## **Structure, governance and management** 

The CIO is governed by an Association model constitution adopted on 20 February 2020. 

On 20th August 2021 the charity Huddersfield African Caribbean Cultural Trust (number 1129873) transferred its assets and liabilities to this CIO. 

## **Method of recruitment and appointment of trustees** 

The trustees of the charity are appointed by the members at the AGM. 

## **The charity's objects** 

To further or benefit the residents of Huddersfield and the neighbourhood, without distinction of sex, sexual orientation, race, disability, age or of political, religious, or other opinions by associating together the said residents and the local authorities, voluntary and other organisations in a common effort to advance education and to provide facilities in the interests of social welfare for recreation leisure time occupation with the objective of improving the conditions of life for the residents. 

To advance, promote, encourage and develop appreciation of and participation in African-Caribbean culture including Carnival and street arts, their traditions, music and crafts in particular but not exclusively through the provision of arts workshops, activities and events throughout the year and by the promotion and organisation of an annual carnival in Huddersfield in the interest of social welfare with the object of improving the condition of life for the local residents.

## **Objectives and activities (continued)** 

## **The charity's main activities** 

Our activities are based around the promotion, advancement and the development of appreciation of AfricanCaribbean culture and the promotion and organisation of the annual Caribbean Carnival. 

## **Public benefit statement** 

In setting our objectives  and planning our activities our Trustees have given serious consideration to the Charity Commission’s general guidance on public benefit and in particular the advancement of African Caribbean arts and culture and the advancement of social welfare with the object of improving the condition of life of the local inhabitants. 

## **Achievements and performance** 

This year we successfully gained funding to commission a Carnival Arts Practitioner to design and help create a large showcase costume and mas band costumes based on the theme of Rugby League to compliment the Rugby world cup and Huddersfield as the birthplace of Rugby.  The Mas band costumes were showcased on several occasions at events within the town centre and at a Giants Rugby match at the John Smith’s Stadium. The showcase costume entered the Leeds Carnival King and Queen Competition held at Leeds Playhouse. This project involved costume making workshops open to the public.  We held a Make Along Mas workshop for children to create their own headpieces, packs were also sold along with a video link to make along at home. The organisation also held its second successful online carnival through the zoom platform. 

## **Financial review** 

The net receipts for the year were £33,993, including net receipts of £17,526 on unrestricted funds and net receipts of £16,467 on restricted funds. 

The coronavirus still managed to have an effect on the organisation for delivering activities throughout the year as a whole, but we continued to work hard for the objectives we have set out. The organisation has managed to secure funding and grants from the Arts Council, Local organisations and Kirklees Council for projects that we have set out. 

The trustees have reassessed the charity’s ability to continue for at least 12 months from the date that the accounts are approved and conclude that no material uncertainties exist that cast significant doubt on the charity's ability to meet its liabilities as they fall due. 

## **Reserves policy** 

The charity's free reserves, excluding fixed assets, at the year end were £17,526. 

We have a reserves policy to hold a minimum of £9,000 to cover rent, utility and insurance costs. Any reserves above this will go towards future carnivals. This policy is to be reviewed regularly considering the available funds in the account.

## Independent examiner's report to the trustees of The Huddersfield African Caribbean Cultural Trust 

I report to the charity trustees on my examination of the accounts of the CIO for the year ended 31 October 2021, which are set out on pages 5 to 8. 

## **Responsibilities and basis of report** 

As the charity trustees of the CIO you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act'). 

I report in respect of my examination of the CIO's accounts as carried out under section 145 of the 2011 Act. In carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner's statement** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1 accounting records were not kept in respect of the CIO as required by section 130 of the Act; or 2 the accounts do not accord with those records. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **1 Accounting policies** 

## **Basis of accounting** 

The trustees have taken advantage of section 133 of the Charities Act 2011 and have prepared the accounts on a receipts and payments basis. 

There has been no change to the accounting policies since last year. 

No changes have been made to the accounts for previous years. 

## **Taxation** 

As a charity the organisation benefits from rates relief and is generally exempt from income tax and capital gains tax but not from VAT. Irrecoverable VAT is included in the cost of those items to which it relates. 

## **Fund accounting** 

Unrestricted funds are available for use at the discretion of the trustees in furtherance of the general objectives of the charity. 

Restricted funds are subjected to restrictions on their expenditure imposed by the donor or through the terms of an appeal. 

Further explanation of the nature and purpose of each fund is included in the notes to the accounts.
