Trustees during the reporting period: 

Sue Harrington (Chairman), Phil Wadey (Honorary Secretary) and Bob Ritson (Treasurer). 

The governing document (CIO constitution) is dated 15 June 2020. It is identical to the initial governing document dated 11 June 2020 save that the home addresses of the initial trustees were removed on the recommendation of the charity commission. 

The appointment of trustees is covered by article 10 of the constitution. This power of appointment is reserved to the board of trustees and is exercised by board resolution. 

The purposes of the charity are set out in article 3 of the constitution. They are to promote for the benefit of the public the creation of new and the protection and preservation of new and existing bridleroutes and other rights of way, particularly by creating or assisting in the creation of such rights of way and recording such rights of way on definitive maps, in the interests of social welfare with a view to improving the conditions of life of the public, and to advance the education of the public in the use, creation and recording of public bridleroutes and in such other ways as the trustees shall from time to time determine. 

No policy has been formulated by the charity trustees for the purpose of determining the level of reserves appropriate for the charity to maintain in order to meet effectively the needs designated by its trusts. 

## Annual Report 2022 

## Financial Year 

This Annual Report covers the period from 1 January 2022 to 31 December 2022. 

## Activities Undertaken 

The Patchetts Green Bridleways Trust CIO (registered charity 1189953) was formed as a Charitable Incorporated Organisation based on the foundation model constitution on 15 June 2020. The charity is also known as the ‘Patchetts Green Bridleways Trust’ or ‘PGBT’. 

The trustees of the CIO are also the trustees of the Patchetts Green Bridleways Trust unincorporated charity (number 1109497).  Both charities are legally in operation awaiting

the transfer of the assets, liabilities and operations of the unincorporated charity to the CIO and subsequent closure of the unincorporated charity.  At the start of the financial period, 1 January 2022, the transfer had not taken place. 

During the reporting period, two main activities were undertaken by the CIO, although other activities were undertaken by the unincorporated charity. 

The new bank account for the CIO was set up, and the first transfer, of £500, was received from the unincorporated charity. Further transfers are expected to take place in 2023. The bank details were passed to registered supporters to encourage 2023 supporter renewals to be made directly to the CIO. 

In December 2022, we were pleased to provide consultancy to Three Rivers District Council to assist with the upgrade of a footpath to a bridleway.  We hope that by making the process simple for the instructing council, they will seek further work in future. 

## Main Achievement 

The main achievement for the year was that the charity provided expertise and assistance to Three Rivers District Council which resulted in a Public Path Creation Order to upgrade Batchworth 30 footpath to bridleway.  This resolved a discontinuity in the depiction of the route on the definitive map, helped the council with a safer route to school for cyclists and forms part of establishing a permanent bridleway from Rickmansworth to Croxley Green. There were no objections to the order, and the path will formally come into existence in 2023. 

## Section 4 Duty 

Section 4 of the Charities Act 2006 requires the trustees to have regard to guidance published by the Charity Commission. The trustees confirm that they have had such regard during the reporting period. 

## The Unincorporated Charity 

The accounts for the unincorporated charity for the 2022 calendar year will be submitted to the Charity Commission separately. These should be referred to for completeness.
