SCF was registered as a c*arity in 2020 and established in the memory of the late Sheila Coates.
Sheila was an inspirational creator of a seNce in Oxfordshi￿ for children with autism and related conditions. She led
team of more than staff working wth 200 children in many host schools. The philosophy whKh Sheila engendered by
her examplè lives on. re$￿cl and caring for èach chik1 and each fami￿. combined with a realism about their difficulties,
a willingnes5 to explore new icjeas." developing the seNce lo addiess the daity ￿alIty of the children's problems". and

Through SCF, our benefactor w￿ts to help youThJ people WTlh autism to be given every opwrtunity to athieve thei
potential and thrive in society.
The primary method of achievtng the tharitable obiecls is to fund qualfying inittatives in England through promoling and
operating grant-making programmes.
SCF grants provide opportunit￿ for young people 7Aryth aub.sm lo improve their skill$. 11 does this by allocating grants lo
their s¢hool$ or eA)Ileges. Grant applicants are wuired to identrfy measurablè OLrtcomes which must ultimately impact
over time on improve(1 leaming an¢Yor n￿ntaI heatth for young peO￿e with autism.

2020 121 Pllot grant.malEing progrnmme
In April 2020 the Board engaged a part-bme Professional Adyiser to prwde support with govemance, online presence
and grant giwng processes. This has been key to thè development of SCF'S grant-making actiwlYd5.
Our 2020 121 ￿anI.makIng plot was planned and durww the first half of 2020. In addition to the central
purpose ol awarding grants, a key aim ofthe pilot wa5 to test 41 aspects of ourgranl-making $Y$ten￿ and help u$ develop
plans for the next stage of our granl-making acb"vibes.
The application prO￿$S opened at the beginning of Juty 2020. vthen we in￿ted appI￿allOnS from Oxfordshire,
Southamplon, Brighton and Hove/Ea$l Sussex. These are areas where we already had C4)niacls, where we were already
aware ol need. We approathed s¢hool$, ¢dleyes and other pwsions personally to inwte lo submit applic*ion$.
We re¢￿Ved seven applicat￿n$ from which the truslees deryded lo fund six iniliab"ve5 of be￿een £10,000 and £S0.000.
The lo181 of grants awardèd was £204.￿1. Each inthative was planned to slart duriThJ the 2020r21 academic year and
ending by 31 August 2021_ The COVID-19 Danderric has had a signrficant impArt rjn srhoolq bijt despite this, projects in

funding could hdp.
Mental health and well-t8ng

To meet this demand the trustees designated a sum at the end olJanuary 2021 for a COVID-19 r¢$pon$e lund. The fund
was for one-off awards of £1.(KKJ or £S.000 to mainstream secondary schoo15, cdleges or allèm3b.vè provision initsalfy in
the 17 local authorilies of the East Midlands. South Yorkshire and Humberside. This was for short-leTm solutions which
could be put in pla(% immediately_
This initiafr've was launched in mi&Febwary. promolet1 through a national fonjm for those working wilh young people
wilh special educational needs and disabilities. We had a ¥ery 90¢4J response and paid out 35 awards amounting lo
£107.C￿) in the ffirst halfof March 2021.
Feedback to us from succes5fv1 applicants aboul the drff8rence SCF funding has made is expected by the end of July
2021.
Websites
SCF'swebsile was completed and went live in earty July2020. The website prowdes infomalion forany interesled reader
as well as potèntial grant applunts. It offers information about the types of grant we will consider. how the application
process works. the criteria used to assess applications and what Suc￿$$fUl applicants can èxpect durin9 their inrtiative.
All applications for grants are submitted and pl￿essed using an online grant-maknng portal. We develot)ed this al the
same time as the website and it went live in earty Juty 2020 ready for the first applicants to start their applications later
that rnonth. The portal handles all slages of the grant-maknng cyde.. initial registrabon., a short eligibility questionnaire.,
the applution foThn'. review ofthe ap￿titIon deas1￿", inthti¥e planning and reporting.
SCF'S website and the grant-maknng portal provide guides and Iroubleshooling do¢uments to help applicants at each
stage. 11 also pthnts those accessing bt to any recent iniiiabves. suth as the COVID-19 responsè furKI.
ACHIEVEMENTS AND PERFORMANCE
In this. our first y8af, SCF'S aims were to establish an online we5ence. to pilot 8 grant giving process and lo pro￿de
benefrts to a small number of autistic youn9 people. It has more than succe551ully achieved these 8ims.
In the peri¢)d covered by this rewrt SCF h85 taken signfficant steps forward in developing the systems and infrastwcture
required to enable il to undertake its grant-making a¢tiw"ties.
The website provides valuable irrf0M￿tr.0n lo attract and infonn potential grant a￿l¢antS and wll be￿Ine the plarform
lo promote the successes of the initiatives that have been luThYed. 11 is helping lo establish the pre$en¢e and namg of this
new charity. 11 will become a central support for our communicatKJn actiwties wsth a broader audience of potents'al
applicants.

We also know the time and effort involved in assessing poorly communuted applicats'ons. Consequently we have
configured the application portal and the infomiation it and the SCF website to provide a high quality user experience.

initiatives totals approximaldy 350.
FINANCIAL REVIEW
Income
During the reporting period we have received donations fiom SCF'S benefactor lotalling £515.C(KJ. Of this, £204,900
has been designated to fund the 2020 121 giant-making pro9ramme and £107,¢X)O has been designated for the 2021
COVID-19 response fund.
Grnnts
The totsl value of the next grant-making programme has been set by the trustees lo be £210.000. This will be of a
similar It￿1 lo the initial COVID-19 response fund. vrill focus on schjols in the South Wesl.
Res*rve$
The trustees are working towards building reseThEs through good use of accessib￿ fvnd$ and investments.
The trustees intend the tharity to maintain free uniestricted re&erbEs:
to provide a level of wothn9 ca￿la1 that protects the c4Jntinuity of our work
to provide a level of funding for unexpected opportunrties
to provide cover for iisks such as unforeseen expenditure or ￿an11C1pated loss of irKome.
The trustees will review the above criteria with reference lo the ¢hariW$ stralegy aNI Annual Plan and detemiine the
tsrget level of free reserves to meet these.
The trustees wdl at times designale funds from free rvserves for signrficanl prop
costs, agreed grants or ￿placement of major assets. This has been the case with lunds for the 2020 121 pilot grant-
making programm¢ and COVID-19 re$ponse fund.
Investments
The trustees have sel an investment policy to S￿ort the grant-making ad]"￿tieS of the charty.
Any income from any investmenls will be rLwnvested lo assist with meets'ng the granl-making prryJramme. Trustees
expect the investments to gèneratè a reasonable level of income. as Inco￿ fomis an important component of the
overall total relum.
The charity holds in cash SLrfficient funds to rr*et imfflediate &?sh.fl￿# requirements.
Property
The sale of the residenlial Property in Brighton was cowed in earty March 2020. and the inlerest-free loan w8S
repaid to SCF'S benefactor.
The Board followed the procedures in Seclicrf)$ 117 - 119 of the Charilies A(# 2011 in dealing with the sale of the
propgty.

Our rnajor operalional risk was identtfieil duriThJ Ihe year. The abser￿e of OLtr Chair due to illness highlighted Ihe need
to establish a se(xJre infrastructu￿ within the Board. We have M￿gated this risk by the establishment of sub-
comrnittees.

When establishing the charity the trustees recognised the need to develop the size. ￿le arKI Complexity of grant-
making programmes over a period of approximately Ihree years. The 2020 121 pilot wa5 the fir51 phase of Ihis
evelopment.
The trustees have cimsidered what activihes to undertake in the second phase. In the first round the majority of grants
were for building or infraslrudure work. Ojr work on COVID-19 response has shNn us that support to improve mental
trealth and rnanage anxiety aboul attending school will be requ*ed in the futwe. Trustees therefore intend to highlight
these as aspects on which kKJssible applicanls could fcojs.
STRUCTURE, GOVERNANCE AND MANAGEMENT

SCF has no premises,. ￿1 work is undertaken remotely. The Registered office is.. The Courtyard, Shoreham Road, Upper
Beeding, Steyning. West Sussex. England. 8N44 3TN which 15 also the correspondence address.
The directors of the Company are also ¢harity trustees as defined by section 177 of the Charities Acl 2011. Under the
qU1￿mentS ol the Mèmorandum and Art￿e$ ofAssociation one third of ihe directors must retire from office by rotation
ai each annual general meetirvJ. They may put themsel￿ forward re-electi1￿ rf eli9ible. The minimum number of
directors is three and there 15 no maximum number.
All trustees give their time voluntarily and none received benefrts frcrfn the charity. Any expenses reclaimed from the
charity are set out in note 8 of the accounts.

ensure Ihal the needs of this gfoup are apptopriatety ￿ected Ihrough the diversty of Ihe Irustee body. Over SOQk of
the curTenl trustees are experienced in Work with or in support of vulnerable young peo￿e. Additionally management,
business and finance skills are well represented on the Board.
In gn effort lo maintain this broad skn.ll mix. an annual audit oflhe sknlls ofthe members of the Btsard 1$ undertaken. This
helps id8ntify any skills gaps and focuses efforts to recruit new Iru51ee5. In the event ol particular skills being lost due
to retirements. or the need for additional trustees, individuals are approached lo offer themsefves for elect￿ to the
Board.
Board meetin9s are held every two ￿￿)nths. During the reFrfYting Per￿ all bLrt one Board meeting was held online. in
accordance with Artide 41151 of the Artides of Ass￿latiOn. This was as a consequence of COVID-19 restrictions on

Soulh8mplon. 8righlon and HoveEasl Sussex lo submrt applications for the 2020 121 grant-making pilot.
We received seven applicab.ons from whi(th the trustees deaded to fund six initFati¥es of befften £10,0(KI
and £50.000. The total of granls awarded was £204.900.

fund one-off awards of £1,000 or £5.¢)00 to mainstream secondary schools. colleges or aftemalive
promsion initially in the 17 local authoritses of Ihe Easl Mhllands. South Yorkshire and Hurnber$Trde. This
was for short-tèm soluts'ons in support ol.. menlal health andwe114)eing: a￿2$$ lo remote learning.. transition
into oroul of secon¢Jary s¢1￿1. which could be put in place immediately. We had a very good iesponse and
pai(J out 35 awards amounting to £107.0fy) in the first half of March 2021.
