The trustees are responsible for the general control and management of the charity. The trustees give their time freely and receive no remuneration or other financial benefits to fulfil this role. The trustees meet on a regular basis and are responsible for all decisions taken in relation to the overall control and strategic management of the charity. ## **Recruitment, Appointment and Training of Trustees** The existing trustees are responsible for the appointment of new members to the Board in accordance with the provisions of the constitution of Shaheen Palliative Care. New trustees are selected based on their eligibility, integrity, and the skills or experience that will strengthen the governance and effective management of the charity. ## **CHARITY OBJECTIVES** The objective of the charity is mainly to protect and improve the health of patients in Pakistan with life-limiting illnesses by providing facilities, support services, and equipment that are not usually supplied by public authorities. ## **Public Benefit** In carrying out this review the trustees of Shaheen Palliative Care have taken regard of and comply with the Charity Commission's general guidance on public benefit and in particular its supplementary public guidance on the advancement of health and the relief of sickness. The trustees are satisfied that the charity’s activities, including the provision of support for palliative care services, medical assistance, and the promotion of education and awareness in palliative care are undertaken wholly for the public benefit. ## **Future Plans** Looking ahead, Shaheen Palliative Care aims to expand its support for patients in Pakistan suffering from life-limiting illnesses by strengthening its partnerships with local healthcare providers and increasing access to essential palliative care facilities. The charity plans to continue providing financial assistance for medical and comfort care while enhancing training opportunities for healthcare professionals to improve the quality of end-of-life care. In addition, the trustees intend to develop and deliver structured educational and awareness programmes to advance public understanding of palliative care. The charity also plans to support research and the dissemination of knowledge on effective and compassionate care practices. The trustees utilised these funds to promote the charity’s objectives of relieving sickness, protecting health, and advancing education on palliative care. Below are the detailed activities carried out by the charity during the year: ## **Patient Welfare Support** : The charity continued to provide financial assistance and essential medical equipment to patients in Pakistan suffering from life-limiting illnesses, helping to improve their quality of life and ease the burden on their families. ## **Healthcare Facilities Assistance:** Shaheen Palliative Care provided and assisted in the provision of palliative care facilities and support services in areas where such care is not readily available, focusing on low-income and rural communities. ## **Community Awareness Campaigns:** Awareness drives were conducted to educate the public and healthcare professionals on the importance of palliative care and compassionate end-of-life treatment, aligning with the charity’s objective to advance education in this field ## **Educational Outreach and Training:** The charity supported educational programs for doctors and medical trainees, promoting understanding of palliative care principles and encouraging the publication of useful research and case studies. ## **Professional and Administrative Support:** The charity incurred accountancy and professional fees to maintain compliance with statutory obligations and ensure accurate financial reporting. Minor costs on software and consumables supported efficient record-keeping and communication. ## **Charity Dinners and Fundraising Events:** Several charity dinners were held during the year to raise awareness and funds for ongoing projects in Pakistan. These gatherings brought together community members, donors, and healthcare professionals, helping to strengthen engagement and broaden the charity’s supporter base ## **Community Events** : The charity also participated in various local and international events aimed at engaging the wider community and strengthening its network of supporters. These gatherings helped raise the profile of the organisation and encouraged volunteer involvement. ## **Volunteer Engagement and Support Program:** A volunteer network was expanded during the year, enabling individuals to contribute time and expertise towards charitable operations. Volunteers assisted with event coordination, awareness campaigns, and administrative support, playing an important role in extending the charity’s reach. ## **ACHIEVEMENTS AND PERFORMANCE** As explained in the financial review, the charity has fulfilled its objectives through various charitable activities undertaken during the year in accordance with its aims. Shaheen Palliative Care continued to provide support to patients suffering from life-limiting illnesses, promote awareness of palliative care, and assist in the provision of essential medical and educational facilities. The trustees are satisfied that the charity has made good progress towards its objectives, with increased income and active engagement through awareness events, charity dinners, and fundraising initiatives. ## **RESERVE POLICY** At 31 March 2025, the charity held total funds of £66,628 (2024: £38,094). The trustees review the number of reserves that are required to ensure that they are adequate to fulfil the charity continuing obligations. Page 2 **Shaheen Palliative Care Trustees’ Report (continued) For The Year Ended 31 March 2025** ## **STATEMENT OF TRUSTEES’ RESPONSIBILITIES** The trustees are required under Charity Law to prepare financial statements for each financial year, which give a true and fair view of the state of affairs of the charity as at the end of the financial year and of the surplus or deficit of the charity. In preparing those financial statements, the trustees are required to: - select suitable accounting policies and then apply them consistently - observe the methods and principles in the applicable Charities SORP; - make judgements and estimates that are reasonable and prudent; - state whether applicable accounting standards have been followed, subject to any material departures that must be disclosed and explained in the financial statements - prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business. The trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and to enable them to ensure that the financial statements comply with the Charities Act 2011, the applicable Charities (Accounts and Reports) Regulations, and the provisions of the Trust deed. They are also responsible for safeguarding the assets of the charity and taking reasonable steps for the prevention and detection of fraud and other irregularities. The trustees are responsible for the maintenance and integrity of the charity and financial information included on the charity’s website in accordance with legislation in the United Kingdom governing the preparation and dissemination of financial statements. I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. ## **Independent Examiner Statement** I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: - accounting records were not kept in respect of the charity as required by section 130 of the Act; or - the accounts do not accord with such records; or - the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair view’ which is not a matter considered as part of an independent examination. Accounting Policies** ## **1.1. Basis of Preparation of Financial Statements** The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015) – (Charities SORP (FRS 102), and with the Charities Act 2011. The charity is a public benefit entity as defined by FRS 102. The financial statements are presented in Sterling (£). ## **1.2. Income Recognition:** All incoming resources are included in the Statement of Financial Activities (SOFA) when the charity is legally entitled to the income and the amount can be quantified with reasonable accuracy and there is certainty of receipt. Donations and legacies: These comprise all incoming resources from donations and gifts collected directly and income from fundraising events (i.e Jummah prayers) during the year. ## **1.3. Expenditure Recognition:** Expenditure is recognised once there is a legal or constructive obligation to make payment to a third party, it is probable that settlement will be required and the amount of obligation can be measured reliably. ## **1.4. Debtors and creditors receivable / payable within one year:** Accruals are recognised where the charity has a present obligation at the balance sheet date and it is probable that settlement will be required. They represent amounts payable for expenses incurred during the year but not yet invoiced or paid, such as accountancy, independent examination, and other professional or administrative fees. All accruals are reviewed annually to ensure they reflect accurate estimates of liabilities ## **1.5. Going Concern Disclosure** The Trustees are not aware of any material uncertainties about the charity’s ability to continue as a going concern. The financial statements have therefore been prepared on the basis that the charity is a going concern ## **2. Average number of employees** The charity did not employ any staff during the year Nil (2024: Nil). ## **3. Trustees Remuneration:** No trustee received any remuneration, benefits, or reimbursement of expenses during the year 2025 is £Nil (2024: £Nil). No trustee or person connected with a trustee received any payment for professional or other services provided to the charity. ## **10. Related Party Transactions** During the year, the charity received multiple donations totalling £8,295 from Haythem Limited, a company in which the Chair of the charity is also a director. The donations were made voluntarily and unconditionally, with no goods, services, or benefits provided by the charity in return. The income has been recognised as unrestricted funds in the financial statements. The trustees consider that the donations were made at arm’s length and in the best interests of the charity. There were no outstanding balances between the charity and Haythem Limited at the reporting date (2024: £nil). ## **11.
