The trustees have opted, under section 133 of the Charities Act 2011 (‘the Charities Act’), to prepare receipts and payments accounts ## **Objectives and Aims** The objects of the CIO are: - to further such charitable purposes for the benefit of people living in Combe Martin, Devon and the surrounding area, as are exclusively charitable according to the laws of England and Wales, as the trustees may from time to time determine, by making grants to other charities and organisations in furtherance of exclusively charitable purposes. ## **Public benefit** The Trustees have considered the Charity Commission guidance on public benefit and consider that the activities of the charity meet its charitable objectives and provide a benefit to the public. ## **Achievement and Performance** ## **Charitable activities** After a difficult start to the year due to the covid 19 pandemic, our village charity shop managed to reopen fully on 12[th] April 2021. There are currently 30 volunteers helping to run the shop, which receives regular compliments from customers about both the friendliness of the volunteers and the quality and price of items for sale. We also have a local schoolgirl volunteering on Saturdays as work experience towards her Duke of Edinburgh Award. Donations of clothes and bric-a-brac for re-sale continue to be many and varied. In the past 12 months, Combe Martin Community Fund has donated a total of nearly £19,000 to local organisations and charities. This has supported the installation of new planters to brighten up the high street and seaside, funded the installation of a community defibrillator at the village primary school, enabled Duke of Edinburgh expeditions to take place with the local Guides group, enabled the local museum to purchase vital equipment, funded the purchase of IT equipment at the local library and helped secure the future of the village carnival. ## **Financial review** The Charity had a surplus of £4,745 for the year ended 31[st] December 2021 (2020: £1,105). Income received was £31,321 (2020: £16,780) and expenditure of £26,576 (2020: £15,675). Unrestricted funds at the year-end were £5,850 (2020: £1,105). A local government Covid grant of £10,764 (2020: £10,000) was received. ## **Availability and adequacy of assets of each of the funds** The board of trustees is satisfied that the charity's assets in each fund are available and adequate to fulfil its obligations in respect of each fund. ## **Reserves policy** The trustees have considered the level of reserves they wish to retain, appropriate to the charity's needs. This is based on the charity's size and the level of financial commitments held. The trustees aim to ensure the charity will be able to continue to fulfil its charitable objectives even if there is a temporary shortfall in income or unexpected expenditure. The trustees will endeavour not to set aside funds unnecessarily. ## **Risk assessment** The Trustees actively review the major risks which the charity faces on a regular basis and believe that maintaining the free reserves stated, combined with the annual review of the controls over key financial systems carried out on an annual basis will provide sufficient resources in the event of adverse conditions. New trustees are elected by the existing trustees to the board after nomination and interview. Financial reports are presented to the board at each meeting. I report in respect of my examination of the Trust's accounts carried out under section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. ## **Independent examiner's statement** I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 1. accounting records were not kept in respect of the Trust as required by section 130 of the Act; or 2. the accounts do not accord with those records; or 3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination. Accounting Policies** ## **Basis of preparing the financial statements and assessment of going concern** These accounts have been prepared on a receipts and payments basis as permitted by law for smaller charities. The trustees consider that there are no material uncertainties about the charity's ability to continue as a going concern. ## **2.
