TRUSTEES’ REPORT, 2021
The Trustees present their report and accounts for the period from 1[st] July 2020 to 31[st] Dec 2020. Worplesdon Memorial Hall and Recreation Ground and the Sime Trust separated into two distinct and independent Charitable Incorporated Organisations on 1 July 2020: Worplesdon Memorial Hall and Recreation Ground CIO and Sime Gallery CIO.

3. OBJECTIVES AND MANAGEMENT
The objectives of the Trust are:
The provision and maintenance of a village hall and recreation ground for the use of the inhabitants of the parish of Worplesdon without distinction of political, religious or other opinions, including use for:
(a) meetings, lectures and classes, and
(b) other forms of recreation and leisure-time occupation, with the object of improving the conditions of life for the inhabitants.
The management of the hall and recreation ground is in the hands of up to seven Trustees. The ownership of the land was transferred from the Custodian Trustee, Worplesdon Parish Council to the CIO on 23[rd] September 2020. From that date the Parish Council has no connection with the CIO.
The hall is rented out for a wide variety of functions and meetings, while fees are received from local football, cricket and tennis clubs for their use of the recreation ground. Local and regular users benefit from discounted charges, as do specific charitable events. The income generated is used to operate, maintain and improve all the facilities on a continuing basis. The Trust employs a resident caretaker who is provided with accommodation in a cottage adjoining the hall.
For the most of the lock down period during 2020, the caretaker was on furlough.
In exercising their duties, the Trustees, have, at all times, full regard for the Charity Commission’s public benefit guidance.
4. HISTORY
The Trust was established by a deed dated 16th October 1919. The Trust Deed included the conveyance of a parcel of land at Perry Hill to Worplesdon Parish Council by Sir James L. Walker CIE, at that time the owner of Worplesdon Place.
Subsequently, in 1922, Worplesdon Memorial Hall was built on the land in memory of the local men killed in World War I. This was funded by an anonymous donor, now known to be Sir Laurence Halsey KBE.
In October 1949 Mrs Mary Sime, the widow of Sidney Herbert Sime, a well-known painter and illustrator who had lived locally for many years, willed to the Trustees a gift of £3,625 and a collection of her late husband’s work. In April 1956 the Sidney Sime Gallery was added to the Hall to house his paintings and the money gifted was used to achieve this objective.

5. REVIEW OF THE YEAR
5.1 Governance
The Trust Deed requires that the Chairman should step down at the end of each year, while being eligible for re-election. Mr Gordon Adam was elected as chair from 1at July 2020. The other trustees took post at the same time.
5.2 Hirings
Some 46 separate organizations or individual hirers used the Hall or Grounds during 2020. This was significantly lower than the 125 hirers during full year 2019, due to the outbreak of COVID-19 in March 2020.
Following national guidance issued by the UK Government in relation to COVID-19, the Hall was closed to hirers from 23 March 2020; it reopened on 1 June 2020 to accommodate Worplesdon Pre School as the sole hirer until the UK Government permitted group gatherings.
Total income from hall lettings, field charges and users’ storage charges were £20,869 during 2020, compared with a record £55,375 during full year 2019. This has been a difficult year for the hall but we have received interest from existing users and potential new hirers when the hall will be re-opening after lock down.
Even though the hall was closed to the public, apart from the pre-school, the grounds and the outside toilets remained open and were well used by the public for exercise, picnics and meeting up.
5.3 Hall Improvements
The Trust completed two key improvements to its premises during the first half of 2020: remediation of findings from the legionella risk assessment (£2,700), and tree works and clearing of ditches (£1,860). No further improvements were made during the latter have of 2020, though the grounds continued to be maintained and open to the public. The hall continued to be maintained through the lock down period.
5.4 Financial summary
The day-to-day operations of the returned a surplus of £5,566 during 2020, compared with £7,566 during full year 2019.
The Trust is grateful for the financial assistance provided by Guildford Bo rough Council (GBC) and UK HMRC to mitigate the effects of loss of income due to COVID-19. Specifically, it received £10,000 from GBC under the Retail, Hospitality and Leisure Grant Funding Scheme and c £3,200 from UK HMRC under the Coronavirus Job Retention Scheme. These contributions will be used to cover the operational expenses of Worplesdon Memorial Hall and Recreation Ground CIO over the coming months due to significantly lower hiring income.

Total financial assets (cash and investments) amounted to £27,497 at the end of 2020, compared with £42,315 at the end of 2019. This difference is due to the split between the Hall CIO and Sime Gallery CIO.
6. FUTURE PLANS
Worplesdon Memorial Hall and Recreation Ground CIO and Sime Gallery CIO, whilst both independent charities, continue to work together for the benefit of both charities. The Worplesdon Memorial Hall and Recreation Ground CIO has begun to plan for its centenary celebration in October 2022.

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 31 / 12 / 2020.
Responsibilities and basis of report As the charity trustees of the Trust, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).
I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's I have completed my examination. I confirm that no material statement matters have come to my attention (other than that disclosed below *) in connection with the examination which gives me cause to believe that in, any material respect:
