider the Shenley 39 bridleway diversion order agreed with our objection and modified the order to ensure the diverted path connected with the Metropolitan Common at Mimms Lane, to make a shorter route to reach Shenley 33 byway. 

We were also pleased to help with securing the making and confirmation of _The Hertfordshire County Council (Cheshunt Bridleway) Creation Order 2022_ which helps with the development of the H251 bridleroute to Epping Forest. 

## Section 4 Duty 

Section 4 of the Charities Act 2006 requires the trustees to have regard to guidance published by the Charity Commission. The trustees confirm that they have had such regard during the reporting period. 

## The Unincorporated Charity 

The accounts for the unincorporated charity for the 2023 calendar year were submitted to the Charity Commission separately. These mainly comprise receipts by standing order from registered supporters, and payments to the CIO, and should be referred to for completeness.

Notes to Income and Expenditure for 2023 

[1] The Open Spaces Society subscription has fallen to be paid in 2024. 

[2] Path creation costs appear as lump sums in the year of expenditure. 

[3] Gift aid claims were made by the unincorporated charity in 2023, but will appear for the CIO from 2024 onwards.
