Governing Document
Lambeth Chinese Communty AsswIat￿n was fitst registered charity and a Company Limit&J
by guarantee and incotporated on 14 Juty 1989. Lambeth Chinese Communty Association is
also known and referred to as LCCA On 20 March 2020. LCCA was converted from Company
Limited by Guarantee into a Charitable Incorporated organvzab.on (CIO), wtth the same name,
and also registered with the Charity Commissi017 for En9land and Wales nltmber 1188688, with
no member liabilty.
Appointm8nt and inductlon of Trustees
LCCA has adopted the Charitable Incorporated organiza￿n (CIO} constitution and ts govemed
by its Executive Committee ITrustees} whose ￿￿rnbets are elected annualty at the Annual
General Meeting or wpted by the Trustees.
Organlsatlonal Stru¢tuv¢
LCCA is govemed by its ExecLrtive Commrttee which is responsible for setting the strategic
direction and policies of the charrty. The Executive Committee carry the ultimate responsibility
for the conduct of LCCA and for ensuring that the charity satisfies its *al and contractual
obligats.ons Trustees meet every three months and delegate the day-to-day operations of the
organisation lo senior management
Related Parties
LCCA Domiciliary Care ServKe is a registered charity with Care Qualrty Commission ICQC). It
has contractwith Lambeth Social se￿￿$ and spot contr&ts wrth Wandsworth and Southwark
Social serVi￿S. LCCA also c￿OperateS wth the UK Associal￿n of Chinese Schools in the
njnning of its Saturday Chinese School.
LCCA premises was purchased from Lambeth Council in Cctobef 2005.
Malor risks
Twstees recc¥3nise thal any major risks to which the charity is exposed need to be reviewed
and systems put in place to mib.gate those risks. To that end LCCA is o)ntinually rMinrtoring
and managing its risk, reviewing the corpoFate risk register and ensuring action plans are in
place to mitigate its key risks.
Included in extemal Tisks is that of the loss of funding. The effects of this have been minimised
by the procedures in place. which have resulted in fvnding being secured from a variety of
sourles includiTrg contracts with local authoribes. The charity continues to seek to diversify its
fijnding sources. Internal risks are minimised by the implementation of prOC￿￿re$ for
authotisation of all transactions and'proiects and to ensure consistent quality ol delivery for all
operational aspects of the charitable company. These pro￿Ule5 are periodically reviewed to
ensure that they still meet the needs ofthe charty.

The objecis of the Charity are:

occupab'on for the inhabitants of the London BortyJgh of Lambeth and in particular in
the interests of scKial we￿are and with the objects of improvillg their conditions of life.
(31 To relieve poverty. sickness. and distress affKJng members ofthe Chinese community
in the London Borough of Larn￿th.
{41 To work towards the elimination of racial discriminalion and the promotion ot good
relations between persons of different ethnic origins residing or working in the London
Borough of Lambeth.
The Chanty aims to be the first point of contact in Lambeth and the surrounding boroughs for
those Chinese who need assistan￿. advi(E and support in their daily Itves in a foreign land.
We aim to help the elderly Chinese in parb"cular to fight isolation and ill-heallh and provide a
welcoming presence in our areas of operation for that PUFPOSe.
We have adopted the strategies of direct prov¥sion of services and SUPF)Ort by ourselves and in
Collaboration with statutory authoribes in the boroughs we operate In.
Since February 2022. following the UK Govetnment published guidance 'Living Wlth COVID,,
our centre has gradually restsrted all LEntr&based servi￿$ and activities including '.
Infonnation & Signpost SeNlces
We assist member users to acce5S the areas of service including hospital and medical
apFx)inlments, housing repwrs. over-the-phone interpretation. refefrals, housing & council tax
benefit enquiries and general inf0m￿tion and signpost
Older People and Health Project
We airn to provide social and recreatK>nal aclNities to alleviate the rrErnbers from poverty, ill
health and loneliness in the t￿mMun￿. ACtivit￿S include luncheon dub, exercise, Tai Chi. day
outings. residenb'al trips. health seminars. etc.
Learning Programmes
Classes include Mandarin language. Engltsh language
F￿￿Val Celebratlon$:
D￿JOn Boats, Mooncake. Birthday parties, wdcoming Chinese New Year.
Fundraising events
Dumplings making and fc#)ds selling.
Training

Domiclllary Care SeThices
The main purpose for the service is to facilitate and improve the health and well-being for those
elderly Chinese and Vietnamese residents of south London who are often isolated and lead
socially exduded lives.
During the Covid-19 crisis, the project was facing an exiremely challenging time. We
appreciated all of our extraordinary carefs who conkn.nued to play such a vrtal role and to provide
hours to the housebound users wilhout Se￿￿ disruptions. During the pandemic, we We￿ able
to provide suffiryent PPE for our care workers as heath and safety were the priority concerns
to our workers. In order to sustain conb.nuty of care for the vulnerability in the community an
Infection Control Fund from the Lambeth Adull &£ial ca￿WaS availab￿ forthose careworkers
if Ihey were unable to carry out their duties due to Coronavirus isolations.
In the year, we delNered a totsl of 7497.75 hours12022123.' 8471 5} for 15 clients 12022123:
18}. The project's tumover an￿)Unted to £148,762 (2022123.. £152.914}, which had a fall of 3Yo
compared with the previous year. Our future objectives and tar9ets are to recruit more carers
and provide Ihem with more traillings to strengthen further our Work force.
Saturday Weekgnd Chlnese S¢lH>ol
Lambeth Chinese School is an award-wnning non-profft Chinese school in Lambeth London
and takes pla￿ at St Martin in-the-Field High School in Tulse Hill. wilh pupils aged 5-16 years
old. After all lockdown has been Itfted, we retumed to St matin School for classrix)m teaching
since September 2021. The Management WOLsld like to thank the Head Teachers, teathers
and students for their hard work during the bjrbulent year.

A deficit of £13,198 was made in the year {2022r23 - £19,821 defjotl. On 31 March 2023 total
funds amounted to £215,022 (2021r22 - £228.2201.
R8s•fves Policy
The trustees are required to ensure thatfree monies are available in each financial year to rneet
any reasonabty foreseeable contingency. The charity will maintain a projection of incofne for
at least one year ahead and will ensure that this ¢x>ntinues to be derived from as wide a variety
of Soufces as possible. They will take all necessary steps lo ensure that at no time within this
period would it be possible for the cessation of one or rnre fvnding streams to present so
serioLJS a challenge to the future of the organisation that it could not be managed so as to
continue to provide a best value seNice.
In reviewing the potential costs Ihat could arise should a significant reduction in income be
suffered, the Injstees have detem)ined that 'free' reserves should be maintsined equal to 12
r￿)nthS of unrestricted total operating expendiknre. Ffee reserves are defined as totsl free
reserves less net fixed a*ts. ThÉs is equivalent to £117.352 in the year.
The amount of the current expenditure of £211.130 is above the required level of reserves and
the trustees will continue to make the efft)rt to aCh￿ve surpluses in fy￿re yeats to contribute
towards achieving this aim.

5. Future Plans
Since last financial year. LCCA has gradualty recovered from the "doTmanf statug after the
pandemic. Old members retvmed and new ￿EMI￿rS joined. Management expanded to have
some new enthusiastic. dedicated and younger members. New staff joined and proved to be
very successful. Old activities relumed combined wth sorre new program5. Members are all
enjoying the new booming activits"es. Weekend school has retrjmed to dassroom teaching. New
Head teacher leading a few gcKMJ teachers work brillianty. The school has grown in numbers
again. tlomialiary Care Servi￿ still provides e￿I￿nt serv￿. However. a few clients passed
on and left the service in this finanaal year. Hence the service seems shiinking slowty. As
LCCA depends solely on the income generated from DomKiligry Care service, immediate
action is lo expand the servw and seek more clients.
The immediate strategic plans for the AsscKiation will be:
Expand t)omrilÈary Care service and seek more clients.
Explore areas of financing and sharing of Tesources to redu￿ ￿$ts.
Recru¢1 more staff members to help meet the younger and new members, needs.
Continue to fund and expand the Older Pwle project with our reserves.
Seek every effort to secure more income resource such as grant applications.
Work closely with local ¢ommunibes to develop new andlor extend existing projects.
Explore areas of financing and sharing of resources to redu￿ costs.
Expand ftjrther training provisions for rare workers and volunteers to update their caring
skills to meet the CQC requirements.
Recruit more experienced teachers and rrraintain gocal nth.onal standard for the Saturday
Chinese School

Basis of Preparation
The financial statements have been prepared under the histOTical cost convention ift
accordance with applicable ac£ounting standards and the Statement of Recommended
Practice (SORP): Accounting and Reporting by Charities. issued in March 2005.

The charity is a Charitable InCLtrrF￿ted Organisation ICIO). The members ofthe charity
include the trLSStees who are also Ordinary members and named on page 1. In the event
of the charity being wound up. the liabilty of members is nil.
Fund Accounting
Unrestricted Funds comprise accumulated surpluses and defrits on general fvnds that
are available for use at the discretion of the Trustees in fvrtheran¢e of the Charity's
objects and that have not been designated for other purposes.
Restrlded Funds are funds subject to restricbons on their expenditure imposed by the
donor or through the tsrms of an appeal.

Governance Costs
These are the costs asscciated wtth the governance arrangements ofthe charity. They
include the costs of the prepara￿n and examination of statutory accounts. trustees,
meetings and the costs of any legal advi￿ given to trustees on govemance 01
constitutional matters.
All costs are charged betsvw the expendItU￿ categories of the Statement of Financkal
Activities on a basis designed to rellect the use of the resour￿. Costs relating lo a

Tangible Fixgd Assets for charity's own usg
These are capitalised rf they can be used for more than one year and cost at least
£500. They are valued at cost or, if gifted. at the value to the charity on re￿ipl.
A fixed asset arquired fulty or paruy from a restricted grant is i￿luded at its fvll cost of
acquisition without netting off the grant pr(￿eedS and the grant reported as an incoming
resour￿. ￿ere the use of the asset such acquired is not rpstricted by the grantor, an
amount equal to the grant is transferred into a designated fund to be wrtten off over
the usefvl life of the asset in accordance wtth the recommendations of SORP 2005.
