Structure, Governance and Manag•ment Governing Documont Lamb8tr Chinese Communlty Association was first registered charity and a Company Limited by guarantee and incorporated on 14 July 1989. Lambeth Chlnese Community Association is also known and referred to as LCCA. On 20 March 2020, LCCA was converted from Company Limited by Guarantee into a Chanlabl8 Incorporated Organization ICIOI. with the same name and also registered wlth the Charity Commission for England and Wale8 number 1188688, with no member liability. Appolntment and Inductlon of Truste98 LCCA has adopted the Charltable InGorporated Organization {CIOI conslllullon and is gov8rned by its Exe¢utlve Committee (Trusleesl whose members are elected annually al the Annual General Meeting or co-opted by the Trusloes. Oryan18atlonal Strueturo LCCA Is governed by 5ts Executlve Commlttee whlch is r8$ponslble for setting the slrateglc directlon and policies of the charlty. The Executive Committe8 carry the ultlmate responsibility for the conduct of LCCA and for ensuring that the charity satisfi&$ its legal and contractual obllgations. LCCA also Co-operates with the UK AssoGialion of Chinese Schools In the runnlng of Ils Saturday Chln8$8 School. LCQA premises was purchased from Lambelh Council in OGtober 2005. Major r18k8 Trustees recognise that any major SkS lo which the charity is exposed need lo be revi8wed and systems put in place to mltlgate those risks. To that end LCCA is ¢onlinually monitoring and managing its risk. revlewlng the corporate risk register and ensuring alon plans are in place to mitigate ils key risks. Included in external risks is that of the toss of funding. The effects of this have been minimised by the procedures in place, which have resulted in funding being secured from a variety of sources including contracts with local authorities. The charity continues lo seek to diversify its funding sources. Internal risks are minirnised by the implementation of procedures for aulhorisation of all transactions and projects and to ensure consistent quality of delivery for all operational aspects of the charitable company. We aim to help the elderly Chinese in partlcular to fight Isolation and ill-health and provlde welcomlng presence in our areas of oporatlon for that purpose. Since February 2022, following the UK Government publlshed guKlance 'Llving with COVID,, our centre has gradually restarted all cenlre-ba5ed services and aclivitles including Informatlon & Slgnpost Servlce8 We asslst member usèrs lo access the are8s of service includlng hospltal and medl¢al appolntmenls, housing repairs, over-lhe-phone inlerprelalion, referrals, housing & council tax benefit enqulries 8nd genaral informallon and signpost. Older People and Health Project We aim to provide social and recreational aotlvlties to alleviate the members from poverty, ill health and loneliness in the community. Astivlties Include luncheon club, exercise, Tai Chi, day outing8, residential trips, health semirnars, etc. Learnlng Programme8 Classe5 include Mandarin language, English language Festlval Celebratlons: Dragon Boats, Mooncake, Birthday parties, welGoming Chinese New Year. Lambeth Chinese Community Association Trustees, Annual Report for the year ended 31 March 2023 Domiclllary Care Services The main purpose for th8 service 15 to facilitate and improve the health and well-being for those elderly Chinese and Vietnamese residents of south London who are often isolated and lead socially exclud8d lives. During the Covid-19 crisis, the project was facing an exlrem¢ly challenging lime. We appreciated all of our extraordinary carer8 who continued to play such a vilal role and to provide hours lo the housebound users without service disruptions. Durlng the pandemic, we were able lo provide sufficient PPE for our care workers as health and safety were the priority concerns lo our workers. In order tts Sustain continuity of caTe for the vulnerabllity in the community an Infection Control Fund from the Lambelh Adult Social Car8 was avallable for those care workers if they were unable lo carry out their duties due lo Coronavirus isolations. In the year, we delivered a total of 8471.5 hours {2021122: 8,0861 for 18 clients12021122'. 1 $1. The project's turnover amounted to £152,914.3212021122.. £146,646.76), which had a rise of 4.3% compared with the previous year. Our future objectives and targets are to recrull more carers and provide them with more trainings to strengthen further our work force. Saturday Weekend Chlnese School Lambeth Chinese School 48 an award-winning rn-profIt Chinese school In Lambeth London and takes pla¢6 at st Martin in-the-Fleld High School in Tulse Hill, wlth pupils aged 5-16 years old. After all lockdown has been lifted. we returned to Sl matln School for classroom teaching slnce September 2021. The Management would Ilke to thank the Head Teachers, tea¢hers and stuéents for Ihelr hard WOTk during the turbulent year. 4. Flnanclal R8vl8w Flnan¢lo1 Posltlon Incoming Resources in thè year amounted to £202,029 (2021122 - £189,217). A deficit of £19,821 was made in the year12021122 - £51.298 d8fl¢lt). On 31 March 2023 total fvnd$ amunled lo £228,220 {2021122- £248,041). R8s•rves Pollcy The trustees are required to ensure that free monies ar8 available in each financial year lo meet any reasonably foreseeable ¢ontlngency. The charity will maintain a projection of income for al lea51 one year ahead and will ensure that this continues lo be derived from as wide a variety of sources as possible. They will take all necessary steps lo ensure that at no time within this period would it be possible for the Cessallon of one or more funding streams to present so serious a challenge lo the future of the organisation that it could not be managed so as to continue to provide a best value $6rvlce. In reviewing the potential costs that Could arise should a significant reduction in income be suffered, the trustees have determined thal 'free' reserves should be maintained equal to 12 months of unrestricted total operating expendlture. Free reserves are defined as total free reserves less net frAed assèts. This is equivalent to £126,729 in the year. The amount of the current expenditur8 of £221,850 is above the required level of reserves and the trusloes will continue lo make thè éffort to achieve surpluses in future years to contribute towards achieving this aim. Future Plans After the COVID pandemic, the UK has experienced more uncertain limes of post-BREXIT and the Ukraine war. The global economy has met with multiple problems in 2022-23. Inflation goes up. cost of living increases, interest rate goes up, e¢onomy is plummeting, and the country seems heading lo a summer of discontent and, even worse, a possible recession. Being a charitable organizalion, LCCA is facing a real economi¢ problem. In addition, after the shutdow of the Cenlre, the management and most older members seemed to be distancing from the Association and all activities. To keep the LCCA afloal il 1$ essential to recruit new and younger members. To restart all Centre activities has become the priority and 16 a real challenge.
