## **Structure, governance and management**
The charity is a Charitable Incorporated Organisation (CIO) association formed on 20 February 2020 and is governed by a constitution.
## **Method of recruitment and appointment of trustees**
The trustees of the charity are appointed by the members at the AGM.
## **Objectives and activities**
## **The charity's objects**
1) To advance, promote, encourage and develop appreciation of and participation in African-Caribbean culture including Carnival and street arts, their traditions, music and crafts in particular but not exclusively through the provision of arts workshops, activities and events throughout the year and by the promotion and organisation of an annual carnival in Huddersfield.
2) To further or benefit the residents of Huddersfield and the neighbourhood, without distinction of sex, sexual orientation, race, disability, age or of political, religious, or other opinions by associating together the said residents and the local authorities, voluntary and other organisations in a common effort to advance education and to provide facilities in the interests of social welfare for recreation leisure time occupation with the objective of improving the conditions of life for the residents.

## **Objectives and activities continued**
In furtherance of this object but not otherwise, the trustees shall have power: to establish or secure the establishment of a community centre and to maintain or manage or co-operate with any statutory authority in the maintenance and management of such a centre for the activities promoted by the charity in furtherance of the above objects.
3) To advance any purpose which is exclusively charitable according to the laws of England and Wales for the benefit of the public in Huddersfield and surrounding area by the provision of grants and funding to local charities as the trustees shall determine.
## **The charity's main activities**
Our activities are based around the promotion, advancement and the development of appreciation of AfricanCaribbean culture and the promotion and organisation of the annual Caribbean Carnival.
## **Public benefit statement**
In setting our objectives and planning our activities our Trustees have given serious consideration to the Charity Commission’s general guidance on public benefit and in particular the advancement of African Caribbean arts and culture and the advancement of social welfare with the object of improving the condition of life of the local inhabitants.
## **Achievements and performance**
This year, we achieved remarkable milestones, notably orchestrating a full-scale carnival event featuring a vibrant parade and park festivities that drew thousands of attendees. This celebration was made possible through funding from Kirklees Year of Music, Arts Council England, and National Lottery Community Fund. The parade showcased local Mas Bands exhibiting Caribbean carnival costumes and dance. It also included diverse groups such as Samba band and Bhangra dancers. The stage show included an International Soca artist all the way from Trinidad as well as National and local singers and musicians. Additionally, the funding supported local Mas bands with costume-making workshops and costs towards resources. The day concluded with an afterparty event with a renowned National DJ, successfully raising funds for future events.
We have also established a weekly steel pan group, Legacy Steel Pan. The aim to bring back and keep alive a traditional art form that used to thrive in Huddersfield. The group is aiming for self-sufficiency through community performances. This was made possible by funding from Department for Levelling Up, Housing and Communities (DLUHC).
## **Financial review**
The net receipts for the year were £4,250, including net receipts of £1,213 on unrestricted funds and net receipts of £3,037 on restricted funds after transfers.
## **Reserves policy**
The charity's free reserves, at the year end were £15,923.
We have a reserves policy to hold a minimum of £9,000 to cover rent, utility and insurance costs. Any reserves above this will go towards future carnivals. This policy is to be reviewed regularly considering the available funds in the account.

## Independent examiner's report to the trustees of The Huddersfield African Caribbean Cultural Trust
I report to the charity trustees on my examination of the accounts of the CIO for the year ended 31 October 2023, which are set out on pages 5 to 9.
## **Responsibilities and basis of report**
As the charity trustees of the CIO you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').
I report in respect of my examination of the CIO's accounts as carried out under section 145 of the 2011 Act. In carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
## **Independent examiner's statement**
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
1 accounting records were not kept in respect of the charity as required by section 130 of the Charities Act; 2 the accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **1 Accounting policies**
## **Basis of accounting**
The trustees have taken advantage of section 133 of the Charities Act 2011 and have prepared the accounts on a receipts and payments basis.
There has been no change to the accounting policies since last year.
No changes have been made to the accounts for previous years.
## **Taxation**
As a charity the organisation benefits from rates relief and is generally exempt from income tax and capital gains tax but not from VAT. Irrecoverable VAT is included in the cost of those items to which it relates.
## **Fund accounting**
Unrestricted funds are available for use at the discretion of the trustees in furtherance of the general objectives of the charity.
Designated funds are unrestricted funds earmarked by the trustees for particular purposes.
Restricted funds are subjected to restrictions on their expenditure imposed by the donor or through the terms of an appeal.
