PO16 0JX| |---|---| **Chichester Marks Holocaust Memorial Day CIO** ## **Trustees' Annual Report** ## **Year Ended 31 December 2025** ## **Clare Apel MBE** With great pleasure the trustees report that the Charity’s founder and chairman was awarded an MBE in the King’s 2026 Birthday Honours for services to the Voluntary Sector, to Local Government and to Holocaust Education. ## **Structure, governance and management** ## _Charity Status and Structure_ Chichester Marks Holocaust Memorial Day (CMHMD) is a charitable incorporated organisation governed by its constitution. It was registered by the Charity Commission in England and Wales on 2 March 2020. The trustees are the members of the Charity. In the event of a winding up the members have no liability to contribute to the payment of CMHMD's liabilities. ## _Recruitment, Appointment and Training of Trustees_ Trustees are recruited from those who share CMHMD's aims and aspirations and must be able to bring a breadth and depth of experience and skills to the trustee body. Prior to appointment trustees are briefed on CMHMD's activities and on appointment complete Fit and Proper Person forms and Declarations of Interests. All the trustees take seriously the obligation to maintain their knowledge. ## _Risk Management_ The trustees have identified the major risks to which they believe CMHMD is exposed and systems have been established to minimise those risks. The risks are reviewed at each trustees' meeting. The principal risks relate to contracts for performances produced to inform and educate the public on matters concerning the Holocaust and genocides. ## _Governance_ The overall responsibility for CMHMD rests with the trustees who meet regularly to both oversee governance and to make operating decisions. On 6 April 2026 Clare Apel retired from the chair and was succeeded by Mark Schwarz. Clare was the founder of the charity and the trustees are truly grateful for her wise and dedicated leadership fro the very first days, and are pleased that she will continue as a trustee. The trustees endeavour to apply the Charity Governance Code, including the updated Code published on 8 December 2020, and the Nolan principles (selflessness, integrity, objectivity, accountability, openness, honesty and leadership). Furthermore believing that corruption, bribery and unfair actions hamper development and impede progress they insist on integrity in all CMHMD's activities. ## **Objectives and activities** CMHMD seeks to both advance the education of the public in the history and experience of the Holocaust and other genocides and, to promote tolerance by local engagement in education and the community. CMHMD is the successor to an ad hoc committee which had worked to mark Holocaust Memorial Day with activities, including screenings, talks and concerts. Its activities started in January 2015 when the Holocaust Memorial Day was marked with a tribute to former Chichester Member of Parliament John Abel Smith, who campaigned for Religious and Political Rights in the mid-1800’s. Since then each Holocaust Memorial Day has been marked with public activities, which have ranged from major performances to one person shows along with separate activities for school children. In 2025 the Day was marked by two sell out performances at Chichester Festival Theatre’s Minerva Theatre of the opera Last Train to Tomorrow and films and workshops for schools at Chichester Cinema. ## **Chichester Marks Holocaust Memorial Day CIO** ## **Trustees' Annual Report** ## **Year Ended 31 December 2025** In June 2022 a conversation with the author and historian Dr Helen Fry as part of The Festival of Chichester extended the Charity’s activities and in each subsequent year there have been appropriate Festival of Chichester events. In July 2025 Manfred Goldberg, a holocaust survivor told his story. ## **Plans for future periods** Events in 2026 have been Honouring Courageous Women, a one woman show from novelist and historian Kate Mosse, which honoured courageous women who resisted tyranny, film showings and workshops for schools. Responses to these events are illustrated by a student who commented “I came back feeling almost altered, and so incredibly lucky to be in a safe place in the world, free of the shackles of wars and genocide” and by another who described Honouring Courageous Women as a “Tour de Force”. During the 2026 Festival of Chichester Bogdan Vacarescu, a Romanian concert pianist and Julian Jacobson, one of Britain’s most creative pianists, performed An Evening of Music Inspired by the European Holocaust. The trustees met in April 2026 and started to formulate a long term strategy that is still work in progress. ## **Public benefit** The trustees have paid due regard to the Charity Commission's guidance on public benefit and strongly believe in the public benefit of CMHMD's activities. ## **Volunteers** Almost all of the activities of CMHMD are undertaken by volunteers. No record is kept of the time given on a voluntary basis but without this contribution to CMHMD it would not function. ## **Financial review** Events are held in furtherance of the charity’s aims of advancing the education of the public in the history and experience of the Holocaust and other genocides and promoting tolerance by local engagement in education and the community and are not for fundraising purposes. The income from tickets sold for charitable events held during the year totalled £10,710 after box office commission deducted at source and the charity also received donations totalling £1,435 to assist with the event costs. The direct costs of the events totalled £20,619 and there was therefore a deficit of £8,474 from the staging of the charitable activities. This deficit was in line with the budget for the year. ## **Reserves policy** Unrestricted reserves are needed to fund and underwrite major events. A full reserves policy is being developed. ## **Pay policy and procedures** Trustees do not receive any payment or benefits for their work either as trustees or as volunteers and there are no employees. ## **Investment policy** Funds not required for current needs may be invested in investments of any kind at the absolute discretion of the trustees. To secure an acceptable return on the Charity’s reserves £16,000 was invested during the year in a 6 month fixed rate account with Cambridge and Counties Bank. ## **Fundraising** Raising funds for CMHMD's activities is vital. Although, as a small charity, CMHMD is not required to follow fundraising regulations it will at all times abide by the spirit of those regulations. **Chichester Marks Holocaust Memorial Day CIO** ## **Trustees' Annual Report** ## **Year Ended 31 December 2025** ## **Trustees' responsibilities statement** The trustees are responsible for preparing the trustees' report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice). In preparing these financial statements, the trustees are required to: - i. select suitable accounting policies and then apply them consistently; - ii. observe the methods and principles in the applicable Charities SORP; - iii. make judgments and accounting estimates that are reasonable and prudent; - iv. prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in operation. The trustees are responsible for keeping adequate accounting records that are sufficient to show and explain the charity's transactions and disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. The trustees are responsible for the maintenance and integrity of the corporate and financial information included in the charity's website. Legislation in the United Kingdom governing the preparation and dissemination of financial statements may differ from legislation in other jurisdictions.
