The trustees have pleasure in presenting their report and the unaudited financial statements of the charity for the year ended 5 April 2024.

OBJECTIVES AND ACTIVITIES

To further or benefit the residents of post code BS26 area and the neighbourhood, without distinction of sex, sexual orientation, race or political, religious or other opinions by associating together the said residents and the local authorities, voluntary and other organisations in a common effort to advance education and to provide facilities in the interests of social welfare for recreation and leisure time occupation with the objective of improving the conditions of life for the residents.

In furtherance of these objects but not otherwise, the trustees shall have power:

To establish or secure the establishment of a community centre and to maintain or manage or cooperate with any statutory authority in the maintenance and management of such a centre for activities promoted by the charity in furtherance of the above objects.

The prevention or relief of poverty in post code BS26 area by providing grants, items and services to individuals in need and/or, other organisations working to prevent or relieve poverty.

For the public benefit to provide transport facilities in the post code BS26 area for persons who have special need of such facilities because they are elderly, poor or disabled, people with young children and living in isolated areas where there are no adequate public transport facilities.

The trust is engaged in the development and running of a community hub.

The trustees can confirm that they have had regard to the guidance issued by the Charity Commission on public benefit.

ACHIEVEMENTS AND PERFORMANCE

Progress with the development of the Community Hub continues. The Café has enjoyed a second year of trading. The popularity of the café has grown with regular lunches and dinners being held. Villagers continue to drop in for coffee and a chat, farmers for breakfast and residents from surrounding isolated villages coming for lunch. We continue to see an increasing number of tourists who are visiting the AONB including cyclists (individuals and clubs), ramblers on the West Mendip Way and holiday makers. We are also receiving visitors who are interested in the Frankie Howerd connection. The cafe has continued to expand its offering and the turnover has increased considerably. It is anticipated that this growth will continue and costs will be offset by the additional income resulting in a profitable enterprise going forward.

In just a short period it has become clear that The Trust needs to complete the Dame June Whitfield extension to the building as soon as possible and the foundations have been started. The trust has been successful in obtaining a number of grants to enable the expansion. These were not paid during the current year but will be included in the next years report.

The trustees realised that, like all start ups, there would need to be a source of funding to equip the premises, pay wages, utility bills and general running costs.One of our trustees, who has lived in the area for almost 50 years, has first hand experience of the isolation problems caused by the closure of village post offices, shops and bus services, committed to providing interest free loans to ensure The Trust would never be in debt during the creation of the community hub.

The loans are interest free and will only be repayable once the capital project has been completed AND the community hub is able to perform a full range of charitable functions through the profits of the cafe and the shop.

Despite access to loans The Trust has sought to actively minimise costs through the support of local businesses ( The car park was created with 250 tons of stone donated by the local quarry. The Trustees built the bar from pallet wood and scaffold planks and our commercial kitchen makes do with equipment sourced from auctions).

Landscaping work continues. The picnic tables provide extra capacity when weather permits.

Promotional leaflets about The Hub have been distributed around the villages.

The Chairman continues to serve on the local village hall committee and the relationship between The Hub and the village hall is good.

The community bus is being used by a wide range of local groups such as sports clubs; bell ringers; gardening clubs; drama groups and residents family social events. Local residents throughout our villages can now be transported to and from The Hub and to medical appointments. This is helping to address the problems of loneliness and the mental health issues that can arise from living in a rurally isolated area and helps remedy the shortage of public transport. The Trustees are particularly pleased that in the past year our “Rural Friends” initiative has seen over 300 elderly supported with meals and transport which is a considerable increase on the previous year.

Our Chairman continues to liaise closely with our President Dame Joanna Lumley.

STUCTURE, GOVERNANCE AND MANAGEMENT

Governing document

The charity is controlled by its governing document, a deed of trust, and constitutes a charitable incorporated organisation.

Recruitment and appointment of new trustees

The trustees are acquired through advertising and by word of mouth, and are appointed for their expertise.

Risk management

The trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error.

I report to the trustees on my examination of the accounts of the above-named charity (“the Trust”) for the year ended 5 APRIL 2024.

RESPECTIVE RESPONSIBILITIES OF THE TRUSTEES AND THE EXAMINER

As the Charity’s Trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”)

I report in respect of the examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

BASIS OF INDEPENDENT EXAMINER’S REPORT

My examination was carried out in accordance with the general directions given by the Charities Commissioners. An independent examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as Trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.
