## **Annual Report 31 December 2025** 

The Deddington Charity Estates was registered as a charitable incorporated organisation (CIO) in 20 March 2020.  It is the successor to a charity of the same name (but without the definite article) and assumed its roles on registration. Its Constitution is dated the same day. 

The trustees regularly review the Constitution, and its aims and objectives, to ensure any decisions are in accordance with its terms.  In 2024 the trustees approved a change to the Objects to clarify and confirm the objects as including the preservation as well as maintenance and retention of the buildings vested in the Charity.  This was approved by the Charity Commission and formally adopted at the Annual General Meeting on 28 January 2025. 

The purpose of the CIO is: 

(a) the provision of housing accommodation for beneficiaries. 

(b) the relief of persons resident in the area of benefit who are in need, hardship or distress. 

(c) the maintenance and preservation of the CIO’s assets. 

(d) the promotion of education by providing or contributing to such special benefits of any kind for any local resident or for any school substantially serving the area of benefit that are not part of the normal school provision. 

The area of benefit is defined as the Parish of Deddington, Clifton and Hempton. 

To fulfil the above, the charity owns, maintains and administers three asset groups: 

- a) The Almshouses (four in number) 

- b) The Town Hall, and 

- c) The Pest House Field 



The Almshouses consist of a Grade II listed building comprising four individual units. The Town Hall, also a Grade II listed building, comprises an upper-level room rented to a local gallery owner and a lower-level undercroft which is an open space benefiting from occasional lettings including the Farmers’ Market, local vendors, local events. The Pest House Field is presently divided into two sections and let to a local farmer and used for arable farming and grazing. 

The charity agreed a three-year tenancy with a local farmer for the Pest House Field on 25 March 2025. 

In accordance with its objects, the charity makes occasional grants to local students for educational purposes and supports an extracurricular art teacher and resources for the local primary school.  Two grants were offered to students planning to attend an educational trip to Cambodia in 2025 though only one was taken up. 

The charity maintains a portfolio of up-to-date policies. The board approved the new Disaster Recovery Plan during the year, putting in place plans for the care of its assets and beneficiaries in the event of an exceptional event affecting them. 

During the financial year, the charity has continued to maintain its assets. This included the completion in February of an extensive project to replace the roof tiles, battens and felting on the almshouses’ roof as well as the refurbishment of an almshouse which became vacant during the year. 

The charity also undertook a fire alarm upgrade to the Town Hall and has put in place plans for some remedial work on the lower level, the Undercroft, including new lighting. This latter project is likely to be undertaken in 2026-2027. 

The charity began the year with a balance of £113,785 in bank accounts. Income for the year at £41,183 was broadly in line with budget and almost the same as 2024.  Regular expenses, however, at £16,057 were substantially less than budget and £1,917 down on last year. These resulted in a surplus before special projects of £25,126, an 8% increase on the 2024 result. The three significant projects referred to above and in the paragraph below, with total combined costs of £53,176, resulted in year-end balances at banks for 2025 down to £85,735. 

We reported on the complications of the re-roofing project in last year’s report. The overall cost of £89,178 was at least twice the expected expense, albeit spread over two financial years with £44,275 of these costs incurred this year. This was the primary reason for our financial reserves being reduced so significantly. Although we do not have a reserves policy as such, we do seek 



to maintain reserves at a higher level, aiming at £100,000 or higher and are conscious of that as we budget each year. 

The trustees are aware of the Charity Commission’s guidance on public benefit and, in exercising their powers and duties in managing the charity, their decisions had due regard for the guidance. 

Following 17 years of dedicated service, our then trustee and treasurer handed over the role to the new treasurer following the January Annual General Meeting. The board expressed its sincere thanks to the retiring treasurer, Chris Twomey, and the retiring minutes secretary Yvonne Twomey. 

Also, following notice that the previous Independent Examiner was withdrawing from charity business, the board appointed Modus Accountants to the role in December 2025. 

Other than the retiring trustee referred to above, Chris Twomey (resigned 28 January 2025), we had no changes in the trustee board during 2025. The charity intends operating with a Chair, Treasurer and Clerk and the active support its other trustees. At the date of this report and approval of the accounts, there are eight serving trustees. They are Michael Liebrecht, Colin Lambert, Helen Oldfield, Maureen Cox, Fern Stringer, Mark Treadwell, Aimee Leszczenski and Rev Nick Fielden. However, it should be noted that Julie Westley also acted as a trustee during the financial year but had resigned by the time the accounts were approved.

## **Properties** 

The charity owns the Almshouses and Town Hall in Deddington under Land Registry title numbers ON 288516 and ON 288518 together with the Pest House Field comprising 27.673 acres of land. The assets together are considered to be valued at £3.6m.

I report to the trustees on my examination of the accounts of the The Deddington Charity Estates (CIO) ("the Charity") for the year ended 31 December 2025. 

## **Responsibilities and basis of report** 

As the trustees of the Charity, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ("the Act"). 

I report in respect of my examination of the Charity's accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner's statement** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in any material respect: 

(i) accounting records were not kept in accordance with section 130 of the Act; or 

(ii)  the accounts do not accord with the accounting records.
