Trustees during the reporting period: 

Sue Harrington (Chairman), Phil Wadey (Honorary Secretary) and Bob Ritson (Treasurer). 

The governing document (CIO constitution) is dated 15 June 2020. It is identical to the initial governing document dated 11 June 2020 save that the home addresses of the initial trustees were removed on the recommendation of the charity commission. 

The appointment of trustees is covered by article 10 of the constitution. This power of appointment is reserved to the board of trustees and is exercised by board resolution. 

The purposes of the charity are set out in article 3 of the constitution. They are to promote for the benefit of the public the creation of new and the protection and preservation of new and existing bridleroutes and other rights of way, particularly by creating or assisting in the creation of such rights of way and recording such rights of way on definitive maps, in the interests of social welfare with a view to improving the conditions of life of the public, and to advance the education of the public in the use, creation and recording of public bridleroutes and in such other ways as the trustees shall from time to time determine. 

No policy has been formulated by the charity trustees for the purpose of determining the level of reserves appropriate for the charity to maintain in order to meet effectively the needs designated by its trusts. 

## Annual Report 2021 

## Financial Year 

This Annual Report covers the period from 1 January 2021 to 31 December 2021. 

## Activities Undertaken 

The Patchetts Green Bridleways Trust CIO (registered charity 1189953) was formed as a Charitable Incorporated Organisation based on the foundation model constitution on 15 June 2020. The charity is also known as the ‘Patchetts Green Bridleways Trust’ or ‘PGBT’. 

The trustees of the CIO are also the trustees of the Patchetts Green Bridleways Trust unincorporated charity (number 1109497).  Both charities are legally in operation awaiting

the transfer of the assets, liabilities and operations of the unincorporated charity to the CIO and subsequent closure of the unincorporated charity.  At the start of the financial period, 1 January 2021, the transfer had not taken place.  As such the CIO had no assets or liabilities at the start of the reporting period. 

During the reporting period, two main activities were undertaken. 

Firstly, the trustees of the CIO continued to develop the policies and processes needed before the transfer of the assets, liabilities and operations of the unincorporated charity could take place. It is planned that these will be formally adopted immediately prior to the transfer of the assets, liabilities and operations of the unincorporated charity to the CIO. 

Secondly, land in Sarratt, Hertfordshire, was received as a gift from the trustees of the Jasmine Safety Track Trust.  The Patchetts Green Bridleways Trust CIO entered into a public path creation agreement with the Hertfordshire County Council to dedicate a bridleway (which in future will be maintainable by the County Council) along the strip of land transferred and known as the Memorial Track. This was completed and the bridleway is now recorded by the County Council as Sarratt 80 bridleway.  Remnants of the land that had not been included in the bridleway creation were registered as access land with the Three Rivers District Council. 

## Main Achievement 

The main achievement for the year was that the charity created a public bridleway and obtained the County Council’s agreement that this would be maintainable at public expense. The Council have signposted the route and it has been added to the definitive map of rights of way maintained by the Council. 

## Section 4 Duty 

Section 4 of the Charities Act 2006 requires the trustees to have regard to guidance published by the Charity Commission. The trustees confirm that they have had such regard during the reporting period. 

## The Unincorporated Charity 

The accounts for the unincorporated charity for the 2001 calendar year were submitted to the Charity Commission on 29 August 2022. These should be referred to for completeness.
