Para 1.17 The objects of the CIO, which shall be carried out
within a Christian ethos, are:
1) For the public benefit, the prevention or relief
of poverty in the Blackpool Borough Council area
by the provision of food, items, advice,
information and support to people aged 18 and
over who are living in poverty as a result of
homelessness, being at risk of homelessness (by
virtue of being vulnerably housed) and financial
hardship.
2) To promote social inclusion for the public
benefit by preventing people who are aged 18 or
over in the Blackpool Borough Council area from
becoming socially excluded, relieving the needs
of those people who are socially excluded and
assisting them to integrate into society.
For the purpose of this clause ‘socially excluded’
means being excluded from society, or part of
society, as a result of being a member of a
sociallyand economicallydeprived community.

The charity provides a weekly drop-in session at a
local Church hall, and run by volunteers, to which
anyone over the age of 18 can attend. Normally
hot meals are provided, although during periods
of Covid restrictions, sandwiches etc. have been
provided instead. Small food parcels and urgently
needed items of clothing and personal hygiene
items are provided, where appropriate. Homeless
people may be provided with rucksacks and
sleeping bags. All attending are treated as guests
and are made welcome and befriended.

Para 1.20 Blackpool, the area in which the charity operates,
is one of the poorest areas in the UK and has a
disproportionate number of homeless people and
those living near the margins. Our sessions attract
40-60 people each week and all have benefited.
Apart from a period when we were closed down
due to Covid restrictions, our volunteers adapted
operating methods and continued to offer an
outdoor service to clients by erecting a gazebo at
the hall door where food was served, and meeting
clients at the rear door to give them food parcels
etc. when they were not allowed inside due to
social distancing rules. We have also steered
clients towards government and other
organisations to help them with specific problems
such as homelessness. The charity worked in
cooperation with the Local Authority and other
charitable organisations to provide as wide a
service aspossible duringCovid restrictions.
