ANNUAL REPORT 2020-2021
This Report covers the period from 8th January 2020 when our cons:tu:on was changed from its original of 1965 and a Board of Trustees was appointed. As most ac:vi:es by BBAC itself and by member socie:es were cancelled during the pandemic, this is our first Report to the Annual General Mee:ng to be held on 21[st] September 2021 and an opportunity to meet our members.
With so liLle news or ac:vity the Board felt that no membership fee should be charged for the year beginning in April 2020 and reduced from April 2021 to £20 and to £10 for fes:vals and youth groups. Renewals are now being received. Revival is slow as everyone reviews what can be managed in a rather uncertain future, when there could be a change in the rules that may lead to cancella:on and loss of income.
The Bull Theatre leads the way with its new play “The Fog of War” commissioned by Barnet Museum to commemorate the 550[TH] anniversary of the BaLle of Barnet in 1471 and performed in the garden of St Mary’s Church at Hadley on 18[th] and 19[th] September.
And a big welcome to the Christmas Fayre and Its many stallholders and performers in the High Street, The Spires, the College and The Bull when revived on 5[th] December
artsdepot, Garden Suburb Theatre, Mill Hill Music Club and Chicken Shed have announced some autumn dates and others will be included as Barnet Arts magazine resumes being published quarterly, and all are included in BBAC’s revived website launched in July www.barnetarts.uk which has been a big step forward.
BBAC’s THEATRES IN THE PARKS has come into its own, with monthly performances con:nuing in the forested glade at the golf course in Oak Hill Park in East Barnet and a new programme exploring the possibili:es of presen:ng plays in the disused second bowling green in Mill Hill Park.
This large open space proved to have excellent sound transmission with good drainage, necessary as there was a heavy rain for the evening performance of “A Midsummer Night’s Dream”. True to the claim that the shows con:nue in rain or shine, everyone put up umbrellas and enjoyed this exuberant performance by Quantum Theatre. Luckily there was no rain while another large audience with many children watched and took part in “Peter Rabbit” in the acernoon.
These performances were important in showing how entertainment can thrive in this new loca:on where fes:vals, music and children’s events could fill the summer weekends. Proposals will now be put forward to the Borough Council for future years.
There was drizzly rain throughout “Dr DoliLle” at Oak Hill, but the children were content and enthralled. It is reassuring that the audiences s:ll thoroughly enjoy the plays under their sea of umbrellas as we had never before had steady rain since beginning TITP in the Mill Hill celebra:ons in 2000 as part of East Barnet Fes:val.
East Barnet and Finchley Fes:val are now member socie:es of BBAC and though they have been cancelled for two years they will hopefully be back in 2022.
BBAC manages projects through sub-commiLees whose membership includes a Trustee. The subcommiLee for TITP at Oak Hill Park met new volunteers to set up a separate commiLee for Mill Hill and advised on health, safety and first aid, assis:ng in sea:ng audiences who were being asked to sit in groups, and generally on the du:es of stewards. An elderly electricity supply to park buildings has meant hiring a silent generator. An improvement of the main supply will be a priority for the future. Local groups have responded well to becoming stewards and the main work has been undertaken by The Friends of Mill Hill Park and Mill Hill Residents Associa:on.
BBAC Fundraising has in past years been by an annual Quiz, first at Church Hall in Barnet and then transferred to Trinity Church in Mill Hill. Acer being postponed for a year it will be held in October. Usually best at aLrac:ng local supporters it has been agreed that proceeds this year should assist the Mill Hill TITP project. The quizmasters are Jim and Chelle Paice who are thanked for their support and Keith Mar:n as organiser, who are all members of The Friends of Chaville.
Trustees of BBAC meet monthly by zoom and the members are: Cllr John Hart and Cllr Anne HuLon. BBAC Sub-commiLees have mainly met at zoom mee:ngs
East Barnet TITP sub-commiLee members are Paul Scagnelli, manager of Oak Hill Park golf course, Ros Staines (accounts), Roger Brown (safety), Barry Swain and Jan Parker (publicity). Pam Edwards and Lorraine Yates.
Mill Hill TITP founding sub-commiLee members are Roger Morris and Cathrine Clarke, Chairman and Secretary of The Friends of Mill Hill Park, and Frank Orman, Chairman of Mill Hill Residents Associa:on, Pam Edwards and Lorraine Yates.
Former BBAC ac:vi:es in abeyance at the moment are
(a) North Finchley Music Fes:val which brings in music into pubs and restaurants over a weekend in May. (b) the annual Drama Compe::on for amateur theatre companies for adjudica:on of full length plays in the Borough and adjoining districts.
(c) the annual Poetry Compe::on for adults and 7-12s which requires adjustment to an online opera:on.
CONSULTATIONS The Borough Council should be commended for all the new ac:vity that it has generated and the opportunity to comment in consulta:ons on future developments in town centres
(a) in CHIPPING BARNET - the moves to improve publicity to the BaLle of Barnet by the Museum should be supplemented by a gallery which could show a mixed programme of pain:ngs by local ar:sts and historical subjects by the Museum who do not have much space for temporary exhibi:ons. It needs to be well presented with good ligh:ng and supervised against thec. The combina:on with a manned INFORMATION POINT on the BaLle would make it very suitable.
(b) There is no GALLERY across the Borough. Art socie:es have to use church halls during holiday periods for exhibi:ons when club mee:ngs have stopped.
(c) There is no MUSEUM for the large area outside that covered by Barnet Museum.
(d) Storage of items of historic interest, including many bought at the sell-off of the contents of Church Farm Museum, are to be moved to the former Quinta Club in Barnet which is out of district for southern areas of the Borough.
(e) A town square in NORTH FINCHLEY. Requested by many local people, proposals are now suggested for this innova:on, and comments invited.
(f) EDGWARE TOWN CENTRE is notable for the absence of indoor or outdoor spaces to meet or for markets or events. New proposals are for high flats and public spaces. It is no:ceable that there are no arts socie:es in the Edgware area, compared to Mill Hill a short distance away, with all pubs up on the Ridgeway. The Railway Hotel in Edgware has been closed for several years and could act as a district arts centre. Requests to the Borough Council have been refused.
(g) Now published is an ambi:ous plan for community and sports ac:vi:es in WEST HENDON PARK. BBAC will be commen:ng that this is very much needed in this area of new housing and the shortage of arts facili:es along the Edgware Road.
(h) Supporters of the HENDON LIBRARY are not sa:sfied that the small square site suggested temporarily will be adequate and complain that there is no long-term permanent building proposed to replace the current listed stately building, which would be demolished.
(I) HENDON HUB proposals on links with Middlesex University include a new ARTS TEACHING FACULTY with a performance space, and BBAC has asked that local groups should have the opportunity to use in view of the lack of performance spaces on the Western side of the Borough.
(j) BBAC asks that any proposal for NEW SCHOOLS should include ensuring that its large hall should be adaptable to accommodate public performances, with expert advice obtained from the Associa:on of Theatre technicians on items such as the suitable height for ligh:ng, adjacent spaces usable for dressing rooms, sound proofing.
and stepped sea:ng which may be folded back.
(k) The new BARNET EVENTS programme this summer is very innova:ve in using parts of the major car parks in different areas as bases to present a mixture of entertainment and fun fairs for the younger age groups and films for all ages. This has been most welcome in those areas where the usual local fes:vals have been cancelled, and especially in Finchley which lost its annual event some years ago acer 100 years of celebra:on.
A local event with free entry in a park or a town centre can be presented annually by a commiLee of volunteers, usually with a small grant and funfair. However, the scale of Barnet Events requires funding on a substan:al scale not seen before and is a major change of policy by the Borough Council to be welcomed. This is acer all one of the largest Boroughs in the country and it does have a splendid collec:on of parks.

Report of the Trustees Barnet Borough Arts Council
The Trustees of the Barnet Borough Arts Council present their annual report and accounts for the Year Ended 31 March 2021.
Barnet Borough Arts Council was established to promote drama and the arts within the Borough of Barnet, providing advice and information to its members and members of the public.
The Trustees confirm that the charity has operated within its objectives throughout the year.
The Trustees further confirm that they have acted within their powers as set out in the Charity's Constitution.
Covid-19
The Trustees have considered the impact of Covid-19 outbreak on the Charity. Whilst the pandemic has affected the operations of the Charity due to the hindered ability to hold events promoting drama and the arts, the Trustees believe that operations will increase in the future and that the Charity will continue to meet its objectives.
Transfer of Assets to New Constitution
On 3 March 2021 the assets of the Charity were transferred to the new CIO Charity of the same name.
These accounts have been put together in accordance with the relevant accounting guidelines and have been reviewed by an independent person as required by the Charity Regulations.
