3 Activities

3.1 Statutory Declaration

The Trustees of Manali Strays UK confirm that they have paid due regard to the guidance issued by the Charity Commission on public benefit in deciding what activities the charity should undertake.

3.2 Manali Strays UK Objectives

The Trustees of Manali Strays UK confirm that they have paid due regard to the guidance issued by the Charity Commission on public benefit in deciding what activities the charity should undertake.

The four founders of Manali Strays Trust India: Becky (UK), Kamlesh (India), Irma (Germany), & Buddhi (India)

Manali Strays was founded on World Rabies Day (September 28th) 2019 by four individuals brought together by their concern and compassion for the stray animals in the small town of Manali. Manali is located in the Himalayan region of northern India; nestled in a valley surrounded by mountains and apple orchards, The area had no veterinary facilities for the stray animals… a place where they could be treated and stay until recovered. So Manali Stays was established with the aim of filling this vital gap. Manali Strays was registered as a Charitable Trust in India in January 2020, registration number 1/2020.

Manali Strays’ mission is to:

“Inspire harmony between stray animals and the humans who live with them, reducing human–animal conflict and creating a community that cares for its strays and ensures their continued health and wellbeing.”

In May 2020, Manali Strays UK was registered as a Charitable Incorporated Organisation (CIO) in the UK, with registration number 1189542. Manali Strays UK acts as the main administrative office for Manali Strays outside of India. Their role includes promoting awareness about the charity amongst the general public and relevant professional bodies in the UK and other countries.

As defined in Manali Strays UK’s Constitution (Governing Document):

The charity’s objectives are:

For the benefit of the public to promote humane behaviour towards animals by supporting the charitable work of Manali Strays Trust India, an NGO that provides appropriate care (including

preventative care in the form of sterilisation to prevent overpopulation and vaccination to prevent disease), treatment, protection, and security for animals that are in need of care and attention by reason of sickness, maltreatment, poor circumstances or ill usage, and educates the public in matters pertaining to animal welfare in general and the prevention of cruelty and suffering among animals, in particular the CIO will:

• raise funds to help the running of Manali Strays

• provide advice and assistance on the operation and management of Manali Strays Trust India;

• assist in the recruitment of volunteers in the UK who will volunteer at Manali Strays

The overall objectives of Manali Strays are to:

• seek a humane and sustainable environment for animals,

• work to end human deaths by rabies by vaccinating as many dogs as possible,

• run an animal birth control program to humanely control the population of dogs.

• provide rescue and medical care to animals,

• run a mobile clinic to treat sick and injured animals within their home territories,

• open an animal hospital to treat sick and injured animals,

• medically help rural large animals, such as cows, mules, and goats, for the betterment of the community,

• establish community education programs to improve the treatment and welfare of all animals.

4 Achievements & Performance

4.1 Improving Diagnostics at Manali Strays

We were recently acquired an electrolyte and blood-gas analyser. This is an invaluable addition to our diagnostics, which already included a digital x-ray, fully biochemistry analyser and haematology analysers, and a microscope. When used together, these diagnostic tools, aid in the diagnosis of difficult cases and help to guide our team as to the most appropriate treatment.

4.2 Continuing Education and Training at Manali Strays

Manali Strays is always looking to improve, in terms of infrastructure, staff skills & knowledge, and protocols ensuring we are always practicing the best veterinary medicine possible with our resources and using the most up-todate protocols based on international standards. As part of these efforts, we had a team from Humane World for Animals (formerly Humane Society International (HSI)) come to Manali Strays for a 10-day training session. The Veterinary Skills Training Programme aimed to highlight key skills in animal welfare, surgery protocols, community outreach & education, and update or help to improve protocols where necessary.

4.3 Improving Infrastructure at Manali Strays

Because of the layout of the building that we rent for Manali Strays, we had to use the space as best we could. We recently decided modify the layout to improve our workflow and space utilisation. Two rooms were joined via a swing door; one room for preparing animals and recovery and one adjoining room for the operating room. The prep room also had an external door added that leads directly to our inpatient area and kennels, eliminating the need to bring dogs around via the front entrance.

We moved the treatment room to a larger room that was previously used as the office and moved all laboratory equipment into the room so diagnostics can easily be done while treatment is ongoing.

Our laboratory area at one end of the treatment room, complete with microscope, haematology & biochemistry analysers (a). One half of the treatment room, with dedicated workbench and drawers for supplies (b), and the other half of the treatment room with a second dedicated work area with its own table, workbench and drawers (c).

4.4 Improving how we work

We were fortunate enough to acquire several important pieces of equipment that allow us to work more professionally and efficiently.

• A new gas anaesthesia machine allows us to control the level of anaesthesia during surgeries more precisely. This is especially important for longer surgeries, such as amputations.

• An oxygen concentrator. Being able to administer oxygen to dogs while under anaesthesia is very important, and having a concentrator helps with this. Our oxygen cylinders can now be reserved for patients in respiratory distress.

• Two fluid pumps to allow us to deliver precise and controlled fluid therapy and constant rate infusions to inpatients and surgery patients rather than relying on inaccurate gravity fed systems. These have been so beneficial; we will be fundraising to acquire several more.

• Electrocautery machine. This allows us to perform surgeries with minimal blood loss, which is obviously immensely beneficial to the patient.

• Hydraulic surgery tables. We were donated two tables, that allow us to adjust the height of the table depending on the surgery and surgeon.

4.5 Manali Strays Programs

Manali Strays runs several programs side-by-side, enabling us to reach as many animals as possible with our team of ten staff and two long-term volunteers.

Street Animal Rescue

Each year, the number of animals we have rescued has slowly increased. We don’t see this as a sign that the situation for street animals is worsening, but rather it shows us that more people are aware of Manali Strays and know that they now have a place for homeless animals to receive the care they need when needed. Each dog that we rescue is also sterilised and vaccinated against rabies before it is released back to its home territory, or adopted when possible.

Sultan (a & b): Rescued with a severe maggot wound on his forehead. After 20 days of treatment, the wound is healing well. Veer (c & d): Had a huge tumour growing behind his left ear and also growing over both eyes. After 12 weeks at Manali Strays, tumour resection surgery and multiple chemotherapy infusions, the tumour behind his ear has gone and the one covering his eyes is gradually reducing; now you can even see his eyes behind the tumour.

Spay & Neuter

Sterilisation of dogs is vital in India; by tackling the root cause of the suffering that street animals endure, we hope to end the endless number of deaths from road traffic accidents, rabies, disease, and starvation. Many residents bring their pets and street dogs from their surrounding locality to us for sterilisation.

Rabies Vaccination

Rabies remains endemic in India, and in the rural Himalayas, it is no different. We see an average of 15 dogs with suspected rabies each year, and these are just the dogs we are informed about. To end this deadly disease, we vaccinate approximately 2500 dogs each year, including pets, the animals we rescue for medical treatment, and by carrying out vaccination camps around Kullu district.

Pet Treatment

Although we never intended on treating pets (our aim was to only treat street animals), the number of pets that we have been able to save the lives of made us realise that our services were desperately needed. Access to veterinary facilities was very difficult before Manali Strays, even for pets, but now we see 10 to 15 pets every single day for various reasons including sterilisation surgery, vaccination or medical treatment, with many pet parents traveling over three hours to reach us.

4.6 Charitable Activity in Numbers

From 06 April 2024 to 5 April 2025, Manali Strays achieved the following:

• Rescued 836 animals

• Vaccinated 2815 dogs against rabies

• Vaccinated 843 puppies against parvo, distemper and other common infectious diseases.

• Sterilised 1239 inpatients, pet and community dogs brought to our facility.

• Carried out 67 general surgeries, such as amputation, tumour removal, hernia repair.

• Treated 1764 pets for various medical conditions with 763 follow-up visits.

5 Financial Review

5.1 Details of Any Funds Materially in Deficit

The Charity has no funds that are materially in deficit.

5.2 Policy on Reserves

The Charity’s policy on reserves is to generate and maintain a balance which is sufficient:

• (a) to preserve the financial viability of the Charity in the event that unforeseen and/or unavoidable circumstance precipitate a short-term fall in its income;

• (b) to enable the Charity, in the interests of meeting its objectives, to undertake from time to time the setting up of new and innovative projects on a pilot basis to demonstrate the viability and potential benefits of such activities as a precursor to securing the external funding necessary to maintain such projects on an on-going basis.

For these purposes the Charity will endeavour to generate and maintain reserves which are at least 30% of its annual turnover.

5.3 Principal Sources of Funding and Outgoings

From 6[th] April 2023 to 5[th] April 2024,

• the primary source of funding came from voluntary donations from individuals.

• We received one grant from SPCAi towards setting up our x-ray facility, and one grant from Animal Friends Pet Insurance towards our Mountain Health Program.

• The principal outgoings were to assist Manali Strays with various aspects of their work namely.

5.4 Remuneration of Trustees

All Trustees act in a voluntary capacity and receive no remuneration or other material benefits from their services to the Charity.

Out-of-pocket expenses necessarily and reasonably incurred by Trustees and Staff in promoting the purposes of the Charity are reimbursed at cost.

5.5 Financial Status

Manali Strays UK’s current resources from unrestricted donations are more than sufficient to meet its outgoings for at least next year.

All the indications are that this will remain the case for the foreseeable future.

5.6 Statutory Statements on Liabilities

The Trustees declare that:

• ü The charity has given no guarantees where potential liability under the guarantee is outstanding at the date of this statement ( eg: any outstanding/ongoing contract or legal undertaking to buy or provide specific services);

• ü The charity has no debt outstanding at the date of this statement which is owed by the CIO and which is secured by an express charge on any assets of the CIO ( eg: a mortgage on property owned by the charity);

6.2 Notes to the Accounts

• a) Accounting Policies

• The financial statements have been prepared in accordance with the Charities Act 2011 Section 133, using the Receipts and Payments basis available to small charities and the charity’s own Simple Accounts Spreadsheet.

• b) Reimbursement of Out-of-Pocket Expenses

• Out-of-pocket expenses incurred necessarily, reasonably and incidentally in the course the charity’s activities are reimbursed at cost.

No Trustees received any reimbursement of out-of-pocket expenses in the financial year.

• c) Salaries & Professional Fees

No trustee receives any payments for the services they provide to the charity.

In the current financial year the charity employed no staff or external contractors;

• d) Fixed Assets

The charity has not purchased or disposed of any fixed assets in the current financial year;

• e) Creditors & Debtors

Cheques for goods or services purchased, or invoices for goods or services delivered, which are issued prior to the end of the financial year but not appearing in the end of financial year bank statement are reported as outstanding creditors or debtors respectively.

• f) Rounding Discrepancies

All amounts are recorded to the penny, but in these accounts are shown as digitally rounded to the nearest pound. This can occasionally result in a total apparently not being the sum of its constituent amounts. All individual amounts, and their totals, are nevertheless correct.

Responsibilities and basis of report		I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 05 APRIL 2024 As the charity's trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”). I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement:		I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination, which gives me cause to believe that in any material respect: • the accounting records were not kept in accordance with section 130 of the Charities Act; or • the accounts did not accord with the accounting records; or • the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination. I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
