The Trustees present their report and accounts for the period from 1[st] January to 31[st] Dec 2021.

## **3.  OBJECTIVES AND MANAGEMENT** 

The objectives of the Trust are: 

The provision and maintenance of a village hall and recreation ground for the use of the inhabitants of the parish of Worplesdon without distinction of political, religious or other opinions, including use for: 

(a) meetings, lectures and classes, and 

(b) other forms of recreation and leisure-time occupation, with the object of improving the conditions of life for the inhabitants. 

The management of the hall and recreation ground is in the hands of up to seven Trustees. 

The hall is rented out for a wide variety of functions and meetings, while fees are received from local football, cricket and tennis clubs for their use  of  the  recreation  ground.   Local  and  regular  users  benefit  from discounted  charges,  as  do  specific  charitable  events.   The  income generated is used to operate, maintain and improve all the facilities on a continuing  basis.   The  Trust  employs  a  resident  caretaker  who  is provided with accommodation in a cottage adjoining the hall. 

In exercising their duties, the Trustees, have, at all times, full regard for the Charity Commission’s public benefit guidance. 

## **4.  HISTORY** 

The Trust was established by a deed dated 16th October 1919. The Trust Deed  included  the  conveyance  of  a  parcel  of  land  at  Perry  Hill  to Worplesdon Parish Council by Sir James L. Walker CIE, at that time the owner of Worplesdon Place. 

Subsequently, in October 1922, Worplesdon Memorial Hall was opened in memory of the local men killed in World War I.  This was funded by Sir Laurence Halsey KBE who lived in the village. 

In October 1949 Mrs Mary Sime, the widow of Sidney Herbert Sime, a well-known painter and illustrator who had lived locally for many years, willed  to  the  Trustees  a  gift  of  £3,625  and  a  collection  of  her  late husband’s work.  In April 1956 the Sidney Sime Gallery was added to the Hall to house his paintings and the money gifted was used to achieve this objective. The Sime Trust is now a separate charity 

## **5.  REVIEW OF THE YEAR** 

## **5.1 Governance** 

The Trust Deed requires that the Chairman should step down at the end of each year, while being eligible for re-election. Mr Gordon Adam was elected as chair from 1st Jan 2021. The other trustees took post at the same time.

## **5.2 Hirings** 

Since the relaxing of governmental guidance, the regular hirers of the hall have returned and are using the hall as before. The hall has lost a couple of the regular hirers you have either found other accommodation or have closed up operations. 

Worplesdon Pre-school has been in operation throughout the year part from school holidays. We also had one company who hired one of the rooms out on a permanent basis through the year. 

Total income from hall lettings, field charges and users’ storage charges were £34,456 which is a 69% increase from 2020 but still low when compared with a record £55,375 during full year 2019. This has been a better year for the hall than 2020 though still not yet where we were prior to Covid but we have received interest from potential new hirers. 

## **5.3 Hall Improvements** 

No  major  improvements  were  made  during  2021  apart  from  general maintenance, though the grounds continued to be maintained and open to the public. 

## **5.4 Financial summary** 

The day-to-day operations of the returned a surplus of £955 during 2021, compared with £7,566 during full year 2019. This is mainly due to return of the caretaker to employment, the loss of the financial support and the slow build-up of regular hirers. 

Total financial assets (cash and investments) amounted to £2.452 at the end of 2021, compared with 27,497 at the end of 2019.  This difference is due to the split between the Hall CIO and Sime Gallery CIO. 

## **6.  FUTURE PLANS** 

The  trustees  of  the  Hall  are  progressing  the  plans  for  the  Halls Centenary Celebrations in October 2022 and encouraging increased use of the hall

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended **31 / 12 / 2021** . 

**Responsibilities and basis of report** As the charity trustees of the Trust, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”). 

I report in respect of my examination of the Trust’s accounts carried out  under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
